In 1999, the USTTI's sponsors contributed a total of $4,425,898 in cash and in-kind contributions to the USTTI. The in-kind contributions reflect the costs attendant to offering 649 tuition-free training slots in 1999, as wel l as travel and subsistence funding, educational materials, and a host of miscellaneous services provided to the USTTI by U.S. corporations, the federal Government, universities, and international organizations.
The USTTI's overhead costs - program development costs, salaries, and benefits for the small, professional staff, and indirect institutional costs such as rent, utilities, and postage - are paid for by the private sector. The USTTI's 1999 operating budget of $595,000 was tightly controlled so that all revenues raised by the USTTI in excess of it' s overhead costs could be used to provide additional travel and subsistence support to needy participants from developing countries who were not able to obtain assistance through the USTTI' s government grants.
In addition to funding from the private sector, the USTTI receives important support from the Federal Government. The U.S. Agency for International Development (USAID) contributed funding to the USTTI trainees from throughout the developing world through the Global grant and the Russian Training and Development Program (RTD). Important travel and subsistence funding was also provided by the United States Department of State through special grants for communications officials from the Middle East, South Africa, the African Regional Advanced Level Telecommunications Institute (AFRALTI), and Central and Eastern Europe. In addition, participants from South Africa and Mauritius received scholarships from a U.S. Trade and Development Agency (TDA) grant.
Addit ional Federal Government support for the USTTI was provided by the National Telecommunications and Information Administration (NTIA) of the U.S. Department of Commerce, the federal Communications Commission (FCC), and the Voice of America (VOA) of the United States Information Agency (USIA). International organizations providing funding to USTTI trainees included the International Telecommunications Union (ITU), U.S. Trade and Development/Mauritius (TDA/Mauritius), and the United Nations Development Progra m (UNDP).
The USTTI is a 501 (c)(3) non-profit organization, meeting all requirements for charitable contributions. In 2000, the USTTI will need to raise at least $1,750,000 to provide for the travel and subsistence needs of its applicants who are unable to provide their own travel and subsistence funding.
