I offer my sincere thanks on behalf of the National Civil Defense Monument Commission to all that attended the dedication ceremony of the National Civil Defense/Emergency Management Monument and to those having supported this project.  This dedication is not the end of a venture; let it be the beginning of an era where we do not forget the events of  September 11, 2001, and let us constantly strive to enhance our mitigation of and response to threats against our citizens.  May we develop plans that are coordinated at all levels of government, publicize these plans to our citizens, and educate our citizens to react on their own initiative to wisely counter threats to our well-being.
