1998

<19980820> The author had put up a large array of radar reflectors on the outside of his house to interfere with what was beginning to appear as constant monitoring of his activity within his house by a neighbor using a doppler radar surveillance device (DRSD). Around 8:30PM on the evening of <980820>  uniformed officers Flak and an overweight female associate of the Montgomery County Police Department showed up unannounced at the door upon which I invited them in. His passive mode led to my asking him what the reason for the visit was and he said "The neighbors are worried about you".  This was the start of the harassment by the Montgomery County Police Department. I showed them some of the arrangements I had made to try and gain some privacy and the unnamed officer asked if she could have one of the small reflectors I had hanging inside the living room.   I gave her one and they finally left after probably a half hour.

<19980929> Officer Flak and his associate showed up again.  This was a surprise since I thought that their first visit had satisfied any concerns of the police.   They seemed as dissattached as during their first visit and his associate asked for another reflector which I declined. This visit was shorter than the first.

<19981005> The unannounced visits of Officer Flak caused me to call the local police and I got a return phone call from Lt. James Hennessy of the MCPD on my answering machine (apparently) which I returned but did not contact(apparently). He was called again on <981009> and he said he would stop by around noon on <981012> which he did. I told him of the visits by Officer Flak and he said that Flak worked for him and he did not know of that activity and would stop the visits which he did. He said that he would probably have contacted me even if I had not called since "many" neighbors had been calling asking about the reflectors on the house which they did not like.   He was shown the living arrangements made to try and obtain some privacy.  He said he would report back soon on my inquiry about being surveilled by a DRSD.

<19981022> Lt. Hennessy and Officer Day came by and were shown in.  He informed me that they had no indications of any radar surveillance taking place upon me.   At this time or on the previous visit he encouraged me take down the array of radar reflectors.  A month or so after this I took down the large array of reflectors but reinstalled three, one over each window and the front door. From this date onward   the police harassment appeared to commence in ernest.

<19981109>  The author tried to contact Lt. Hennessy and found he was in an accident and will not be available for some time.  I talked to an Officer Sweet brefly who offered no help.  Sometime after his return to work (the date has been lost) I was able to contact Lt. Hennessy and told him I wanted to talk to him about what had been going on.  He said he was busy at the moment but would call me back.   He never did and never returned my attempts to contact him again.  He would never talk to me after the harassment started - do you suppose he initiated it or at least knew what was going on?  He has since retired.

Events Before Accurate Dating(1998 to about 2000) - :
From this point onward there are many cases of harassment which appear to have police involvement.  Some of these were written in a diary with dates while others were not.   These were before entries were made directly into these computer files using the webpage editor.  These will be inserted here between the 1998 and 1999 time periods with dates estimated as well as possible to put them in context as well as possible as time permits. Some undated events of later date will be included here with estimated dates for lack of a better method to deal with them.  The chronology of EVENTS continues in 1999 following this section.

<1998 - 2000>- At Silver Spring Metro, at night (about 8:00PM to 10:00PM), cold weather. I don't remember exactly when this event occurred except that it was early-on in this affair before I had any idea of how the police operated. Even shortly after the event I was wondering about it. I was standing on the platform at Silver Spring Metro to board a train to Forest Glen. All of a sudden two cops appeared and started frisking a young clean cut black fellow standing next to me. They quickly and grimly went about their business and disappeared very quickly. The young fellow seemed to take it very calmly and even had a smile on his face as they disappeared. He even smiled at the cops, opened his coat and made a motion under his arm as if to a shoulder holster as the cops proceeded down the escalator. This bothered me more than it seemed to bother the young fellow. I later began to wonder if  this was a staged event to intimidate me and later whether the young black fellow an undercover plant since he took it so well. Hmm..

<1998 - 2000>This date was not recorded and is not important but there was a point when the author had an unlsted phone number and very few unexpected telephone calls were received.   After using the telephone to call the Department of Internal Affairs of the Montgomery Police Department, a police cruiser appeared in the park the next day and the incidence of harassing "Hang up" calls increased dramatically.  It also appears the phone number got into the hands of the local person making continual surveillance since many phone calls appear to occur at significant times.  These are times that are particularly painful like when arousing from a nap or when an attempted harassment event has not gone as planned. With this event the author got a normally listed phone number with which the number of unknown phone calls increased as expected while still getting phone calls at significant times.   Considering this statistically in the realm of  fuzzy logic, (see EXPLANATIONS), the purposeful harassing calls probably occupy about ten percent of all calls received but  the probability that any particular call viewed as harassment is actually from the perpetrators probably rises to around eighty percent. Again the harassers enjoy the leverage whereby the victim is not able to separate the normal everyday occurrence of unwanted and "hang-up" calls from those actually perpetrated for harassment.

<2002-2004> The date was not recorded but the occasion was at night on return from an out of state driving trip.  As I was getting out of my car at home after many hours behind the wheel I noticed headlights moving in the area of the park where the police usually park their cruisers.  They are not visible from my driveway but are visible if they leave by the second closest driveway. I suspected they were going to come down the street my way to do their "In My Face", <MO2>,operation so I was quick enough to disappear just as I saw their headlights coming down the street, illuminating the road but before we were visible to each other.  Since they missed their chance to put themselves in front of my face, they gave several "woop, woop" sounds on their siren as they went byto accomplish an audible <MO3>. One cannot document such happenings.

