Methods' Of Operation, (MO's),
(Modus Operendi)
General MO's
<MO1> - Implication. The most pervasive area of gamesmanship practiced by the police is their use of "Implication". One of the most subtle although perhaps not most significant uses of this is to define the character of the victim in the eyes of any around him as being "suspect" of "something" because of the police "interest". This "definition of character" of the victim unfortunately happens by default in many peoples minds who are not aware of the character that police behavior may take. This spread of misrepresentation can occur overtly by bringing fire department, rescue personnel, shopping mall or other private security personnel into the action which opens up unlimited possibilities. It can occur, however, and has been observed on several occasions<date>,<date>, by simple questioning by a police officer of anybody in the vicinity while indicating interest in the victim. Certainly it is illegal to slander a victim directly in such ways but low key, almost casual questioning by an investigator is a key to their trade. Raising suspicions about a person's character can be done more subtlely than openly accusing him of something. There is a definate feeling of outrage when this type of activity becomes apparent. This character assassination would be illegal were it done in a less indirect manner.
Although the example given above is a subtle form of implication, the following example is an overt use. This is implication in the form of personal threat or intimidation - the fear of being arrested or worse being associated with bad tempered cops with significant ability to cause considerable harm. Their very appearance carries this implication for many people and several events,<date>,<date>, were perpetrated using this threat. A less different threat involves uniformed and non uniformed police officers loudly using the word "arrest" while talking into their radios or to a partner as one passes within earshot. Small statured personnel acting casually as well as large officers carrying "Taser"s or batons seemed to be available where the situation demands. Another aspect of the "Implication" weapon was executed by bringing the fire and rescue departments into the harassment activity. The threat that in a fire or medical emergency these responders might not be quite as "professional" in their response or care-giving to their subject victim is brought into mind. To an older person living alone this is significant.
Another example of implication is the use of the threat of involuntary confinement. Forced arrest is certainly the most obvious example of this but the police have a much more convenient method than this. The police use the Montgomery County Crisis Center as a very convenient method of threatening or actually accomplishing involuntary confinement also. Unfortunately the law allows a single "qualified" individual from the Crisis Center with appropriate follow along personnel to commit a private citizen to a mental hospital as the result of a rather superficial decision. A victim of this committment is not allowed to sue the county in response to this act which might result in exposure of abuse of this activity. It appears it is standard procedure for county authorities to have the Crisis Center pay the victim a visit if he/she voices a complaint about police behavior. If a complaint is made to the County Council or apparently even the FBI, this complaint is passed to a high official in the police department who call in the Crisis Center who then show up at your door in duplicate accompanied by two uniformed police officers. This has happened three times to the author with the first visit resulting in confinement and the threat of confinement being present in the following two visits. More needs to be learned about this questionable procedure but it appears that the police have an unassailable bullying tool in their bag of nasty tricks and individuals within the police department are quite comfortable making use of its threat.
Following the event of the destruction of the small oak seedlings, <date >, "Implication" was used in two other events as follows. Both involved leaving unmistakable footprints in freshly fallen snow up to and away from two other vulnerable plants. The first <date>, involved footprints directly up to and away from an oak sapling just beginning to emerge out of a patch of hydrangeas in the front yard. The second, Event <date>, involved footprints up to and away from a dying evergreen tree not far from the sapling. The Implication in the first being that "we noticed you are nurturing this sapling and it is not safe" and the second being "this newly purchased evergreen is dying because we might have done something to it".
Another variation on "Implication" is the "Silent Treatment". This is not a "sulking" quietness but a "Mission Accomplished, Need I Say More", or "Case Closed" silence. Such silences between unexpected attacks are stressful over extended periods of time. Starting "tapping on the house"<dates> or "turning on the garden water faucet" <date> after periods of extended inaction are examples of this stress causing behavior. Any signal down to the use of body language or lights in windows works here. A frustrating variation of this behavior is the discontinuation of some harassing action after the victim has taken action to try to counteract it and then continuing it at some later date. The victim has the feeling of being "fooled" in this case in addition to the return of the original harrassing activity.
<MO1B> An overall view of police harassment technique is to create knowledge in the mind of the victim (presensitization) of situations that are intended to be harassing that the victim will recognize in the future but which will not be recognized by unenlightened bystanders. They are intended to be unpleasant reminders of unpleasant events that were engineered previously. These situations are typically carefully engineered to be tapered off to a level so close to random normal events that the victim himself cannot be sure in many cases whether an event was a random event or an intended harassment. This makes the related occurrences of life more uncomfortable than usual (as intended) and makes photographic or any other type of documentation of such situations difficult. Also this "positioning" of themselves allows future actions to be executed that are so innocuous to the uninvolved person that the victim cannot describe this situation to that person without being accused of being "paranoid". Thus the victim is forced into a position of keeping this abuse to himself.
<MO2> Interception or "You Can't Escape Us" Implication. This long term psychological tactic is used to show the victim that he is under observation at especially unexpected times such as "one of a kind" or "out of the way" occurrences or places. The implication here is that "If you think you got away from us or you can get away from us, you didn't and "you can't". The revelation that one has been followed may be executed quite overtly by a uniform, <MO3>, or subtlety by an apparent "stranger" (an undercover cop) making a casual contact. As with other aspects of this harassment, the earlier episodes are more overt so as not to be missed by the victim and to "educate" him as to what is happening. This and <MO3> lead to <MO4>. Following this earlier period then more subtle methods may be used which are hard to tell from truly random occurrences which naturally occur. A variation of this MO which loses novelty after repeated use is the placing of a uniform ahead of time at a place along the victims habitual route. This is usually discontinued after the victim is educated to the fact that his habits have been noted. It may be too expensive to institute this MO if the victim does not perform reliably enough to suit the perpetrators. The interceptions with marked police cruisers while on trips is a version of this. This interception also serves notice to the victim that he has been been under observation in a situation where he might have had the thought that he escaped this harassment at least one time. Also the appearance of a uniform just as one is about to leave a situation where he might have thought that no surveillance was present is a common technique.
<MO3> This is the "In Your Face" attack. They also use "In Your Ears" to reach inside your house and gain attention with their various sirens and noise making capabilities when they cannot conveniently appear visually. The idea here is that they have set themselves up as objectionable people by objectionable behavior and anytime they make an appearance they have supposedly made the victim angry. Much of their general behavior must be established by making just their very appearance appear to be a "put down" to the victim. Don't fall for this. Two related aspects of this most basic MO lead to the <MO5> "double event" In this case they will go to some effort to back up an attempted MO3 that failed or had a slight "short-fall" and they also will enhance a successful one and relate it to something else which is more convenient to execute in the future. This has been observed on a number of occasions. A number of earlier examples of these back-ups were not listed here but some later ones are and will be listed. Both of these earlier events involved a situation where the author was eating out. In one case the author saw the uniform approaching and kept his gaze in the opposite direction. The uniform shortly made another pass in a less ignorable manner with a painted sour look on his face. The other occurred as the author and friend entered a restaurant. Due to tapped telephone calls the police suspected the author would be going to a certain restaurant in the next several days. A police car was parked prominently in front of the restaurant when he arrived and the author was told that the police left while the author and friend were eating although the author never saw them. Several days thereafter the event <050523> was entered.
