employees in personal grievances, appeals or other complaints unless there are unusual circumstances which shall be subject to consultation between the parties.  In this regard both parties strongly support the concept that either the Chief Steward, Assistant Chief Stewards or Stewards shall be responsible for the processing of employee grievances, appeals or other complaints.

Individuals identified pursuant to Section 1 above, will normally function within a designated building.  The assignment of Union functionaries is to be made in a manner so as to minimize travel between buildings by the functionaries and other employees.  The listing of Union functionaries provided for in Section 1 above, will indicate the assigned building responsibility for each functionary.

Section 3


The total amount of official time per calendar year which may be used by Union functionaries in the discharge of their appropriate responsibilities will be as follows:

A.  The President and two (2) Vice Presidents shall receive a reasonable amount of official time for the performance of their appropriate responsibilities.

B.  Chief Steward and three (3) Assistant Chief Stewards.  Each may receive up to 25 percent of the regular working hours which equals a maximum of 520 hours per year.  In the event of a substitution of the Chief Steward or Assistant Chief Stewards, the substitute shall have only the unused balance of the original gross time available to the individual they replaced.

C.  Stewards and other Union functionaries.  Each may receive up to 10 percent of their regular working hours which equals a maximum of 208 hours per year.  In the event of a substitution of Stewards or other Union functionaries, the substitute shall have only the unused balance of the original gross time available to the individual they replaced.

Section 4


A.  In accordance with Section 3 above, official time will be granted to Union functionaries for the following activities covered under this Agreement:

1.  Meetings with management officials or supervisors.

2.  Time spent in preparing replies to the Employer's proposals submitted to the Union for comment.

3.  Auditing promotion packages for bargaining unit positions as provided for in Article 26.
