shall have only the unused balance of the original gross time available to the individual they replaced.
D. Any extension of the times specified in B and C above may be approved upon presentation of reasonable justification to the appropriate regional management official.
In accordance with Section 3 above, official time may be granted to Union functionaries for activities authorized by law and this agreement, including but not limited to:
o meetings and discussions concerning labor-management relations issues.
o employee grievances.
Union functionaries will be required to request and arrange in advance with his or her supervisor for use of official time by use of the form SSA-75-U4.
Official time may not be employed for the purposes of conducting, engaging in, or participating in internal Union business.
Office of Hearings and Appeals (Falls Church)
The Employer will recognize up to a total of fifteen (15) Union functionaries for the purpose of use of official time. A list of functionaries will be furnished to the Labor-Management Relations Staff three (3) workdays prior to the scheduled execution of this agreement, and will include any officer or steward designated by the Union President. Thereafter, any change in the list must also be in writing and furnished to the Labor-Management Relations Staff three (3) workdays prior to the effective date of the change.
