shall receive a reasonable amount of official time for the performance of labor-management responsibilities assigned to them by the Union, in accordance with labor-management responsibilities and under the terms of this agreement, and as authorized by law; Stewards shall receive up to 8 hours of official time per week for Union initiated representative functions and time in excess of 208 hours must be concurred in by the Local President and local management.
The Union agrees to provide the Administration, on a 6-month basis, a weekly summary of time used by each representative in Section 6 in accordance with existing practices as of the date of this agreement.
Official Time and Labor Relations in Field Offices
A. The National Council of Social Security Administration Filed Operations Locals, hereinafter called "National Council," is responsible for labor relations on behalf of AFGE, the exclusive representative, with respect to field installations of the Social Security Administration represented by AFGE.
B. The President of the National Council (and/or his/her designees) is responsible for the coordination and conduct of labor-management relations within the jurisdiction of the National Council. These responsibilities include but are not limited to:
o grievance and arbitrations which are national or interregional in nature;
o meetings and discussions concerning labor-management relations issues that are interregional or national in nature;
o notice of proposals to change conditions of employment affecting field office employees nationally or in more than one region, and/or initiated formally in writing by authorities higher than the Regional Commissioners.
The President of the National Council (or his/her designee) is a member of the AFGE General Committee of SSA.
C. The Regional Vice Presidents of the National Council (and/or their designees) are responsible for the coordination and conduct of labor-management relations within the SSA region of his/her jurisdiction. The responsibilities of the Regional Vice President include but are not limited to:
o Union/management grievances within the region;