The second aspect revealing the importance of this MO is their thoroughness in appearing at places where the author might feel free from having to face this type of attack or might actually want to go to in order to escape such attacks. In other words to make the statement, "You can run but you cannot hide". This type of activity changes what would be covert "tailing" activity into the "tailing" but overt In Your Face", <MO3>, activity. This happens so often that it is regarded as inevitable and explains the woman who showed up in a business suit at the author's family grave site and stood around rather pointlessly responding only coolly to the author's inquiry about whether we had any mutual acquaintances in this isolated small town cemetery that the author stops at regularly on his trips past this town in Pennsylvania. The woman said she was from California but was awkwardly quiet about expressed interest and remained non communicative before abruptly leaving.
Sleep deprivation is the most serious example of the "in your ears" repertoire. The "In your face(ears)" is the easiest operation for them to perform after they know they have established a knowledge of, and distaste for, themselves in the minds of the victim. The police position themselves (by various means) in ones reactions and emotions to cause one to have negative feelings about them and their possible appearance at any arbitrary time. This is easy for them to do. How do they do this? Many ways. They steal coats off of the back of your chair when you get up to get another cup of coffee at a restaurant, they tap on your house when you are not quite awake in the morning<date>,.a pair of rough looking bums gets on the metro and sit opposite you on the side seats and start talking about the way you are dressed, or they show up at your home appearing understanding and then put you in the psychiatric ward<date>, etc. Easy. Then they appear too many times in uniform at places where they seem somewhat idle but may be, possibly, observing you. They never look directly at you unless you catch them in an ungaurded moment though. Another is to make sure you know that there are plainclothes officers involved. They do this by appearing unexpectedly beside you in a store and use their two way radio and make a report to someone on what you just bought <date> or talk about someone being arrested within earshot. Sleep deprivation is caused by the perpetrators initiating this subtle harassment before the victim is completely awake.
The following operation was executed a number of times but has been effectively shut down by the authors use of the camera. This was perpetrated when the author sat down to eat when being stalked (unknowingly). Usually the stalker would sit down facing the author shortly after the author had started eating and most often would get up and leave just before he had finished. Again the stalker would appear studiously disinterested while doing nothing and not eating anything himself and the apparent lack of purpose of this situation and its timing gave this situation an "in your face" encounter.
Although it is possible to ignore individual cases of <MO3>, the perpetrators are content in the knowledge that it takes some little bit of energy to do this and they can repeat such events whenever they feel like it. It is next to impossible to overcome long term effects of this type of harassment by a "whistling past the graveyard" attitude. Two effective counter measures to this activity are carrying a camera and making them repeat the action if it raises public awareness in any slight degree. Putting the situation back in their face is an effective countermeasure, however, it must be one that is easy to repeat and hard for them to counteract. It is important not to let them regain control of the situation which they will most certainly try to do. More will be stated about this in regard to specific situations<date> &<date>.
<MO4> - Like <MO1B> this MO is sometimes termed "Presensitization and Followup". The most significant aspect of this technique is that it is used to create the possibility of followup incidents that remind th victim of this unpleasant event but which are much easier for the perpetrators to execute in the future. Also this presensitization activity is used to initiate a sequence of events where the adage, "Do it once, Shame on you - Do it twice, Shame on me", must be brought to mind in the victim. It has many variations as do all the MO's. Depending upon how it is used and the time scale involved, it might be viewed as strategic or tactical. It could also be called "The One-Two Punch" if the time scale is short. A very clear example of strategic presenitization is a fire truck shining their spotlight upon one which can be followed up later by fire and rescue vehicles simply parked in positions where one has to walk in front of them and they could turn on their headlights as one did so. If the initial event is not so obvious then it may be followed up by one that lets the victim know that the first event was no random occurrence. The police coordinate an initial but questionable event shortly followed with an "In Your Face" activity to make sure you know the first event was no mere accident in the case of short term or tactical presentization. This insures that one knows that the whole activity was not accidental. They may do the first activity so that one gets annoyed by what appears as just an action by a discourteous stranger and one is ready to shrug it off when a uniformed officer, Event<date>, or marked vehicle, Event<date>, appears and the planning involved in the first event becomes clear. A variation on this, <MO6>, is their observing of one's habits and then being at the scene *before* one arrives at some later date or timing their appearance closely so they "just happen to be arriving" there just as one arrives. This is more of a strategic presensitization as were the initial uses of police/fire in uniforms to let the author know that the these agencies were involved. Also on several occasions the "fire marshal" emblem was used to imply that this harassment is approved at upper levels.
This technique may also be done by an operative out of uniform but who is recognizable from a previous event and who is thus not a complete stranger in this separate event.. An undercover cop or plainclothes security person will make a reappearance sometime after this same recognizable person did something that was somewhat discourteous at a previous time. This usually happens at an unexpected and vulnerable time also. This situation becomes recognizable at the time but too late to get photographic documentation, This may be typified by the perpetrator's casualness and an apparent disinterest in, and lack of recognition of the victim. Surprise of the victim at times that might otherwise be benign or enjoyable seem to be common practice. Surprise and variation, in addition to making one particularly vulnerable, make these situations hard to document photographically
The sensitization part of the technique of harassment need only done once ahead of time. Its execution lets the victim know that this agency is involved in the harassment if there had been any doubt previously. The fire truck shining its spotlight on the author from the park across the street <date> is the best example of this. Follow-ups at later dates with vehicles shining only their headlights or parked in positions to be able to do so when the victim walks by are then easy to execute.
Also sensitization is executed for situations where the leverage of common occurrences, which happen randomly or by accident, will certainly occur in the future. However the initial sensitization is very clearly identified as being no accident and clearly preparatory for any later events, planned or random, to follow. Uniforms and marked cars materialize at times one is particularly unexpecting and vulnerable in the execution phase of this process. Usually this occurs when when one is absorbed in some activity requiring concentration or is in an enjoyable environment. They are also quite intent on proving that there is no activity where they cannot appear. It is very easy for one to be angry at oneself for allowing oneself to be worked into this position however one should not be too concerned because it is very easy for the police to do this. They will usually not acknowledge ones glance or presence when they are about this activity but they will position themselves or their cruiser where it cannot be missed and they will appear very disinterested when on foot. It is such an obvious act that one's suspicions are often raised by a suspicious person standing in a seemingly purposeless location looking around with no apparent need to be there.
<MO5> - The reason for this "follow up" action varies quite a bit but the result is that it is a second event related to a previous event. The two reasons are that this action may be needed as a "reinforcement" or as a "reminder to a previous event. In the former the original event was somewhat weak and perhaps not obvious in the eyes of the victoiim and in the second the event was very effective and the "follow up" serves as a reminder of this unpleasant event to the victim. The follow up event may or may not have been part of the original plan and is different in that respect from the "One Two Punch" . This follow-up may be either to "Declare Victory and Pile On"; <MO5a> or to "Declare Victory and Be Silent"; <MO5b> . Either one will be a follow-up to the previous event and might not be effective if not employed following such an event. Such activity appears to definitely be "not business as usual" for some time though until overcome by other events and is to enforce the psychological effect of the original event. The <MO5a> response definitely shows that a "mastermind" is at work against the victim since the communication is so good between different personnel. This follow-up may be used to settle old scores where a previous harassment event was botched or where the victim had a successful counter response. The tapering into the silent treatment, <MO5b> may only follow <MO5a> after the police feel they have effective made their victory complete. It is somewhat frustrating not to know when their final silence is due to lack of ideas or a final declaration of victory. The fact is that this mind game is (emphasis on "is") played on the victim.