1999

<19990617> This date on the automobile title indicates the general date at which the following two events occurred.  In the used car sales room at Koon's Ford a man walked by as I was talking to another salesperson and said in our direction, "Boy, those cops really are persistent when they are after a person".  A week after I had the car and was driving on the Beltway, about half a dozen heavy and hard objects started hitting the windshield on the passenger side over the period of a few seconds.   No truck was ahead of me and it was not possible to identify where the objects were coming from or what they were but they appeared to have the characteristics that ball bearings about half an inch in diameter would have fairly heavy.  By the time I had looked around enough to be able to change lanes hitting stopped and it was still not apparent where the objects were coming from however the attack was very effective and efficiently performed.  The cracks initiated by this finally spread from top to bottom of the windshield.   These two suspicious events together involving the comments about a cop at the car purchase and the property damage to my windshield a day or so later in retrospect seem too suspicious to have been random events.  It is a suspicion of the author that this attack was provoked by the fact that the police had gotten into the habit of getting into my car using a "slim jim"  whenever they felt like I needed to be harassed. Since this new car is very difficult to break into they had to express their control by causing some damage.  A picture of  the crack after it had propagated to the edges of the window taken at a much later date is shown below.   Hmm...

<199906xx> This date is somewhat in question - it may be earlier. An area of the front lawn was dug up and grass seed planted with four foot high stakes placed to keep people from walking on the newly grassed area.  After the grass started to take hold I was standing near the house looking at the area when a young guy about 18-20 quickly ran by me and ran under the nylon cord pulling it up as he did while making deep footprints in the soft grass and then turned around and looked defiantly at me.  I turned away and went back in the house.    Hmm..?

2000

<0006xx-0206xx> The following is the case of the "Missing Rabbits" that took place over the period of several spring seasons.  The date could be off a year but that is not important in reporting the extended planning of malicious acts typically used by the perpetrators. This gives an indication of  the long ongoing nature of this harassment and its psychological nature.

Several seasons after moving into the present house, a number of landscaping chores were accomplished including the removal of a rotten stump and cutting down of a random sapling in the yard facing the main road of this corner lot.  To replace the rotton stump, a number of oak tree seedlings growing up on the lawn were transplanted to the location where the stump had been removed and a number of stakes with nylon cord strung between them were placed in the ground to keep people from tramping over them.  This lot is an open area across from a county park and there is alot of foot traffic through the area.   This was probably in the spring of 2000. The seedlings were watched with interest throughout the summer and fall and of the seven planted most, maybe five, survived the transplantation.  Little oak seedlings have a deep tap root and transplantation of even a seedling is bound to break this root short of its natural end.  In the fall it seemed that even the ones that looked healthy did not seem to grow to any significant height. A couple of the tops consisting of a leaf or two were laying beside some of them.

In the spring of the following year, <0106xx>, the two dead seedlings from the previous year were replaced with new ones from the lawn and these were watched with interest throughout the summer.  It was noticed that any one of the seedlings which seemed to be really catching on were cut off short and the few inches of the sprout which had been cut were laying beside the seedling again.  I mentioned this to an acquaintance and he said "rabbits".  I went along with this idea but had begun to wonder a little bit.  In the fall a few more of the seedlings had succumbed but I did not replace them thinking that of those that survived, one would at least be able to grow to maturity.  The stakes were maintained and one that had been knocked down replaced.  

Early the following spring, <0204xx>, it was noticed that the nylon string had been cleanly cut between two of the four stakes with the ends hanging down.  This was replaced with new cord although the nylon was not deteriorated to any serious extent. As the spring progressed and the seedlings began to grow again, it was noticed that they were cut off again with the few inches of top sprout laying beside the trimmed stem.  This cutting continued throughout the summer and it was finally realized that the cleanly cut nylon was a message from the perpetrator that this is not a natural event but a purposeful action by his sick mind. The attempt to grow seedlings was abandoned and the area trimmed back to become an uninterrupted continuation of the lawn.  Hmm...

Several days following the seedling removal, a sizeable tree that had appeared in the snowball plants near them was cut down to a three foot high stump which is now growing as a bush.  When this cutting began, a very smartly dressed  guy appeared across the street near the bus stop and stood in the middle of the driveway staring at me for quite some time.  He was so intent on staring that he did not notice that a  car finally came down the driveway and he had to quickly move to the grassy area nearer the sign where he stayed.  He would not take his eyes off me even after I had looked back several times and then finally stared and then looked in the air above him as a low helicopter flew by. I don't know if he got on a bus or not but was eventually gone.  This is the same spot where the two guys in <date> are standing and where another suspicious standers had previously appeared.  Hmm...

Following this event at the next lawn mowing,  a "conspicuously less suspicious" Hispanic fellow appeared at the bus stop when I went out to cut grass.  By this time I had grown suspicious annoyed at this happening and walked across the street and said "Hi" to the fellow and walked around him and back to cutting grass.  The next week at cutting grass several police cars appeared in the park.  Finally after the <date> event,   the events at the bus stop appeared to stop.

<001222> Copy of an informal letter dated <001222> sent to Matthew Maler   follows:

December 22, 2000

Matthew,
I was not going to mention this but then after thinking it over it occurred to me that this would communicate some
more understnding of my situation. This possibly fits the category of "Suspicious Behavior" but somewhat reversed
from the usual sense. Three events involving local and out of state police occurred on my recent trip to/from
Branson, Missouri. I did not want to bother you with another phone call.


1. The night before I left, December 12, 2000, (the night of the SFCCA crime watch meeting) near 11:00PM I went
outside onto my front lawn and two police cruisers pulled away from their positions in front of the party house
in the park across the street. This has happened a number of times before. Unfortunately the movement at night
prvents me from getting a picture of them at that distance with a flash. I had a camera strobe light with me and
flashed it after they had disappeared from sight.

