The expectation of engaging in sexual activities on the first meeting is not nescessarily true.

I have experienced sex upon first meeting, and the sex was fabulous. It also ended up being a one-time thing, partly due to distance. Was the other part due to too much too soon? I don't know.
I recently did the simple meet for coffee thing and that was equally as fun, even without sex. We were in a very public place (Duncan Doughnuts!) and didn't even flirt. We got a better sense of who each other is and I think if we do choose to play with each other it will be more fun and more likely to be repeated on occasion.

But even after that experience, I still opt for the coffee or drink, because there is nothing worse than sitting in a five star restaurant, or something more dumb than sitting in the best box office seat watching a play (you can't talk, don't have freedom to talk)only to realise at some point that it's not working out and you have invested so 'much' not only in terms of finance, but in terms of your time (going totally out of your way in terms of setting a 'date' to do this).
Coffee or drink is something that can be fitted into your everday life, and there is no better time to see someone as they are 'everyday'. It gives you a better idea of who they are, not only that, as coffee or a drink isn't expensive, it also gives you an indication of how they 'address' people. In a five star restaurent etc, your date will of course address the 'help' in a certain way, as it's five star, but in a normal surrounding, an everyday surrounding, they might address the help differently.
It's very important to observe how a 'date' talks to the help, so forget the 'paired' picnic the first time round.