The use of the DRSD in combination with any number of other harassment methods is a very effective "combination event". The DRSD in itself is not a method of harassment in the aggressive sense since the victim does not even know when it is being used once he has learned to ignore it. However if an event is perpetrated which is related to being surveilled by the DRSD then the combined effects can be quite distressing. Two examples of this "combination event" using the DRSD are when the neighbor appears casually loitering in their front yard after the victim has gone to the closet to get their coat and exited their house to be confronted with an <MO3> there. Another example is when the victim moves upon waking or goes near where their phone is located and the phone rings briefly with a hang up call. None of these would appear anything other than random events were it not for the knowledge that the perpetrator has knowledge of the position of the victim within his own house by use of the DRSD.
<MO6> - This might be termed the "Arriving There or Being There Ahead of You". If the victim has any habitual destinations then the police (or their associates) will take advantage of these predictable occurrences by being at the victims arrival place before they get there. This is very unsettling since it is the opposite of them letting you know that you are being worked into an unfavorable position as in <MO5>. It is also quite an unpleasant surprise when one has concluded that: 'Something could not have been a harassment event because the person involved "was there" before you arrived and therefore this unpleasent situation could not have been purposeful', and then realize that you go there "all the time", and it was very easy for that person to be there because it was obvious that you were very likely headed there. They undoubtedly miss on some of these ambushes but they apparently work well enough for this to become a regular MO. This is particularly easy to execute when one is on a trip where ones activities are fairly well directed. It is also quite easy when on a repeated motor trip where one has favorite stopping or resting places.<date>,<date>.
<MO7> - This is the "SNUB" silent treatment. A plainclothes person makes a slight indication as to being sociable and then when you say "Hello", turns the other way and remains silent. This appears to be used by women plainclothesed officers, <date>,&<date> but was also practiced by the several male officers<date >&<date>.
<MO8> - A method of harassment will be reinstated after it seemed to have been stopped by some counter measure that initially seemed successful. This is a general approach making such attacks unpredictable but has the added advantage of making ones seemingly successful countermeasures later to be shown circumvented or completely unsuccessful. The reappearance gives the victim the feeling of being fooled and is very discouraging and shows a high degree although somewhat sick use of psychological acumen.
<MO9> - This is an event to "get even" with a success by the victim. It is usually a severe overt event and is perpetrated either because a previous harassment event was successfully avoided which is obvious to all parties or because the victim has made some other successful counter to the harassment in general. It also appears that it is done when no harassment has been perpetrated for some time and the harassers feel the victim may be feeling some reprieve from the situation.
MO's Upon awakening to Semi Awareness(Sleep Deprivation)
<MO9> - Tapping upon the house is initiated upon awakening to the semi
awareness state in the morning<MO3,ears>. The tapping may not be obvious at
first but is continued in such a fashion morning after morning to make it obvious
that it is not squirrels or birds. Making it not obvious at first like this forces
one to consider any unusual sound around the house at this time(of which there are many)
to be a harassment episode and gives additional leverage to their efforts. This MO,
similar to a number of others, would not be possible without the use of the DRSD.
<MO10> Another method that was used to cause sleep problems was a single dog's bark. On one occasion this was executed so close to the window that it seemed as if the dog was in the room with the sleeper. This followed a period where single but distinct dog barks at a distance were executed upon semiconscious awakening and was followed by many others since. This sensitization to a single pronounced dogs bark has made similar single dog's bark's seem suspect as not random occurrances on other occasions throughout the day. This harassment is leveraged by other random dog appearances and sounds. Leverage occurs with other forms of harassment..
MO's Involving Metro (The Subway)
A number of events occurred on the Washingtom Metro(subway) which indicate coordination of
the Metro Police in this harrassement. The obvious ones are presented first with the
suspected ones following.
The first metro ride following incarceration to the psycho ward<date> was to an attorney to investigate the possibility of taking legal action following that occurrance. Pausing on the street at the exit of the metro not knowing the area, the author was asked by a uniformed female metro police officer in a very neutral manner, "If I needed help". This seemingly helpful incident is colored by other, not particularly welcome incidents, by uniformed police an cannot but be suspect. Again, leverage at work<MO3>. Following this, two or three trips to the US Patent and Trademark Office were taken on the Metro. On the second of these, a man in metro uniform leaning on an entrance turnstile said in a low voice, "Just could not stay away from the patent office, eh?". On the following trip no incident occurred making one think of the "Silent Treatment",<MO2>. Third and fourth incidents involving uniformed police indicating possible stalking by metro authorities has been related in <dateMallCop> &.<dateSSMetro>

Continuation of General MO's
<MO11> - After sounds around the house are established as a harassing incident then
other sounds are used not necessarily in the morning upon awakening. In particular
two sounds whose origin cannot be traced were used. The first of these sounds is
like the noisy turning of a water valve external to the house where a garden hose may be
attached. This sound was so loud that it permeated the entire house. The
garden hose spigots on the authors house do not even come close to making such sounds when
operated. This sound is particularly troublesome in that it implies that water is
running into the foundation and needs to be turned off. It is also implied that the
valves can be turned on at any time and left running when the author is away from
home. Another sound whose source cannot be traced is a sound that, although a
somewhat familiar jangling, rattling sound, cannot be described. The gas hot water
heater coming on was suspected but the this device makes nearly no sound in
operation. Both the sounds just described are so loud and permeate the house so
completely that they imply an almost mechanically ridged connection to a solid part of the
house to be transmitted throughout the house as they are. Since the piping of the
water and gas entrances to the house are below ground it appears that the sounds do not
enter through the plumbing. These sounds appear strongest in the basement but appear to
come from everywhere. This is still a confusing situation although the valve turning
and "indescribable sound" may be transmitted from the same origin.
<MO12> This is the "You had been observed" technique. The use of the word "had" instead of "have" means that at the time of an incident, implication is being made to activity in a previous event. This technique, like the use of "Double Entendre" makes use of the human characteristic of being aware of ones environment including the meaning of words and events. In this MO, however, the original event is not something that was purposefully engineered by the perpetrators but was an unpleasent event that just happened to take place while a covert police observer was watching. The effect of having an unpleasant event that one is trying to forget being brought back into recollection by the contrived action of a suspected covert agent is another indication of the attention to detail in which this harassment is executed.

The Doppler Radar Surveillance Device (DRSD)
Some other aspects of the DRSD have been introduced in the Home Page of this Website.
Before launching into a semi technical discussion of the DRSD, this discussion needs to begin with the explanation that the author has been introduced to this device by twice being a victim of its operators. Yes, while most people - even electronically astute people - have never even heard of this device and would be shocked by its capability, the author has had the bad luck of twice having neighbors that had possession of these devices and used them for malicious purposes. Chance and luck are a large influence in any individual's life. In the first case the author lived between two rental houses and the rather unruley singles that lived on both sides eventually obtained one of these devices and shared it between them. After being driven from this first home by lack of sleep, he then began to realize that the neighbors across the street from his new home also had one of these devices. In the first case the author has no idea how the individuals obtained the device and in the second it is suspected that the neighbors obtained the device through their close relationship with the police. It is also a matter of chance that the author had the knowledge to finally understand what was happening to him and the further capability to survive and finally create this website. Doing this as a single person with discouragement and denial from all possible normal channels has been a difficult experience.
As was stated in the in the introduction, the Doppler Radar Surveillance Device (DRSD) is one of the most evil pieces of hardware that can be used to harass a victim. It appears that no court order is required for the police to obtain or operate these devices and the authors experience indicates that such devices should be outlawed and the police should have to obtain a court order to use them. The chance for mischief is just too great for the police to be trusted with these devices without a judge's oversight. This is spoken by someone who worked on radar for the U.S. Government for a number of years and knows their basic operation and how one might conceivable protect oneself from them at home. There is no practical way to protect oneself from their intrusion.