2. When I arrived at my motel (Motel 6) in Indianapolis the next night, December 13, there was a police cruiser
parked directly in front of the check-in office at an odd angle. The officer did not look my way but appeared to
be very industriously removing the snow from his cruiser. A police cruiser appeared at this motel on my previous
trip to Branson.

3. On leaving Branson, December 17, around 8:00AM a car caught my attention by its long liesury approach on a long
approach ramp onto RT65 leading North from Branson. As I approached the car driven by a single male driver several
antennae were visible on the rear of the car. The equipment on this car and its unhurried approach looked very
unusual in its entrance onto the Interstate and I and another car passed it shortly thereafter. An intercept like
this also happened on my previous trip to Branson. On leaving Branson at that time a marked police cruiser
appeared ahead of me in traffic leading to the entrance to North bound Interstate 65. The cruiser entered the ramp
and proceeded North for about a mile and then turned around at a crossing in the divider and headed back South as
I proceeded North to Springfield.

I am only mentioning this for information sake but in light of previous inappropriate involvement of the police
in this matter and with their previous appearances at places I have gone in this town; the above incidents are
probably not chance occurrances. It seems a shame to me that the police are practising this type of unethical
behavior upon a single 63 year old retired man living alone at the behest of individuals that are have repeatedly
broken the law in their harassment of him. I would be very interested in talking to a representative of the
police about these matters in general even though their disinclination to participate in such a meeting indicates
a knowledge that such activities are happening.

<010421> Involuntary Commitment to Psychiatric Ward at Washington Adventist Hospital.
Yes - they did this too. Sometime in March of 2001  I called the police to see if I could talk to Hennessy's superior. I was connected to a Capt Borowski. I described the problem I was having, limiting the explanation mainly to the surveillance devices and he said that they had things that could counteract the device (jammers). When I told him that I cold certainly use one of these devices and would like to have one, he commented that "We have to get to know you a little better. Apparently they got to know the neighbor well enough to give them one of the DRSD devices. He then asked me if I had a gun. I replied that I did and that it was an heirloom. I told him that I had ammunition for it. He replied "Oh-ho or Oh-oh", and then he said "Someone will be over to see you". I was still thinking that I might be interviewed in order to receive a jammer. I told him that I hoped they would not send someone over and park a marked police cruiser in front of my house. He replied, "Those are the only cars we have". I have since learned that this is an out-and-out misrepresentation.  What could I say anyway?

In several days two officers showed up with their cruiser parked in front of my house. I showed the short heavy police woman, Ofc. C. Martin and her partner in and described the problems I was having and showed some of the arrangements I had made to try to solve the problems. She saw the video equipment and the shielded sleeping arrangement among other things. She finally said she would be back the next day or so with two other "people". She, another officer, and two plain-clothesed women arrived. I showed them around as I had shown Ofc. Martin previously. One of them finally said in a very quiet voice, "We think you should go into the hospital". This really threw me for a loop. All this time I thought that I was being listened to in an understanding way and then they dropped this bombshell on me. This was the evening before my 65 birthday. I spent my 65th birthday as the first day incarcerated in the psychiatric ward because of these "Reved Up" undescribables.

I entered the hospital as Dr. Knaell - a title I virtually never use. My three inpatient appointments with the staff psychiatrist were spent with her, Dr. Behl, either doing paperwork or on the phone. There was no consultation and not one word of interaction. This seems unprofessional in retrospect and was probably because of the position I voiced at the group therapy session that I was in the hospital because of police harassment.  They let me out in a week, the same day a judge made his weekly appearance and would have had to make a decision on keeping me further.  A week is apparently the maximum time they can keep someone with no specific charges and it is wondered if the commitment was timed so as to allow the maximum time of internment between weekly appearances of the judge. . As I was leaving one of the nurses asked me if  I was going to come back and visit them? I responded by saying that non of my acquaintances, the other patients, would be there if I came back.  She responded that they, the staff, would be there.  It seems like, considering the situation, this was a parting shot to remind me that I would probably not like to come back and visit my jailers.

Up until this point I considered that the police could (maybe not necessarily "would") be my friend or at least might do the right thing if my situation were understood.  Now one must think the police have an agenda and this agenda serves there own purposes which are questionable. At this point my view of the police turned from the righteous attitude that is the typical public personification of them to the attitude described by Bill Moyers in the first sentence of this website.

A week or so after release I had opened a  window on the second floor of my house when one of the neighbor's children ran into the park across the street facing the window and started yelling, "How are you Dr. Knaell, How are you Dr Knaell??  It is significant to ask here: "How did they get the information from my hospital admittance record and how were they were able to immediately  know when I went to that window that does not face their house".  The answer to the first question is "friends on the police department" and the answer to the second is continual monitoring by the DRSD (Doppler Radar Surveillance Device). Hmm.

Here is another psychological trick.   A week or so after they released me from the hospital I went to lunch at another nearby hospital that has a very nice cafeteria.  It has some of a sentimental value since it is run by the same group of nuns that run a sister hospital in Columbus, Ohio where my parents were hospitalized several times.  I have gone there a half dozen time over the years I have lived in Montgomery county.  When I left the hospital area there were two police cruisers parked in an area that I had to walk by to get back to my car, an obvious <MO3>.   Then several days later a van with the hospital insignia was parked at the neighbor's house who is at the root of bringing the police into this in the first place.   They figured correctly that my going to this other hospital was somewhat comforting to me after being incarcerated in the other one and they interfered with any attempt on my part to obtain any solace from going there.  The hospital van was never there before and has never been there since.  This shows the degree of psychological methods they are willing to go to in their harassment procedures.  This could possibly be viewed as a random event by the doubting reader but other events with similar meticulous psychological implications occur time after time. 

