for Stewards and Assistant Chief Stewards to operate outside their Union-assigned area on particular occasions.  Union representatives will be permitted to operate outside their assigned areas with the concurrence of the OHR Local Labor Relations Staff.

F. Provisions of Official Time to Union Representatives. Official time for Union representatives falls in two general categories.

Subsection 1.  Time for Union Representational Activities Requested and/or Approved in Advance by Management:

a.  meetings requested by authorized management officials and  supervisors;

b.  monthly and quarterly labor relations meetings;

c.  meetings of approved Union-Administration committees held on official time;

d.  time approved in advance by the Labor Relations Division for Union participation in community service meetings and the like;

e.  other meetings approved in advance by the Labor Relations Division;

f.  observers at hearings before and arbitrator; and

g.  time approved in advance by the Labor Relations Division for  attendance at SSA-sponsored training.

Subsection 2.  Time for Representational Activities Initiated by Union Representatives:

The total amount of official time which may be used in any week, as    averaged over a 6-month period, for the purpose of handling grievances and    other complaints, meeting and consulting with management at the request of    the Union, and handling other related representational functions shall be    as follows:

Assistant Stewards:  None except when approved in advance by the Labor Relations Division or where they have been officially designated as employee representatives on an identifiable grievance.

Stewards:  Up to eight (8) hours per week.  Time in excess of 208          hours must be concurred in by the Chief Steward or the Union President          and the Director of the Labor Relations Division.

Assistant Chief Stewards:  Up to twelve (12) hours per week.  Time in          excess of 312 hours must be concurred in by the Chief Steward or the          Union President and the Director of the Labor Relations Division.
