GLENDA BLUHM
Ms. Glenda Bluhm is a Group Manager/Business Development for STG Inc, Norfolk, VA. Ms. Bluhm joined STG in October 2000 and is responsible for contract management for the STG technology activities within the Mid-Atlantic region. She serves as STG's local point of contact for all company interests in the region. Ms. Bluhm provides technical leadership to STG's staff members and client representatives. In addition she is responsible for marketing and business development. Ms. Bluhm hails from Layette, LA and has followed a varied career of increasing responsibility culminating in her appointment as Group Manager for STG. Prior to joining STG, Ms. Bluhm was the Telecommunications Officer for Information Technology for the Defense Logistics Agency, Defense Distribution Center, New Cumberland, PA. She was responsible for program management, information assurance, policy and guidance and infusion of eBusiness in support of the agency's business process reengineering. Ms. Bluhm began her Government Services in 1974 with the Department of the Navy, Ponce, Puerto Rico. She was employed by the Department of Defense in the Information Technology Field for a total of twenty-six years before retirement in September 2000. She is a graduate of Trinity University with a Bachelor of Science Degree in Information Technology. Ms. Bluhm is the recipient of numerous special achievement and performance awards. Ms. Bluhm is a member of various associations and organizations; Armed Forces Communications Electronic Association (AFCEA), National Contract Management (NCMA), Chamber of Commerce and National Association of Retired Federal Employees (NARFE).
BOB BRICH
It is my distinct pleasure and honor to be considered for membership on the TGIC. As a participating member of TASC over the past decade, I have a unique perspective of both Government and Business operations with which I can provide positive contributions to TGIC. My diverse experience in a variety of management and corporate positions within government, small disadvantaged, small and large business operations will be invaluable to the TGIC. Using this diverse vantage point in understanding the needs and motivations of both the customer and contractor will be very useful to my perspectives and contributions in representation on the TGIC. I am presently the Vice President of Communication Technologies, Inc. In addition to this varied experience within business and government organizations, I have made continuing achievement within higher education an ongoing goal in my professional life. Studies in contracting, finance, management and higher education have been a continuous and ongoing effort. The following is a short flowing synopsis of management positions and education:

HENRY CONNOLLY
Henry Connolly has been with Titan Unidyne Corporation for the past 5 years, where he has held a variety of technical, management, and business development positions. Currently, he is the Business Development Director for Titan Unidyne Corporation at the corporate headquarters in Norfolk, Virginia. Prior to that he worked for 13 years for Tracor/Vitro Corporation where he was a Department Director responsible for the company's business activities in the Tidewater area. From 1971 until 1982 he was a civil service employee working for the Naval Sea Combat Systems Engineering Station as a supervisory electronic engineer. Henry is a graduate of Old Dominion University (BSEE 1971). He is an active member of the Tidewater section of ASNE and ITEA, serving on the executive board of both professional societies. He is presently a Large Business Representative on the Tidewater Government Industry Council and is an active member of the annual symposium production committee as part of his involvement with the Tidewater Association of Service Contractors.
B. ANNE DAVIS
Ms. Davis is the President and CEO of Diesel Tech Inc., a woman-owned firm specializing in diesel engine repair in both the marine and stationary power generation arenas. The company is involved in federal, state and municipal government contracting, both as a prime and subcontractor, and is extensively involved in private sector power generation nationally and internationally. Ms. Davis holds undergraduate and graduate degrees in Psychology and a Masters in Business Administration. She is immediate Past Chairman of the Portsmouth Division of the Hampton Roads Chamber of Commerce; a member of the Regional Board of the Chamber of Commerce; a past Commissioner and Past Chairman of both the Portsmouth Industrial Development Authority and the Portsmouth Port and Industrial Commission; a member and Past President of the Tidewater Association Service Contractors; a member of the Board of Directors of the Norfolk Naval Shipyard – Portsmouth Association; a member of the South Tidewater Association of Ship Repairers; a past member of the Board of Directors of the Tidewater Maritime Training Institute and Chairman of the Educational Committee; is current President of the Portsmouth Partnership; a member of the Board of Directors of the Portsmouth Museums Foundation; and a member of the OpSail 2000 Foundation Board of Directors; a current member of the Workforce Development Board (Opportunity, Inc.) and Chairman of the Performance and Fiscal oversight Committee of that board. Ms. Davis is a charter member of the Tidewater section of the American Society for Quality; a member of the American Society of Naval Engineers; and she is a member of the Portsmouth Chapter of the Rotary Club. Ms. Davis, currently a volunteer, was on the Board of Directors of the Make-A-Wish Foundation of Eastern Virginia for eight years. She has served on the Board of Directors of the Full Circle Aids Hospice. She is also committed to and active in the Outreach Ministry of St. John's Episcopal Church.
BOB FELTY
Bob Felty is working for his third small business, APT, since performing Contracting Officer duties for NASA (1980-1981) and the US NAVY (1973-1980). Prior to that he was active duty US ARMY (ou ah!), and at the Pentagon no less. He much prefers working at the "field level" where the "real work" gets done. Bob has worked on/for TGIC and TASC and the Norfolk Chapter of the NCMA since all of their inceptions in the Norfolk area. Small businesses are his main interest and concern. He says he gets to use his MBA education every day.