This incident along with the book ,"They Say You're Crazy" (ISBN 0-201-40758-2, Addison-Wesley Publishing Co. 1995)by Paula J. Caplan, Ph.D.  indicate the sad side of psychology in this era.

<0104??>to<0212??> - The date of the following event was not recorded and it has been placed in juxtaposition to the events that are known to have preceded and followed it - similarly to archeological dating. One may ask how such important events escape without being accurately dated.  That is exactly what is felt at the time these things occur and is precisely the reason why they do not get recorded.  The feeling is that "This will never be forgotten" is dominant at the time.  In most cases it is not forgotten but the seemingly unimportant details do seem to disappear from ones recollection. Also this fact combined with the need to dismiss the problem as soon as possible and get on with the pressing events of living is ever present.   Anyone experiencing problems of a nature similar to this harassment should take note of this situation and not be so needy to dismiss the event as to not make an immediate and accurate record of any event no matter how seemingly small or large.   This is an imposition on ones life but unfortunately necessary in this situation.

To enhance the foregoing situation it should be mentioned that it was not quite clear at the time exactly what had happened and only after perhaps a year or more were all the pieces put together.  The idea of someone entering ones home while one is asleep there is indeed a shaky experience.  The victim's house was entered on a second floor window which had been left cracked open to run a power cord to an outside light for illumination of an outside American flag. The author was awakened by the slamming of the first floor door at the foot of the steps leading to the second floor. Although this door is only ten feet away from the sleepers head, he was not quite sure what he had heard or if it was real - having been awakened from sleep by the slamming and rattling sound.   The next day nothing appeared disturbed on the second floor and the window appeared in its original position. The experience, although shocking, was put behind and other things attended to.  Then, over a period of time from many months to over a year later, a number of  items were successively found missing from the second floor and gradually the true nature of the events of that night were finally put together. The missing items had been taken by the intruder.  These were expensive small items in neat little boxes so the harasser was conveniently able to depart back through the window with them or hand them to his assistant.  It was surprising that the intruder was able to open and close the window with no noise since it is somewhat difficult to move but he did just that.  Also the window faces the open street and was considered safe because of that aspect but, as it was later realized, several  trees block the view to the window over significant angles. With help from another conspirator warning of oncoming traffic and perhaps covering sounds with traffic sounds, this task could have and was accomplished.  It may be significant that the perpetrators probably know that the gun had been removed from the house during the author's incarceration in the hospital.

2002

2003

<030421a> - These two guys showed up after I had been out mowing grass for awhile. Notice the police car directly above the guy with the white jacket. They were there one time before also. They then dawned uniforms and appeared in front of me walking east on Forest glen and walked up to the neighbor house door when I walked west down the street after mowing done. Several other suspicious plainclothes types appeared at this point previously.
Previous stalking from this location near the bus stop was never repeated more than two times by the same personnel. They quit this activity completely after I got this picture with a low quality camera. Previous placing of marked cruisers in the higher parking area also tapered off at this time. Stalking events repeated only twice by the identical personnel appears to be quite standard procedure. This event illustrates and proves how the police use situations where it is hard to determine whether people in plain clothes are agents on assignment or innocent public.  The bus stop supplies sufficient excuse to loiter in the location as does walking dogs.  Other things work in other situations.

<030705>or<030706> Was returning from PA in late afternoon,  coming down the I270 Spur when a firetruck started blinking its lights and running its siren near an entrance ramp onto I270.  Shortly it passed me on the right and pulled across in front of me onto the left burm in a construction area and stopped with its lights flashing.  I stopped in the old grocery store and a bunch of people wearing fire fighter clothes wandered up to the end of the isle I was at and just sort of loitered there for less than a minute.  Finally a guy said "That ought to do it" and they all left.   I looked toward them and a similarly dressed overweight female paused long enough to give me a hard look and turned and left with them.

This point in time marked a significant up-step in the fire department's harassment activity. After this event and the spotlight event from the park<date>, a large event involving two fire trucks, fire marshall car and about 20 firemen were placed at the entrance to the Wheaton eatery at my arrival. Unfortunately no pics were taken although I had the Pentax OptioS4 by then.

<030806> or <030906> (From handwritten diary) A suspicious little guy awkwardly handling a briefcase sat down facing me and otherwise doing nothing as I ate something at the little resturant at UDC after talking to Prof. Mills there.  One of the more obvious <MO2>'s.  Hmm...

<030917>  (From handwritten diary)  When I went out for a breath of fresh air about a week preceding this date a firetruck pulled up in front of the party house across the street and shined their spotlight directly on me as I stood in my driveway.  There was a party going on and many cars present.  This and the <030705> incident definately tie the Montgomery fire department into this harassment.

<030920> (From handwritten diary) This is a case of obvious harassment by the fire department, <MO3> style.   When I was waiting for Bill Bittle at Lee's Kitchen yesterday, a firetruck drove by and continued somewhere into the parking area.  Then in a few minutes a bunch of guys in typical shoddy firefighter looking clothes started meandering around the entrance to the restaurant where I was waiting.  Bill was so late that they had disappeared by the time he got there.  I was not carrying a camera at this time but their display of presence activity was very obvious and overt.

