Office of Hearings and Appeals (Field)
The Employer will recognize the following Union functionaries in the Office of Hearings and Appeals (Field) for the purpose of use of official time:
o The Council President
o One Regional Vice President/Local President per region
o One Local Vice President per region
o One Chief Steward per region
o One Steward/Union functionary per installation
The Regional Vice President/Local President shall designate one local steward for each hearing office installation to coordinate and conduct labor management relations within that installation. Such local steward shall be recognized as the representative of the Union within that installation.
The Regional Vice President is the appropriate Union official to receive notices, in accordance with Article 4 of this agreement, of changes in conditions of employment. The parties will endeavor to minimize whenever possible travel expenses for such negotiations.
The total amount of official time per calendar year which may be used by Union functionaries in the discharge of their appropriate responsibilities will be as follows:
A. The Council President and one Regional Vice President/Local President and one Local Vice President per region shall receive a reasonable amount of official time for the performance of their appropriate responsibilities.
B. Chief Stewards. Each may receive up to 25 percent of the regular working hours which equals a maximum of 520 hours per year. In the event of substitution of the Chief Steward, the substitute shall have only the unused balance of the original gross time available to the individual they replaced.
C. Stewards/Union functionaries. Each may receive up to 10 percent of their regular working hours which equals a maximum of 208 hours per year. In the event of a substitution of Stewards or other Union functionaries, the substitute