STEVE KELLEY
Steve Kelley has been with Unisys Corporation over 26 years, where he has held a variety of technical, management, and business development positions. Currently, he is the Business Development Manager for Unisys U.S. Federal Government Group at the Technology Solutions Center in Virginia Beach. He is responsible for formulating and executing a strategic marketing plan for the Hampton Roads area for all federal government agencies and commercial customers and for developing strategic alliances with IT service providers. He recently returned from New Orleans, LA after a two-year assignment as the Unisys Program Manager for the Navy Standard Integrated Personnel System. Steve is a graduate of Old Dominion University. He is an active member of the Hampton Roads and Tidewater Chapters of the AFCEA, the Navy League, the Hampton Roads Technology Council, the Hampton Roads Chamber of Commerce, and the Tidewater Association of Service Contractors.
TERRY MURPHY
Terry Murphy is a current TGIC At Large Industry Representative. He is a partner and Chairman of the Government Contracts and Construction Law Practice Group at the law firm of Kaufman & Canoles, P.C. He is the General Counsel to TASC and a past President of TASC. Terry is a graduate of the University of Virginia School of Law and a former law clerk to Judge Walter E. Hoffman, United States District Court of the Eastern District of Virginia.
DONNA WALKER
Donna started DLS Engineering Associates, Inc. in 1995, which is a full service environmental and marine engineering and technical services firm. As President of DLS, Ms. Walker provides overall corporate management of headquarters in Virginia Beach, VA and regional offices in Crystal City, VA, Patuxent River, MD and Port Hueneme, CA. She manages multiple subcontracts supporting U.S. Navy Shipboard Hull, Mechanical and Electrical (H,M& E) installations and Pollution Abatement System projects. In the last quarter of 2000, DLS acquired ALCO Welding & Machine Co., Inc. ALCO supports both government and commercial projects. Both DLS Engineering and its subsidiary ALCO are small businesses. Donna's private industry engineering experience includes employment with M. Rosenblatt & Son, Inc. as Field Engineering Manager and Contract Manager, S.R. International in the position of Construction Engineer and Shell Oil Company as Project Engineer. Donna received her Bachelor of Science in Civil Engineering from Pennsylvania State University. Donna has served as a Small Business representative on the Tidewater Government Industry Council for the last four years.
BRUCE WOODRUFF
Bruce Woodruff served on the 2000 TASC Symposium program committee and was instrumental in providing two speakers for that event. Bruce served as a Navy Engineering Duty Officer and is President of the Richmond Consulting Group. He is a marine engineer and his company focus is on government contracting, Navy ship design, construction, and repair and shipyard process improvement. He is often called upon to provide services as an expert witness in these areas and his clients have been KPMG, Eaton Corporation, Vandeventer Black, Metro Machine, Norshipco, CDI Marine, John Crane Lips, US department of Justice, Siemens and Lockheed Martin. Prior to this, Bruce was Vice President/General Manager for the Turbine Manufacturing Division of ABB (Asea Brown Boveri) Power Generation. He was the CO at SUPSHIP Pascagoula administering all contracts for the construction and repair of Navy/Army/NOAA ships in Mississippi, Alabama and Florida. His two NAVSEA commands were Program Manager for the Aegis Cruiser (CG-47) Class (PMS-400) and for the Guided Missile Frigate (FFG-7) Class (PMS-399). Other tours included Norfolk and Boston Naval Shipyards, Repair Officer on USS Puget Sound (AD-38), and engineering tours on two destroyers. He is a member of ASNE (National Council), SNAME, Society of Manufacturing Engineers (Chairman, Richmond Chapter), National Society of Professional Engineers, American Society of Mechanical Engineers, Virginia Manufacturers Association, and Institute of Management Consultants. He has published 5 papers on manufacturing process improvement and ship propulsion plant design. Bruce received the BS with distinction from Annapolis and holds the graduate degrees of Ocean Engineer (Naval Architecture/Marine Engineering) and MS in Mechanical Engineering from MIT. He is a graduate of the Executive Program at the Darden Business School at the University of Virginia and the executive level Industrial College of the Armed Forces (ICAF).
JOE YURSO
Joseph Yurso is currently Director of Technical Development for Q.E.D. Systems Incorporated of Virginia Beach. He has been with Q.E.D. Systems Inc. for fifteen years. Joe received a Bachelor of Science in Mechanical Engineering from Pennsylvania State University and a Master of Science in Mechanical Engineering from the U.S. Naval Postgraduate School. He has also completed a Special Management program at Carnegie Mellon University in Pittsburgh, PA. Joe is a member of the American Society of Naval Engineers (ASNE). He served as National Vice President of ASNE from 1993-1996 and on the national council for six years. He was a contributing author to the ASNE-sponsored book "Naval Engineering and American Sea Power". Joe is also active in the American Society of Mechanical Engineers, Society of Sigma XI, the American Society for Quality and Tidewater Association of Service Contractors. Joe has held the Special Projects chair on the TASC Board for the past year. Joe has also served on the Tidewater Government Industry Council for four years.
