COPS General Counsel is Michael T.
Leibig, a partner in the Washington, D.C. law firm of Zwerdling, Paul,
Leibig, Kahn, Thompson & Driesen. Mr. Leibig is also a 1971
graduate of the University of Virginia Law School and an adjunct professor at
the Georgetown University Law Center where he teaches public sector labor
relations, the termination of employment, labor policy, and fiduciary
responsibility. Mr. Leibig is the author of three basic texts - Police
Unions and the law, Organizing Public Employees, and The Fair Labor Standards
Act and Policing. He has also authored numerous articles on public employee
benefit and pension issues. Mr. Leibig has represented police officers
and organizations throughout Virginia, as well as California, Nevada,
Texas, Mississippi, Louisiana, North Carolina, Missouri, Minnesota,
Michigan, Wisconsin and Maryland in efforts to improve wages, hours and
working conditions on the line level in law enforcement. In addition to his role
as General Counsel to VCOPS, he serves as General Counsel to the International
Union of Police Associations, AFL-CIO.