<031011> - No Pics unfortunately.  Had just got the Pentax Optio S4 and miss handled getting them out of the camera so lost pics of the two ugly guys that sat down at my table at the Wheaton eatery.  These guys squeezed between me and two people eating at the next table and started behaving very coarsely and making comments about women walking by.   There were many empty tables.  Finally I asked one if he was a cop and he said "Is it that obvious?". They kept making crude remarks and I kept turning the conversation back to police behavior. Finally one of them said "Lets quit talking about the police, OK?"  I said "Why would I do that?" and he said "Because I asked".  Finally I finished eating and said "Well, I've got to take a few pictures and then go".  One of them said, "No, no pictures" and got up and walked quickly away trying to stay behind me..   Every time I pointed the camera at him he turned his head away as did the guy still sitting at the table.  Finally I walked away 

<031013a-f>  This guy was active for over a year and was "in my face" at the breakfast gathering at the eatery many times. I realized he was probably a cop early on but did not realize he had been stealing my jackets until after a year I found a second jacket was missing from my closet. After recounting that these were last worn out to breakfast at the eatery it then dawned on me that he had been there during those periods. One time he even appeared to be "sporting" a nice looking jacket that I now realize was mine. He has since quit showing up after I got my small pocket camera. He always showed up after I had arrived so there must have been someone informing him I was there.

<031103> From diary - four harassment incidents happened. This era was a time of quite heightened harassment according to the diary.  I will copy some of these incidents here when I get the time.

<031118a> to< 031125b> - On trip to/from Arizona. Cop car in park when I left. Cop pulled up when I got gas when near leaving Arizona (before flashing drive by in New Mexico). This copcar positioned for <MO3>(in your face)  in the park the morning I left on my two week trip to Phoenix. It was obvious I was preparing for a trip. 031125a,b Before the screaming double drive-by by the New Mexico cop, this guy pulled in after me when I stopped for gas in Arizona. He pulled right in front of the door of the pay area and glared at me as he walked in with his radio in his hand. He stood right by the cashier glaring as I paid the gas bill without ever speaking to anyone. The lone female cashier seemed to be aware of this unusual situation.

<031202a>  I think this is the same guy that jumped in front of me as I headed towards the Men's room at the library previously.

<031217a,b>  This guy was at the grocery sit-down before I got there and was there when I left - maybe/maybe-not a undercover cop. In retrospect I give this guy about a 50% chance of being a plainclothes stalker cop - he didn't get up and leave as I was about to finish. My reason for suspecting him is that there was so much fire department activity at the grocery just previously.

<031218a> - This guy was at the grocery sit-down when I got there but left before I sat down. Later at the mall a cop car was parked outside as I left - I went back inside down to bookstore and a black guy came in and pulled out a cell phone and started walking around in circles talking in a loud voice, and left. Probably an under cover cop. Obviously this picture and the guy at Waldenbooks both cop stalkers coordinated by the same person. I was somewhat surprised by the guy at bookstore and unfortunately missed getting a pic of him. I believe one can see the last three letters of   "police", "---ICE" on his jacket.

<031222a,b> - At the eatery. The first guy (0311222a) showed up and sat down facing me not eating suspiciously like the other plain-clothes-ones. I got out the cam and took a pic and the flash went off unexpectedly. After a while he got up and moved to another place and faced the other direction and then the old coat stealer came in and started entertaining the morning group. I got up and left at an good point. There was a different (ladder) fire truck at White Oak plaza. Don't ever remember seeing so many firetrucks sitting doing nothing before. This day I left the eatery to go to the White Oak Sears Auto Repair Center. Why the "coat stealer" showed up after I took the pic of the first black(031222a) cop stalker is puzzling but many fire trucks showed up at the Sears Garage area during and after the car work was done there.

<040112a,b,c> - At the eatery. He was there when I showed up, moved to another spot and back to image c. Left before I finished. Later that afternoon after meeting with lawyer a guy came into Goodwill next to Friends of Lib. and said things as I was looking at coats. The guy didn't seem like the typical Goodwill buyer.

<040206>  Friday evening. On my way into the grocery this evening a cop car turned into the parking lot as I turned in then he drove by the front door with a dog barking sound coming over his loudspeaker. Some minutes later a bunch of firefighter guys came in and were walking around and by me. I went towards the front door just in time to see them all running for the door so I went out and took this picture (before they drove away).   He turned on the dog barking sound for just a few dozen feet as he passed between me and the door. Reminder - dog barking is supposed to make me angry due to the sleep deprivation and earlier Wheaton Shopping Town incidents. The firemen didn't really seem to be shopping but just breezily making their presence known. They left with nothing. This is the first time I learned it was a Kensington fire truck that seemed to be so familiar.

<040406a,b> Tuesday morning after noisy truck incident, I went to Wheaton plaza and this is what was waiting. John Hite showed up and sat down as I had breakfast. A guy sat off and stared at me for awhile. Two fire trucks are shown. I can't remember exactly what had been happening previously but I was particularly on the defensive at this point and was very glad to see John Hite. It turned the situation around since they are very much playing on my "aloneness". I tried to ignore the guy staring at me over John's shoulder - should have gotten his pic - missed another picture opportunity unfortunately.

<040511a,b> Note: "b" taken on film before "a" taken by Pentax. after several intercepts by police cars at Dennis, and at Wheaton Plaza after eating earlier. Cop cars in "b" had left by the time I got the Pentax for "a".   The "b" pic has  exposure of 16 seconds on ASA400 negative film. Pic digitized by Ritz on 040517. More of them having to get the last word.  These two pictures reversed in time because of the delay in getting the film processed. <040513a> At 11:15AM I went out and this Park Police cruiser there with bike on rack. Hmm... - after my bike rides through park after mowing lawn. Supposedly they are trying to put the thought in my mind that their bike rider is able to harass me better than they have been doing without him.

<040519>  A sequence of events here. The evening of 040519 two cop cars were planted visibly noticable in the parking lot when I left grocery.  I sat down on the outsde bench for about a half hour until the drivers/cops walked up to their cars and drove away. This cop car was in the park when I looked out later that night.

