3.  Delayed Opening

When the opening of the office is delayed for any reason, current operating    procedures and rules are controlling.

D. Flextime in the Wilkes-Barre Word Processing Center Management agrees to implement flextime in the Wilkes-Barre Word Processing Center by establishing a one-hour flexible band on the front end of shift 1 and on the back end of shift two.  The shifts in the Wilkes-Barre Word Processing Center (as modified by flextime) are as follows:

1.  Shift 1

The tour for shift 1 is from 6 a.m. to 3:30 p.m. and the core time is from    7 a.m. to 2:30 p.m.  The flexband is from 6 a.m. to 7 a.m., and from 2:30    p.m. to 3:30 p.m.

2.  Shift 2

The tour for shift 2 is from 3:45 p.m. to 12:15 a.m. and the core time is    from 4:45 p.m. to 12:15 a.m.  Flexbands are from 3:45 p.m. to 4:45    p.m., and from 12:15 a.m. to 1:15 a.m.

Section 5--Compressed Work Schedule (CWS) Plan for OHA -General


A.  Employee Option

The parties understand and agree that the 5/4/9 schedule will be requested by the employee.  No employee will be forced into a 5/4/9 schedule.

B.  Eligibility at OHA Headquarters

Full time AFGE bargaining unit employees in OHA Headquarters are eligible to participate in the CWS plan as described in this appendix.

C. Eligibility for OHA Field Offices

For OHA field offices, eligibility to participate in the CWS plan is as follows:

Attorney Advisors, Paralegal Specialists, Hearings and Appeals Specialists and Hearing Analysts in all OHA field offices are eligible to participate in the CWS plan. Field offices with 20 or more bargaining unit employees shall be permitted to participate in the CWS schedule.  Staffing levels  will be determined on the basis of staffing as of the date of the contract.
