About Us The Western Maryland RC&D Council, Inc. was incorporated as a 501(c)3 nonprofit organization in 1993. It includes representatives from five Boards of County Commissioners, six Soil Conservation Districts, several municipalities, grassroots organizations, and interested individuals. All share a common desire to protect natural resources, the rural lifestyle, and economic well-being for the residents of Garrett, Allegany, Washington, Frederick, and Carroll counties.
Our Vision To be viewed as a reliable source of innovative environmental and conservation solutions in dealing with the challenges of population growth and pressures on the natural resources of our region. Our MissionTo build and sustain resource conservation programs, raising the quality of social, economic, and environmental development in our region.