Usually they show up there for threats like this. I went in and grabbed the camera and took this picture.  I then went back in to get the tripod to take a better picture   and by this time he was leaving by the far entrance.  He apparently spotted me and came back up towards this same spot again.  I had already turned around to go back in the house so went on in as he seemed to be stopping there again.  A few minutes later I thought this whole thing over and went out to look and he was gone.   O.K.; so he had to be the last one to leave this setup in the park since they could not wait me out at the grocery earlier.  This explains why he came back after he had started to leave when he saw me returning (with my tripod). They have to have the last word.  I almost forgot - the shiny, clean black sedan that was parked very close to my driveway, that passed me at the mailbox, and then passed me on the beltway to the "EMO" convention is probably related to this. The car was also out side a day or so ago - have to get its license Number next time. I think it is an Accura from the logo.

<040525a> This pic of security at Wheaton Plaza eatery.  These three guys standing there facing me as I went in.  The second night of tapping on the house was followed by these cops being at the Wheaton Plaza eatery entrance when I went there tonight. A cop car drove by me as I left the eatery and an obnoxious guy said something in my direction at the grocery when I was there. He was acting loud and obnoxious and made a comment about my buying American Cheese from some distance away. Today I mounted a second camera on the second floor South window.  I had already decided to ignore the obnoxious guy at the grocery since he did not appear to be singleing me out from the other customers when he turned around at the water fountain and made the comment about "Buying American cheese" as I approached the cheese counter. Probably a cop.

<040527a,b> This one I DID get good pictures of finally.  I put the old weather proof camera out on the NW corner of the house today. When I went to the mall to eat tonight this is what I saw. As I walked by they were standing on the sidewalk like they would be there all day. When I went about 50 feet beyond I turned around and one was leaving already s shown in 040527a. I wish I cought the goofy smile on the face of the one standing in 040527a when he saw me start to take pics.  I had to walk right by the bunch of them on the sidewalk so I was intimidated not to take pictures as I approached. There were four cop cars there and some sitting in the cars besides those standing on the sidewalk that I had to pass.

<040528a> Finally got a decent nights sleep in four days. This is the camera initialization and the Celotex insulation over the bedroom window that caused all the police activity listed on 040527a,b. They either came along the path in foreground or climbed over fence in background towards front of house and stayed in blind zone of 2nd floor camera. These pics not included here but were taken for descriptive purposes. Left this comment in to document the sleep deprivation activity at this time.

<040529a,b> Went out and this cop parked with his lights shining to keep pic from being taken. I set them back a little with my outdoor camera and pics at the mall. Cops in the park at night again. 040529b is just an enhancement of part of 040529a. They just had to show up here again, I don't remember any details.

<040606a> Went out and cop parked there again. I went the wrong way with the zoom and did not get magnification - went back out to retake and he was gone and the light on in the neighbors window was turned off as well. Cops in the park again. Did not get a zoomed in time exposure. Also the neighbors window(Signal) light was used while the cop was there.

<040607a> Dinner at the mall. Security walked by a couple of times, I thought little of it although the man and later the woman walked by in the narrow row in front of me. Then leaving the eatery two cop cars, one leaving. Got this pic of the other which left after I took the picture. Then walking into the grocery two cop cars parked and then flashing security truck drove by in front of me. I went in and then decided to go back out and take pics of the parked cops before it got dark. They were gone - probably 3-4 minutes after I went in. Self explanatory.

<040609> When I went to Wheaton Plaza for dinner a  Red Montgomery County truck was parked right at the entrance. I turned and took a pic and as I was going in the two guys came out so I photographed them. On the way back home a fire truck came racing down Dennis with siren. Then in front of house a cop car went by with siren on. ??? PS When I went out a cop car raced East down Forest Glen and up into the spaces near the party house. It moved around there, pointing its lights toward Forest Glen and, then went down to near the Senior Center.  I don't know what is up with them today.   <check for these pics>

<040612> Last few days I put up a lawn sprinkler with solenoid valve to spray area where I think the person tapping on the house was hiding in the morning. This morning there was no tapping so it may have worked even though I did not have the solenoid valve installed. We will see how this holds up. When I went out that night this cop parked at the usual spot. Also "the neighbor's" signal light was on. Went out and it was still on so snapped it and the police car left while I was out. After finishing this update, I went out and the light was just turned off - just like many times before.

<040616a>  Hmmm... Can't remember when I took this pic since it is now 040618 but it was at least a couple of days ago. My comment about this is "Hmm.." . There was a fire dept vehicle parked outside the grocery last night (definitely 040617PM) when I left so the FD is back at it along with the police. This fire truck went down University as I left the grocery and then pulled into the parking lot with lots of noise and lights blinking. The outside survaillance camera got him also at 01:13:52(AM) on the imprinted timer. Also an (very dark) .AVI movie file. He drove in front of the recently mounted outside surveillance camera and is somewhat visible on it's tape.  No more movies will be taken since they are not printable here.

040630a This guy showed up at the eatery at breakfast and sat down facing me while talking on his phone about putting up a blockade somewhere. The fire alarms went off twice while he was talking. He finally got up and walked off. Is this guy a cop?