A quick feasibility argument should convince the reader that such devices are possible. Any viewer of public television knows that "ground penetrating radar" has been used to survey many archeological sites in the near east where the earth is dry. Penetration of many feet of sand and soil is obviously required to do this. Is there any doubt that the same type of technology can penetrate a few inches of brick or the glass of a closed window? Add to this the fact that the surveillance device need only respond to changing reflections similar to the response of a speed radar so that all stationary reflections are completely ignored. This sensitivity to movement while ignoring all other input is the secret to the sensitivity of the DRSD and, interestingly, the key to the detection of threats in the vision of many animals - a very powerful adaptation and innovation. To be sure there is much absorption and many reflections in penetrating any material other than clear air but the radar sensitivity is easily up to this challenge. In fact the many reflections inside a building may add to the radars sensitivity since reflections may reach into areas where a straight line beam from the radar instrument might not. One does not have to be standing directly in front of a window or thin wooden door for these device to work. And they are sensitive to movements as small as tapping on a heating duct or waving ones hand and perhaps even the blink of an eye. This uncanny sensitivity can be compared to the sensitivity of a rattlesnake to the infrared heat radiation coming from a mouse or the ultrasonic sensitivity of bats in a cave being able to detect a moth flying through the air - very basic quantities but ones to which we are not directly aware.
The DRSD is in a class by itself as far as needing regulation because of a number of reasons, the major one being that it is so secretive and alien to ones natural understanding. A firearm is a very dangerous device but it has been regulated so that it must be out in the open. Concealed weapons and weapons with silencers are illegal everywhere. Crossbows are illegal almost everywhere. The secretive element of these items is recognized and has been dealt with. The intrusive nature of the now common CCD surveillance cameras was a subject of controversy for a short period of time which has since subsided. These devices, although so small as to be almost invisible, must be in one's line of sight to observe one. As a result one can see it if it can see you. Also these devices do not allow monitoring through walls of a building. The DRSD does and it is almost as small as a CCD camera.
Being a much simpler device than the usual speed radar, it is not surprising that these devices can be used very inconspicuously. Apparently they can operate from underneath the operators clothing and from batteries. It seems from basic radar principles that the operator must remain motionless however. However a car parked outside ones home equiped with such a device and a telemetry transmitter could telemeter the information on ones activity to anywhere any distant receiver might be placed to receive it. It is not known how far such DRSD devices can be placed from a home and still effectively do "thru the wall" motion detection but special equipment free of interference could supposedly operate from many hundreds of feet distance. The author was surprised to find that he was being monitored from across the street when the neighbors from his previous home who shared one of these devices were next-door on both sides. Apparently getting right next to the house does have advantages since no sleep deprivation activity has been encountered after hiding places close to the house were eliminated. Radars can operate at very long ranges which depend largely only upon interfering conditions, not so much upon the sophistication of the radar itself. Using this principle, "chaff" has been used for interference with their operation since WWII. The attempt by the author to cause interference to this objectionable radar has been largely unsuccessful although it may have forced the operators to adjust to the situation. Hobby type motion detection devices are also available in kit form from some suppliers and it is suspected these will also perform "Thru Wall" motion detection although they are probably not as effective as equipment built for professional use.
The author has some experience with radar but it is not possible to provide a complete education on this subject here. It is a complicated subject of which there are many technical details to deal with and what needs to be taught depends to a large extent upon the readers background. However as a final comment on this device it can be said that if one believes that one can run a radio or television inside ones home without an external antenna then one ought also be able to accept the fact that the same radio and radar waves that can get in can get back out. Thus a wave beamed into a house could get back out to a waiting receiver if they were beamed into the house on purpose. Radio, television, and radar receivers are very sensitive, almost uncannily sensitive infact, to the radio waves to which they are tuned while being equally successful at ignoring untuned frequencies.
An aside observation is that the sound heard from a DRSD was very similar to the sound that comes from the doppler ultrasound device that doctors used to check blood circulation in outer extremities by detecting sound reflections off of moving blood components. The doppler principle of detecting moving objects in the blood while ignoring stationary tissue is the same as the principle as used by radar in detecting moving objects in the presence of stationary reflections.
One other thing that can be related about the general sensitivity of radio waves to moving objects goes back to the early days of television. In those days around major airports when airplanes still had propellers on them, one often saw the effects of the turning propellers on their television screen. This illustrates that it is particularly important to understand that the method of processing those reflected radio waves is all important since the picture was severely affected while the sound was not. Some electronics is very sensitive to radio waves bouncing off of moving objects while others is not. Nowadays the police speed radar, sports radars that time baseball and tennis ball speeds, and many weather radars make use of this super sensitivity to radio waves bounced off of moving objects. This and the reality of radio/radar waves to detect airplanes approaching the US below the horizon over the north pole and to bounce them off the surface of the planet Venus from earth based stations should lend some believability to the idea of waves returning from 20 feet away through a few window panes or brick facing of a home dwelling.
Psychologically the effects of being observed by the DRSD vary. At one minute one can ignore the thought that one is being surveilled by the device and at another the thought can be quite irritating. This is part of its problem. "Out of sight, out of mind" works until one has done something and the telephone rings with a hang-up call or a sound is made outside ones home to mimic the movement of ones hand inside his home. Monitoring and interfering with ones sleep is however the major perversion. Whether one is sleeping well or not is related to what is going on in ones subconscious and since it has not been possible to escape from the monitoring effects of the DRSD then it has not been possible to get away from some degree of monitoring of ones subconscious or "peace of mind". The operators of the DRSD are certainly aware of when their nasty tricks have been effective and are effecting ones sleep quality. This was proven in the earlier days of this harassment when the doorbell would regularly ring when trying to take an afternoon nap.
Interference, Shielding, and Reflectors. These are methods that might be used to interfere with a DRSD and the following discussion may not be clear to the non-technical reader. What has been learned about these countermeasures in regard to the DRSD will be dealt with briefly in the following paragraphs.
Interference in the form of active jamming is generally not legal because of the emission of microwave radiation. A commercial jammer which apparently used a mixer and reemission of the mixed signal seemed to have no effect. It is not known whether commercial speed radar detectors will pick up the surveillance radar frequencies. It is suspected that such frequencies may be specially chosen to be covert and unobservable by speed-radar detectors. Passive jamming is described under the paragraph on reflectors.
Shielding works but the shielded structure must itself not move in order for movement inside it to be undetectable. The structure must not move or flex even by millimeters it has been found. A shielded enclosure was made by taping Celotex insulation panels into a nearly closed box in order to sleep in peace. Metal foil duct tape was generously overlapped onto the metal surfaces in order to achieve electrical continuity by capacitive coupling between the metal panels. This box was placed in the corner of a basement with monolithic concrete walls. It was propped against the wall to prevent overt flexing although flexing of the exposed flat panels was possible. The entry port was partly baffled and blocked after entry. The only detection while sleeping in this enclosure was when the walls were inadvertently bumped or scratched. This was signaled by dog barks or purposeful triggering of passive infrared motion detecting devices in the back yard which were wired to cause audible signals inside the house but which unfortunately were heard outside the house as well.
Retro reflectors can be installed inside and outside a house. Use was made of trihedral corner reflector technology in an attempt to overload or confuse the DRSD. If these are effective in one direction radar operators can however move to different positions in which the reflector interference is less effective and where cover for the operator may still be available. It is also possible for the operator to be operating in plain sight akin to "hiding in plain sight. (Sleep interference was eliminated when a hiding placefor the perpetrator was eliminated by installation of an outdoor surveillance camera and a lawn sprinkler connected to a solenoid valve was installed to cover the suspected area.)
