The National Emergency Training Center (NETC) is on South Seton Avenue in Emmitsburg, Maryland, north and west of Route 15.    Route 15 connects Harrisburg, Pennsylvania and Frederick, Maryland.  Route 15 intersects with South Seton Avenue 2.4 miles south of the Maryland/Pennsylvania border (see map below).

Enter the NETC via the main entrance on South Seton Avenue about 1000 yards north of the intersection of Route 15 and South Seton Avenue.  Proceed on the main entrance into the NETC and before coming to the Main Administration Building and Chapel there is a small parking lot on the right.  The location for the Civil Defense/Emergency Management Monument is in the area just beyond the parking lot.  
NOTE:  Everyone
will need to pass through security to gain entry to the NETC campus.  Directions will be posted and uniformed personnel will direct traffic to the parking areas at the rear of the campus.   Please come early to attend the start of the dedication ceremony, allow sufficient time for passing through security, driving to the  designated parking area, and then walking to the monument dedication area.  
The dining hall will open at 11:00 A.M. for those desiring to purchase a meal prior to the monument dedication.

Below is a map of the National Emergency Training Center area.  The Monument dedication ceremony is to the right of the "X"  (as viewed when on the main drive into NETC) and just before the short street ending on the wall behind the Monument.