<040702a-f> Went out for my morning walk and as I was walking down from the park two cop cars came into the west driveway past me and went down past the tennis courts to the next entrance. I walked around the circuit again and turned to take 040702A. They had been facing me but turned away as I took the pic. I walked down to the Basketball court and sat down at a picnic table to watch them. After about a minute and a half the whiite car behind me (pic040702E) horn started sounding and lights blinking. Then finally the second cop car left. After a minute or so I saw a car (it) partly pulled into my driveway. He then backed out and stopped in front on the road. As I tried to position myself to take a pic he moved the car behind a tree a couple of times which blocked the shot. He finally stopped and I got 040702B,C, and D whereupon the white car started honking again. I then took 040702E of the noisy white car. As I walked back down the driveway another car (at the top of the hill in 040702F) came from the east on Forest Glen and pulled up Reddick and pulled up and backed into the shade in front of the "neighbor's" blue car. I stopped walking for a moment and watched and the two people in the car moved around a little and then stopped. In less than a minute the car pulled out and went on up the hill as I managed to snap the departing picture. I walked around the circuit for the third time after this.

<040816> This morning at breakfast at the Wheaton Mall eatery a tough looking guy with a loud radio had it start squaking behind and to the left of me after I had sat down to eat. A girl was standing with him. He left in a few minutes after I had turned around and looked at him. Just before I finished eating they came back and then left before I got up. Unfortunately I did not take a pic. This is MO #xx.

<040819> - Day before yesterday after I went to Annapolis to see my financial advisor, in leaving the multistory garage parking lot, a police car was placed in unavoidable visibility on the single path leading down from my parking area. The police car was not sitting in a parking spot but place quite irregularly with increased visibility. This is the typical "In Your Face" <MO3> of an appearance upon leaving a destination

<040824> - At dinner at the mall two security type people came and stood in my view at the Mexican restaurant area and then left after I noticed them. After dinner this guy pulled into the area along Pennys as I walked down that area and then pulled away as I left. This is a classic <MO3>,<MO4> combination. Was not going to get pic but did since he hesitated at the point of this pic because someone hailed him. (Pic missing here).

Missing all the pictures on this trip really put me at a disadvantage in facing the follow-up "In your face" appearances which are proliferating since I got back.  I used a countermeasure by appearing in one of their loitering areas before returning to the house which has been a comfort in their stepped up harassment since the return.  The starting of the music from "Titanic" as I came up onto Fallowfield Ave seems rather unusual.  Was this a statement that they secretly saw me buy it at Target?  Hmm...  The two women that sat to the right of me in the audience showed up separately but left, one talking to the other.  The one next to me appeared that she was going to give me the silence treatment<MO7) so I did not try to talk to her.  The one to her right is the one who was the noisy applauder and whistler and who the guy came in and played the voice-disguise device to.  Hmm...My opinion is that they were possibly all three undercover cops.  Also these end seats including mine had not been bought early and were thus available for this last minute incident. Hmm...

<040907> - This is a follow-up, <MO3>"In Your Face" action after the Branson trip above.  I went to the plaza after checking about tracing foreign packages at the post office. The same guy reference just above, <040816>, was standing outside the doors to the eatery as I approached. I went by and then turned around and went out to take his pic but he had turned to go in. All I got was his back which I deleted. When I left there was a local security truck parked outside with no one in it. Wished I had kept the pic of him showing me his back as he ran. Hmmm...

<040919> - Yesterday neighbor#2 was out pounding after I was out front several times sanding and drilling on small wood parts. Last night when I went out for my late walk "the neighbors" lights were all on and a police cruiser was parked with lights on at the "In my face" area in the park. Two things apparent - the neighbor#2 pounding after I went out apparently annoyed neighbor#1 and neighbor#1 coordinated with the police again to be in my face later. This seems like an attempt by neighbor #1 to escalate this problem.  No pic of the cop car.

<040924> - I just went out and saw a police car pull slowly down Forest Glen as if he just pulled out of  the long driveway.  This after I missed a bunch of photo ops on the Branson trip and flashed my camera inside last night. More psychological games.

<040930> - Went to Baltimore today. A police car passed me in the adjacent right lane on the way up and a police  van with prominent "police cadet" markings passed me in the adjacent right lane on the right on the way back. On the way up there were two more lanes to the right of the one he was in.   After he passed me he immediately went into the far right lane and went quickly away.  Then went to the post office and then the mall grocery.  A security truck pulled up in front just as I got there so I had to walk through his lights as I went in.  I went to the other door and two police cruisers parked near Quinsano's.  In a minute a police looking type guy walked quickly up to where he spotted me and I saw him and he turned around and walked quickly away with a "WHEATON" showing on his back.  When I went out the police cars and security truck were gone.  Hmm...

<041005> - Last night when walking in to mall grocery a fire truck parked with lights off  but facing them toward grocery entrance.  Nothing happened but when leaving the fire truck was gone but police car visibly positioned.  As I was leaving he was gone. This following the altercation the night before with the guy leaving his cart in line.  Hmm...

<041007> Left for Branson. Battery went dead and panic stop with no lights. Towed to garage.  Stayed at Super8 Motel in St. Clairesville.
<041008> Alternator was replaced in St. Clairsville.  About 1/4 mile before getting to Brice Road going into Columbus a cop car creeping along on left burm speeded up and took off after I passed him.  Hmm...

<041011>  About 2 miles before the Speers exit heading East a SUV whipped out in front of me so close I had to panic break.  He barely squeezed between the truck I was following and then immediately slowed down causing me to break once again.   About 10 seconds later when I went to go around him he changed lanes in front of me and took off never to be seen again.  This event could not have been calculated to have been more irritating without leaving evidence. Was this a random event? If not, who could have done it?  Hmm...  Both of these events are typical of earlier police intercepts with the last one being more drastic and dangerous. There were two earlier events involving Charleroi, PA police<date> and <040831>.

<041012> - Back from Branson trip yesterday. Cop car accelerated noisily away from front of house when I went out today "showing" me they are not embarrassed to show up here now after all the incidents they perpetrated on my last two trips to Branson that my camera did not record.  More gamesmanship.