The trihedral (corner) reflector is particularly good as a candidate for an interfering scatterer because of its property of returning radiation directly back in the direction from which it arrives. The direction of the radiation must be within the reflector's effective angle of operation however. This may work even indoors where it is not known the exact direction from which radiation may be entering but a general estimate is possible. Thus radiation reaching a reflector via several indoor bounces will be directed back along these identical bounced paths to the DRSD device. As long as one active face of a multi-faceted or rotating trihedral reflector picks up radiation, it will be reflected back along the multi-bounce path to the transmitter. Design of optimum radar reflectors can be a significant engineering development project but in practice any trihedral larger than three or four inches or radar wavelengths across will be effective with larger ones better. As long as the face of the reflector is several wavelengths across reasonable directionality is achieved.
These are some examples of trihedral corner reflectors used to try to obtain relief from
surveillance by the Doppler Radar Surveillance Device(DRSD) and tapping on the house
upon awakening. Celotex is an almost ideal material due to its flatness,
aluminum coating and durability. The ones made from aluminum foil can move in much
less of a breeze but are much more delicate. They were not effective in eliminating
sleep deprivation but in combination with other measures in keeping operators away from
the house may have some effectiveness nevertheless.
Mind Games
Psychology and Timeliness
Need for a method of "Declaring Victory"
It is impossible to go back in time. It is impossible to recreate here the effects of the timeliness of many of the actions that have been taken by the police in their attempts at creating mental stress. The classic example of the Chinese water torture case is so well worn that one forgets the implications of the situation. When one is under stress and is unable to effect their situation, when ones seeming slight discomfort is noticed and the pressure incremented is how this game is played. This situation was encountered many times and it is very hard to recount the pressure of being immersed in the situation at the time let alone recreate it for anyone else with no similar experience. It is equally as hard to try to recreate a representation of the situation here in order to illustrate an archetypical example. It is the type of thing one tries to forget in fact.
However, the police do observe ones behavior after executing their insults and do take actions to prevent one from trying to regain their comfort following the original action. In fact, as a result of the subtleness with which some of the harassment events have been executed, it is believed that undercover personnel are positioned to be observers of the victim, and to judge the effectiveness of the insult based on the victims apparent reactions following the incident. There is no doubt that the victim has been followed unknowingly on many occasions so it is not hard to imagine that he is also being observed throughout one of these harassment events. The following situation, though complicated, presents a bit of this gamesmanship if one is willing to think through the motivation and psychology of what was going on at the time.
The situation is now described. A camera finally came on the market that was small enough to be carried around in ones daily comings and goings without causing alot of inconvenience. One of these was immediately bought as a defensive measure to try to either record some of the harassing incidents or to eliminate some of the more obvious ones.
Carrying the camera to record and ward off offensive situations however raised a challenge to adopt methods to counteract it. Parking a cruiser in the park at night headlights shining at the house supposedly created a situation where a picture could not be taken was one of these methods. The most successful techniques however involved, and still involve, creating varying events that end before the encounter is recognized and where the camera can be brought into play. This was the case on the trip to Branson, MO that is recorded in <EVENTS, 040831>. Events that followed however provide more information on how psychologically astute these tormentors are in inforcing the results of their previous action. The tormentors are very aware of ones likely feeling following such actions and ready to take advantage of the plight of the victim. The situation following the Branson trip <EVENTS040831>and its attendent incidents which were, unfortunately, not successfully photographed, was an example of this followup action. The latest actions of the police and their agents are getting more subtle and difficult photograph.
Social Interference
A revealing situation regarding the psychological methods used is to consider what the
purpose was of the "Coat Stealer" at the plaza eatery. Certainly his
stealing of two coats<dates> was intended to irritate the author to the point where
he would do something to be arrested for but also it would seem his hard work to
become a very popular and gregarious part of the group was intended to interfere with any
intentions the author might have had to socialize with the group himself. The
author occasionally ate breakfast at the eatery and became aware of the morning exercise
group and this is when the "Coat Stealer" showed up. Why did the
"Coat Stealer" quit showing up regularly after the author started using
the camera? Hmm...
A particularly vicious aspect of harassment by the police is the "guilty by association" which befalls one who becomes one of their unfortunate victims. As a result of this they are somewhat successful in defining ones public image by just talking to whoever they talk to about the victim's coming and going. It is observed that they certainly talk to security personnel at shopping malls and police in other jurisdictions and one wonders where this destructive character assination ends. The casual comment by the used car salesman, <990617>, makes one realize that it extends beyond official bounds.
Friends of the Police
Everyone wants to be "friends" of the police. This may be an example of the
"Stockholm Syndrome"; the natural human adaptability of making the best of a bad
situation. This is an example of "natural" political maneuvering. The
brotherhood has an immense amount of influence when you consider their voting block power
in addition to their personal threat . The conversation with Lt. Borowski leading to the
incarceration in the psycho ward, <010421>, revealed how significant even one
officers superficial decision might be when amplified by the inertia of beurodratic
procedure. When asked if a "jammer" for the neighbor's surveillance device
might be obtained, his response was "We need to get to know you a little
better". I wonder who "We" is in this case and if there are any
official guidelines for such decisions or if any cop can just decide to give a dubious
"friend" one of these devices? It is suspected that the neighbor got their
DRSD by such a contact in the police department. Further details about this last
relationship although undoubtedly real are risky to discuss here.
The thing for the uninitiated to remember is that something may be taking place in front of our very eyes and we may be unaware of its progress. The story is recalled of the authority that remarked about the presence of a threat, "How can they hurt me, I can't even see them". That story was about germs but this one is about psychology. The more controlling and less imaginative of us will not see the situation. This is the "repose" quoted by Emerson.
<050105> The following is quoted from "THE WHISPERINGS WITHIN - Evolution and the Origin of Human Nature" by David P. Barash (ISBN 0-06-010341-8) with permission of the author :
Imagine yourself in this situation: you have volunteered for a psychology experiment in visual perception. You enter a room along with four other people and are shown a straight line. Alongside it are three other lines, one of which is identical in length to the first, the other two of which are different. You are asked to tell which of the three is closest in length to the original. The choice is actually quite simple, and, in fact embarrassingly obvious. However, you choose last, and incredibly, you hear each of the first four participants give the same (obviously wrong) answer. What do you do? In one such experiment, 35 percent of the subjects agreed with the incorrect judgment of their predecessors. This test was, of course, not really an experiment in perception but Solomon Asch's now-classic study in social psychology. The four other participants were paid stooges of the experimenter, who had told them in advance what to say. Asch's study demonstrates the incredible pressures for conformity. It is hard to stick up for the truth when everyone else is saying otherwise. Significantly, when the same experiment was run with one subject at a time, the correct answer was almost always given.
Although there is something unpleasant about this sort of wishy-washiness, the need to conform is a very real human trait. We are intensely social beasts who are at the same time intensely competitive and selfishly out for our own evolutionary betterment. As a result we find ourselves in a curious double-bind vis-a'-vis our colleagues and our society. While we need society in order to function successfully, society itself cannot work effectively unless its members restrain their self-seeking impulses. Society therefore requires that we set aside at least some portion of our individuality, if the larger human unit is to function at all. The result is conformity, by which we all in a sense perjure ourselves simply because "no man is an island."
