Students would have to consider whether the best poilicy would be the inventions and continual enhancement of technologies to combat music piracy or the democratization of web music so that it is freely available to all and copyright protections are eliminated online. This is a constitutional, first amendment, copyright infringement and privacy issues.

Its ultimate resolution is an unfolding conversation that will evolve over the next decade.

It can not be quickly or summarily decided and it would be ridiculous to do so as part of this project.

A "best" policy would diminish a multifaceted complex issue.
