1. Download the Netscape.cfg file below (right click the link and select "save link as")

   Netscape.cfg

2. Place it in the ..\communicator\program directory (Netscape's program directory)
3. You should be asked if you want to overwrite the netscape.cfg that is already there if this doesn't happen, You are putting it in the wrong directory.
4. Close Netscape.
5. In the user's (\communicator\users\username) directory, there are two files that need to be modified. They are prefs.js and liprefs.js
6. Open notepad (or another text editor) and then open one of the files above. (then repeat for the other file)
7. Remove the line that reads
   user_pref("browser.startup.homepage","http://...");
   from BOTH files and save the changes
8. When Netscape restarts, the home page should not be locked.