An even more chilling demonstration of the power of conformity was conducted by Yale sociologist Stanley Milgram. In an ingenious study, which has been much written about, he told subjects that they were to participate in an experiment in which other subjects were given a learning task. The first subject's job was to administer an electric shock to the learners each time they made an incorrect response. As the learners made more errors, the first subject was expected to increase the voltage of the shock that he administered. The dial began at 15 volts and went up to 450 volts. At 75 volts, the learner was heard to moan, at 150 volts he typically asked that the experiment stop, at 180 volts he would cry out that the pain was too much, and at voltages beyond that he would simply pound on the wall, or worst of all, would lapse into complete, ominous silence. A scientist in a white laboratory coat stood by the shock giver, instructing him to keep increasing the voltage despite cries from the other subject, who was supposedly strapped into a chair in the next room.
Once again, as you may have expected, the experiment was a sham. It was not a test of the effects of punishment on learning, but rather, a test of people's willingness to obey authority. No one was connected to the electrodes in the other room; a stooge was simply instructed to make the appropriate sounds. But the real subjects didn't know this. What they did know was that they were being told to administer the shocks, and what is truely incredible is that more than 62 percent of the subjects continued to increase the voltage to its upper limit. For every person who did what most of us would doubtless call "the right thing" (that is, refusing to obey the instructions), there were two who did what they were told. It seems that for many of us what we are told is right. Mlgram's research suggests that there may be some trace of Adolph Eichmann in many of us.
Our tendency to conform apparently includes an inclination to follow orders, an appropriate behavior for a species organized along distinct lines of dominance. . . . .
This striking revelation demonstrates the unusual behavior that may be elicited from people under pressure. This is behavior that the subjects themselves might have found hard to believe about themselves and would probably have apologized for later if they had the chance. Is the behavior of the brotherhood any less believable than this? Unfortunately it appears to extend through the fire department to the paramedics of the emergency rescue service.
There are several aspects of this bullying which is largely psychological which need mentioning since the victim is at a disadvantage. The problem occurs because the perpetrators, who are the civil law enforcement and also private security concerns, have information which the victim does not have. Since one is operating at the edge of ones civil rights in this situation and is "head to head" with these supposed enforcement groups, this lack of information is a distinct disadvantage. Since it is difficult to fit these problems into this document in an overall context, they will be presented right here as they occur in the "EVENTS" page. The organization of this behavior will have to occur later.
Knowledge of the local law. The word "local" is very critical here. It should be expanded to read something like "who has influence right here in this place and right here at this time". The law as it applies in a court of law might not be the law that is prevailing at this instant. Unfortunately the layman does not know the details that any unexpected situation can throw at him compared to what the local security personnel know. It is their business. This problem may be more difficult with a private security organization than with the police themselves since the police supposedly must follow more public guidelines. If one is accousted verbally what must one do with either private security or with the civil police? Normally one thinks of such interactions as amiable but we are dealing here with situations which are not. What if the person in uniform asks you "What are you doing? or "Did you just take a picture of me? when you are taking a picture? What if the person is alone or if instead he has several other uniformed people staring at you in the particular situation. What if he demands that you give him your camera or approaches you and says "Come with me? These are difficult situations and the use various levels of intimidation by both civil and private local authority is routine.
The use of intimidation here by personnel supposedly limited to legal and ethical, let alone courteous behavior is the problem. In reality these situations may be governed by the situational conditions rather than theoretical laws since the surprised victim does not know what his detailed rights are and he may not be able to support them when facing a gang. Most of the time we feel comfortably within our rights but contentious situations with security personnel may occur as exceptions.
Knowledge of who the victim is. They know who you are and you do not know who they are. It is easy to say that one is not bothered when a stranger appears and makes a comment or asks a question. However if that person has an agenda and you do not know what it is, then you may have a negative experience. It would be nice to think that anyone who approaches with a friendly or non threatening appearance can be taken at face value and that such experiences are a positive aspect of human interaction. However undercover police are used to take advantage of their anonymity. Numerous occasions have occurred where plainclothes strangers seemed to have appeared by chance which on later consideration were judged as possibly non-uniformed police. Over the long term this unfortunately can become quite psychologically disturbing. This occurs in some cases where an unusual situation occurs where one feels that they are quite alone or anonymous in a situation because of the unusual circumstances however a stranger appears who later seems to have been unusually cool after having made anunusually warm approach. In some cases these in your face occurrences can become more apparent if one asks particular questions or tries to lead the conversation in a revealing direction. Vagueness and secrecy or unusual uncooperativeness after an open approach seem to reveal a hidden agenda on these people's parts. There is some psychologically distressing aspect to having been tricked by such unknown persons whose true purpose may have been hidden. The answer on how to handle these psychologically destructive assults is to consider their source whoever they are - and we have a good idea of that.
Need for a method of "declaring victory" - Unless the victim is super-human (non of us are) the the un-ending abuse of year after year victimization will lead to undetermined mental problems. One needs all means available to help survive this disgusting abuse. One of the things the author has found most useful is a means of declaring victory after the police have had to gone to some trouble to cause difficulty. One way to do this is to remind them of one of there failures - the greater the better. One therefore needs a display that is associated with that failure and will remind them of that failure. Even if it is not the same personnel - the unusual and un-accounted for behavior on your part will be noticed, mentally questioned, and associated with the failure if done right. One is depending on the communication among the perpetrators which usually works against the victim. In this case the victim can use this communication against the perpetrators(the cops and their associates). Believe this: that very close communication does exist between these sick individuals.
To accomplish this goal of establishing a means of declaring victory takes creative thinking, original thinking, and some luck. One must first have escaped some attempt at harassment by the perpetrators ar better yet, have evaded one of their plans by being clever or quick. This is difficult but if they persue their atcivities lang enough and you learn their methods then you will be able to do this. Then another step must be taken quickly for the oor of opertunity will soon close because the police will follow up with another attempt which will undoubted catch you off gaurd and will succeed. So while the door of opportunity is open one must think of a method of reminding the police of this failed attempt. One also realizes that you are also reminding them of their stupidity and your success. Let me use an example of how this might occur.
Let us take the case of <> where the firemen parked their firetruck across the street and shined their spotlight on me. If I had had a flashlight that was bright enough to be seen under this illumination (or had run inside quickly and gotten one) I could have pointed it back at them. It certainly would not have been as bright as their truck mounted spotlight but everyone would have been able to have seen it. In this particular case not only would the perpetrators have been able to see it but so would have all the party goers that were at the party house and undoubtedly looked at where their spotlight was pointing. Yes, the firemen were so brazen that they did this in front of a group of non involved citizens. I could have flashed the flashlight on-and-off and pointed it from side to side and even walked across the street toward the firetruck to call attention to my poor little flashlight. Now think about this.
If every time a harassment event occurs and the author manages even some little bit of obvious survivability to the event (like perhaps even just showing an obvious ignoring of the event), then that night he can turn a flashlight on in the direction where the firetruck had been parked and remind an observer who very likely may be observing of something. By communication with his 'brothers' he and they will find out that they had played the firetruck/spotlight trick on the author sometime before and not completely successfully. Remeber this is psychological and these "public servents" can only go so far in creating public anger against them.. One could have a flashlight mounted in a window and turn it in the direction of the firetruck and leave it on all night for someone (them) to "get the message". This would have been a way to "declare victory" when no other means were possible. This would perhaps have been even more valuable than having taken a picture of the firetruck with its spotlight flooding the picture. However unfortunately neither option was thought of under the surprising attack and the opportunity was lost.
The thing that needs to be done is to create an association with an embarassing situation for the perpetrators (the firemen and their "brothers" in this case) that can easily be played back. Leave it up to them to be in observation of the "creation" and leave it up to them to communicate it with each other. They have used this capability and character against yous so one can use it against them. They cannot deny it since they worked so hard to let you know that you were being observed and communicated against. Even if they miss it they know you are doing this strategy. One must be on guard against them neutralizing this capability so it must be used sparingly and only when called for. This requires some doing but is definately an effective survival weapon.
Helpless Organizations
Every avenue which the author pursued to obtain help on this matter turned out to be
fruitless. Regarding allegations recently brought against him, Bill O'Reilly made
the following revelations on the the Charley Rose show on 12 November 2004. It
went- :
O'Reilly -"Every person of means and achievement in this country is now a
target"
Rose - "But everybody can't go around having somebody else in the room for
every conversation they have can they"?
O'Reilly - All I'm telling you is this is going to happen - more and more and more because
there are no rules anymore - none. So protect yourself as best you can.
I have changed my life from top to bottom".
Rose - "Has it made you in any way, in terms of - more introspective, more
religious, more any of that"?
O"Reilly - "It's made me furious, angry. I view with a -a low grade fury
almost every waking moment of my life. I'm disciplined enough to get rid of that -
all right? But I want to send the message that we are living in a very dangerous
world here - a world with no rules anymore and everyone knows it".
Though not exactly the same situation the author has similar feelings about vulnerability and this continuing belligerence by the police and fire departments. Such statements by public figures are very helpful spiritually for those of use without public voices who are undergoing unfair treatment through seemingly official channels. This is especially true since most people get very uneasy when this subject is mentioned and it cannot therefore be a subject of general conversation and support.
The following avenues of support were sought out with the described results:
1. The Montgomery County, Maryland Police-. The letter of <20031026>reproduced in the introduction was sent and later resent Certified with no response. Harassment continued.
2. Local "StarWatch" association - This group places the police next to God.
The local president at first seemed to appreciate the position the author was in
but then it seemed like he grew cold on the subject. After attending a few meetings
of this group the following exchange took place after one of their meetings as the author
was heading toward the door. The president was talking to a early middle aged person
who could very well have been a cop and who also turned to look intensely at the author as
he was about to leave.
President: "Go home straight"
The author (turning to see who was speaking and looking toward the pair), "Yes, I am
going straight home".
President, "No, I said, "Go home straight".
Following this puzzling exchange the president appeared to have no interest in the
author's predicament.
3. The Montgomery County, Maryland Council-. The council chairman contacted the author's attorney after receiving the author's letter requesting help and including a copy of the letter, <031026>, to Lt. Cunningham. This also stated that she was acting only as an advisor and could not speak to him directly about the matter. My phone call to him resulted in the statement, "I do not know what to do". It seems to the author that this was an easy way for him to do nothing.
4. The Montgomery County States Attorney-. Letter was sent with letter of<031026> attached. Response denied that there was not any possible connection of the police or fire and rescue with the events described.
5. The American Civil Liberties Union-. A letter was sent with the <031026> letter attached with the response that I might be paranoid.
6. The Montgomery County, Maryland Inspector's General Office-. By phone they said they can not do anything but can only make recommendations. A follow-up letter with letter <031026> attached was sent with no response.
7. The Federal Communications Commission-. Letter was sent describing possible illegal use of and transmissions emanating from a surveillance device. The response was that there were no laws apparently being broken.
8. A personal psychiatrist-. After some number of visits he said "I don't believe you" and tried to start a regimen of medication
9. An attorney-. He recommended the letters to Montgomery officials (above) for fees.
10. A renowned and respected private detection agency was contacted and a description of this problem given to the owner. After turning this job over to a subordinate, the agency suddenly decided they would not handle this problem with no reason given for the reversal of interest. It is suspected that when the implications of dealing in an adversary position to the police were found by the subordinate, the decision was made to not get involved. It is suspected but not known for sure that this is another case of collusion amongst the brotherhood effecting ethical procedure..
11. Exception - An attorney-. He said "I'd just go ahead and do it" when fears of legal and other retribution were voiced about describing the events on an open websight. No charges were made for two short telephone conversations. This individual was a very helpful star and the authors gratitude goes out to him.
The Persecution Truth Table
If a situation befalls an individual obviously because of some other's actions, then he can believe or not believe it was purposeful whether it was a negative experience or not. We are considering negative experiences here. The four possibilities about this situation are that the created event was: 1) purposeful but believed not purposeful, 2) Purposeful and believed purposeful, 3) Not purposeful and believed not purposeful and 4) Not purposeful but believed purposeful. Put another way, the unfortunate event could be an harassing event or not and the victim could believe it was a harassing event or not. The four possibilities True-BelieveTrue, True-BelieveFalse, False-BelieveTrue, and False-BelieveFalse can arranged in a 2x2 array which will turn out to be a "Truth Table" if arranged as in the "Perseution Truth Table" below. If, as described, the event involves mistreatment of one person by others, then labels can be applied to the victim depending upon what his beliefs are about the situation. Labels are shown in the table. Paranoia carries an undesirable ring and it is too bad that denial does not carry an equal scourge. This might make self serving denials for political reasons less common.
It is fairly obvious that one might not know for sure whether any particular event was intended or not with all the random things that happen in ones life so one might say that "Well, I'm pretty sure", or "It sure seems like...", or "I wonder if ...", or "I doubt if that ...", or so on. This implies a bit of uncertainty in the vertical position in the table. However there is also uncertainty in the horizontal position of what the truth really is. For example; Were there really four cops there if one left right away?. Or: Did they really inconvenience you if they only let half of the air out of your tire? The idea here is that the event described really happened but maybe some detail is not just exacty correct so the description is not 100% correct.
The discovery of an introductory book on fuzzy logic confirmed the validity of thinking in such terms and describd a field which is gaining enough credibility to be called a science . The book is "Fuzzy Logic" by Daniel McNeill and Paul Freiberger. Published by Simon and Schuster with a copyright date of 1993, its ISBN number is "0671738437".
The main lesson learned from the book is that this field trys to deal with logic the same way as the human mind does and has to in a world of varying shades of grey. A result of this is that when a class of observations is given a label such as we would describe here as "Harassing Events", this class does not have to be, and probably never is, perfect. This applies to every observable in this world. The authors state that the field "Fuzzy Logic" is recognized as a misnomer and should instead be called the "The Logic Of Fuzzy Sets". The application here is that classification does not have to be perfect in order to have utility or, indeed, to be valuable, or perhaps even essential. The observations listed in this report as harassing "EVENTS" must therefore fall into this category as must every other observable in this world. The truth of the events is still however valid. Also there were many events that were not included here because they were not documented at the time and have thankfully been forgotten or are just too complicated to write about. This report is thus only a fuzzy edged spotlight on the situation as it really occurred with many, in fact more than half, of the events that occurred not illuminated. The spotlight is brighter in certain areas because these were documented or etched into the author's mind. Others may have been forgotten and still others, such as tailing by a plainclothesman, may have happened but been so subtle as to not have been noticed at all. Non uniformed officers and unmarked police cars did turn up unexpectedly on numerous occasions as is reported in "EVENTS".
Towards the middle of the table where the four sets meet exists an interesting area of habitation. In the horizontal line through this point exists the area of unconcern or, "I don't know and don't really care" which is where most of us would like to exist most of the time. Along the vertical line through the center is where nothing is happening but things are being imagined or hallucinated to varying degrees. Along a positive sloping diagonal one is always right to the degree that the truth or description of the situation is right, an enviable position indeed. Along the other diagonal one is at odds to the event to the degree the description is right, the denail-paranoid axis, maybe more unrealistic even than imagining things that are not even happening which occurs along the vertical line. Hopefully we appreciate that one cannot always, or hardly ever even, lie at dead center or dead center on the positive sloping diagonal line.
In the mathematical field of statistics the truth of a statement base on the results of experimental results is the area known as the "Testing of an Hypothesis". In this field all the psychological implications of the experiment are dismissed and only the truth of a statement regarding the test results are considered. This testing process usually involves the statement of a "Null Hypothesis", H0, which in this case would be, "H0 = The police (and their associates) are innocent of harassment of the subject". It is understood that this hypothesis may be intrinsically true or false. This validity has nothing to do with the subject's opinion but is regarded as a "state of nature" or a "state of the world", {see reference-Hamburg). The author's observations and experience is then considered as a (long running and involuntary) set of experimental observations to test this hypothesis. As Hamburg states there are four possible outcomes of this experiment that fall into the categories of the truth table shown earlier. However the conclusions are stated in considerably more abstract and less intimidating terms than the psychological terms used above. If the hypothesis, H0, is true but the subject has concluded that the police are guilty of harassing him then this is known as a "Type I" error (Rejection of a true H0 hypothesis). If the hypothesis is false and the subject has concluded that the police are not harassing him then this is a "Type II" error (Acceptance of a false H0 hypothesis). Thus the Type I error is equivalent to paranoia and the Type II error is equivalent to denial. The two remaining cases are where the conclusions are correct. Whether the term "Paranoia" applies to the correctly determined case where: the Null Hypothesis is false (The police are harassing the author) and the subject's conclusion is that they are harassing him, is not known. This would hopefully be a matter of predefined terminology but may unfortunately depend upon politics or "expert judgment" in any particular situation as noted below.
The diagnoses of both professional and non professional offerors is, the author believes in many cases, a reflection of the offerer's lack of understanding, care for, involvement in, intelligence about and experience with, the subject's situation at hand. It is a way to dismiss the whole subject at hand with a wave of the hand and the unvoiced conclusion that maybe there is significant truth to all this but I do not want to deal with it.. This is a result of the fact that most professionals (can) live in a world of professional condescension and others in a world of more frustrated and practical denial and all therefore do not resolve directly the argument that exists in many situations and controversial conversations.
A diagnosis is a generalization. Many times generalizations are wrong.

Defending of noisy observational data in conflict with parochial preconceptions is historically a difficult position to maintain. Defending it in conflict with political interests is even more difficult.
Dog Use
This falls under the category of "Extended Planning" since dogs had to be made available ahead of time. Dogs were used in several ways at the beginning of this harassment but their use seems to have declned. The operatives first made any dog's presence objectionable by having them bark, usually just once but clearly, in the semiconscious state just before awakening. This is where it was first observed that the DRSD was able to detect this pre-wakening movement although the tapping on the house at the moments of semi-conscious awakening later reaffirmed this fact. As described in the letter to Commander Cunningham, dogs were then positioned near the author's car at the shopping mall numerous times and caused to bark at the authors close approach. Hostile looks<date>, <date>, from their handlers indicated these were not random encounters. It is almost certain that dogs were positioned out of sight and made to bark when the author exited both front and back entrances of his home also. Also a single very loud dog bark was initiated right at the author's window upon semiconscious awakening to enforce the dog awareness of the author<MO10>. This window is not accessible unless trespassing into the author's fenced off back yard. This dog bark was as startling as the door slam of incident<date>.
It is also strongly suspected that dog events upon exiting were the purpose of one man in particular who just happened to appear with his large dog inopportunely from behind a bush as the author went outside his home a number of times. This particular person seemed particularly suspicious in his studied nonchalant behavior and his particularly non social turning away after a "hello" was offered. He has since disappeared from the scene with the author's use of a camera.
No threatening attacks were caused by dogs but loud barking with a dog jumping at the window as one walked by a parked car executed to perfection certainly was objectionable on several occasions as was having the K-9 car parked besides one car in the parking lot. As was mentioned, dog barks were used similarly to police car and fire truck sounds to make audible announcements when the author was within his home and visual "in your face" methods were not applicable.
Depth and Breadth of Organized Harassment
It was disturbing to learn how well coordinated and debased this harassment was among rather far flung and seemingly unrelated organizations. It seems that any agency involved with security has been brought into this activity at one time or another. The timeliness of these associations and their seeming knowledge of their immediate mission along with the rise and fall of pressure brought to bear, suggests that a single person with feedback of information on the success of all attacks is at the center of operations. This "Master Mind" is certainly the individual most culpable in this illegal operation although one wonders about the morals of every individual who went out and did something that they know was harassment of an unsuspecting citizen.. One of the unfortunate results of this large number of involved people is that it is felt that ones general public acceptance is at risk(<040824>,<040907>,<041016>&many others). Although the author has never been asked to leave any store, premesis, or other situation; one gets the feeling that it could happen. This is especially upsetting when one considers the character and motivation of the people involved in this harassment.
Besides feeling that one might become "Persona non grata" in some locations; as one gets older one does not know when one may need help, the quality of which might be lowered because of undeserved attitudes from supporting agencies or personnel. Would there be a compromise in any service, such as fire protection or ambulance service for instance, if the fire department related their previous behavior<date> to actual performance? This is an even more personal threat than the risk, for instance, in finding a job where ones security and reputation would be checked. The author has not flown on an airline in a number of years. It is not known if he tried to get a ticket in an emergency if he would find he had been entered on a "No Fly" list.
There have been several occasions which give reason to believe that the author's internet activity and his telephone conversations are being monitored although the former more than the latter. They are good at maximizing the psychological impact of their activity.
Several concepts were heard voiced by a psychologist on <070326> that are probably related to why the police behave the way they do. These concepts were give for a group that encouraged a person to commit suicide on the internet but probably are applicable to other groups such as are being dealt with here. These phrases would be included in the keyword list if they were reducible to single words. Unfortunately this is not the case but they seemed very descriptive of what might be in effect here. Thus the concepts f "group think", "diffusion of responsibility", and "anonymity" are all probably applicable here.
Conclusion: The Police Habitually Lie, Steal, Bully, and Are Decietful
It appears they even feel justified in this behavior. If any considerable part of this website is true then the truth of the above statement speaks for itself.
The police need more oversight on their operations. The police are typically responsible to a city or county council, whichever might apply. However the council members and their chairman politicians. Their interests are in promoting an image of smoothly operating government as viewed from outside the government and to maintain and build support for their office from within the government.. It appears that public service groups such as the Neighborhood Watch (Night Out) and ACLU groups have similar agendas and are not motivated to confront the police. It was learned that it is impossible for an individual having problems such as the author has encountered to obtain justice through these channels. The Brotherhood of Police (and their associates) are a worrisome block.

Actions At Home
Sleep Deprivation
Although qality sleep has been permanently degraded, this
tactic was executed on two major occasions/ Dates were largely undocumented. This
has been largely overcome by better positioning of security camera and installation of
lawn sprinkler at area of disturbance.
Use of Spotlights:
One of the first things that seemed to be accidental at first but was then seen to be
quite a purposeful action was to shine bright lights on the author at night either while
he was in his yard or taking a walk. Actually the neighbor did this before the police and
fire personnel. It became apparent that these were not accidents; obviously
with the fire truck incident<date>. Then the threat was used with fire
truck and mall security vehicles parked so that one had to walk in the path of their
headlights weather they were turned on or off<date>.
Hang up phone calls
These go on continually and are too numerous to list.
As mentioned elsewhere, these occur commonly at times when the harassment has
suffered setbacks.

This is one of their favorite techniques and involves one or
two under-covers getting in your face at any eatery. Also firemen showing up and
wandering around.

Many of these. Use of two way radio or cell phone to indicate
who they are. Also uncharacteristically rough behavior when no radio.