<041016> - Last night I went into the electronics store and a guy came by and aggressively said "good evening sir" and turned the corner and walked off in a different direction.  He obviously went out of his way to walk to where I was and he didn't ask me if I wanted waited on in any manner although he looked like an employee.   He looked like security and this was <MO3>.  He and the mall guy, <040816><&<040907>, have both been aroused by the police now apparently. This causes a little concern for public acceptability <EXPLANATIONS, Depth and Breadth>.

<041020> - This morning marks the third time in the last week that there was tapping on the house when I awoke so it appears they have started this again. The first time was three very rythematic taps and the second event a few days later was a single or two taps on the Celotex window cover. This morning it sounded like it was on the wood molding beneath the gutters. This is definitely a recurrence of <MO8>

<04028> - For the record - It appears that the Branson attack is over.  The police undoubtedly waited until I was vulnerable on the trip to start their "pay-back" for my getting the camera and putting a hitch in their game.   The flurry of activity started on the trip and ended after they did a few things after I got back.  They feel they have evened the score now it appears.

<041109> - It has been quite some time since they parked a cruiser outside the eatery. Hmm...

<041112> - Something has happened the last several days.  Several days ago there was some light tapping and noises outside the bedroom and then a woman's giggle was heard upon early wakening.  The last two or three nights the neighbors lights have been off when I went out for a walk.  This follows a pattern with the neighbors lights being an example  example of <MO2> with lights off being "silence".  Also the  female giggle close by the house was used on a previous occasion that is too personal to include here.  There has  been a definite change in tactics since the Branson trip harassment explosion of <040829> and shortly thereafter.  Photographic opportunities have been lacking. 

<041119> - When I went out for my evening walk a pair of bright headlights from the park were shining at my front yard.  I went in and got the camera. I saw the battery was about gone so had to shut the camera off. As the car started to move I turned it back on and tried to get everything set but by the time the flash went off the car had gone behind the leaves. Looks like a park police car by the insignia between the leaves. This indicates that the cop car whistle in the street outside earlier today was probably a cop trying to pull the same trick but got tired of waiting in the park and "got in my ears",<MO3>, with his noise maker. This illustrates how hard it is to get pictures.  One should keep all pictures that turn out equally as bad since they give authenticity to the situation even if not perfect. One learns from experience.

It appears that my taking a flash picture of the cop leaving the grocery store on about the middle of this week (041115) started this all off.  Today upon getting to my car after leaving the eatery I noticed the right rear hubcap was pried partly off.  These hubcaps are hard to remove and this was probably no accident.   Also this headlight incident ties back to the fire truck spotlight incident, <030823>, to reinforce their use of lights.

<041210> - This picture taken after leaving the grocery at the plaza.  In the store three scruffy people in firefighter attire walked by me and the female in the middle turned around and looked at me after they had walked by.  I noticed that the acronym of four letters on the back of one of their tee shirts ended in  "...RS" so I assumed they were rescue squad people on either official or unofficial duty.  Hmm...  Upon leaving this truck was parked conspicuously near the door. I took this available light picture and then took a flash picture for the benefit of there outside observer.  When I got home and was carrying things in from the car the neighbor's car was parked on the main street and his lights were on.  As I walked toward the front of the house he came around shining his headlights on me. Hmm...

<041214>  At electronics store today two cops came in and I saw one looking at me across the room as I left.

<041223> - Went to the mall for breakfast this morning.  When I returned to the car the right front tire was flat again<date>.  Pumped it up and went on.  After returning home a few hours later I took it off and checked for leaks using soapy water.   No leaks in tread area, around valve, around inner rim, or around outer rim using soapy water and immersing tread in shallow pan.  Why no slow leaks for months and all of a sudden a nearly deflated tire with no apparent leaks?   Using Sherlock Holms' logic if the tire does not leak then it must have been released through the valve.  I wonder who would have let air out of the tire - twice now at suspicious times.   Hmm...

<050102> - Went out to mail a letter at the post office after not being out since the new year.  Started up towards the plaza and then decided to go to the post office first and changed my route after out of sight from my home. I thought that if they were monitoring me they would think I was trying to avoid them.   Upon leaving the non-mall grocery on the way from the post office to the mall, a small off-road type vehicle was sitting cross wise to parking stripes with county markings facing my car not to be missed, <MO3>.   A similar type vehicle had pulled away when I had previously approached it in the park across the street a year or so ago.  When I passed the grocery at the mall a county fire truck (or ambulance) turned on its siren and lights as I passed in front of it.   Were they waiting for me there? Unfortunately got no pictures.  The brotherhood has not been there for awhile.  Hmm...

Went back later and took the above picture of the scene at the non-mall grocery. The blocked out yellow area area denotes the approximate position of the marked vehicle and the arrow indicates the direction of its headlights pointing to the left.  The picture is taken from the front door of the grocery towards my red station wagon just behind the fence.  The police vehicle was parked in a diagonal position across painted parking spaces with its side markings oriented as to be unavoidably apparent to me as I went to the car and drove it out the exit to the left which is inline with the distant school bus.

<050110> - Several evenings ago, probably 050108, a cop car was spotted, <MO3>,  upon leaving the grocery after not having seen any at this spot since the event referred to in <041119> which happened about <041115> or so.  I should have recorded the <041115> event but didn't.  If this <050108> <MO3> event is not random and if the reader has been following this closely enough or is emotionally involved,  this absence followed by the reinstatement of a cop car placement shows an example of <MO4> and <MO8>.  The event that is being "backed up" in this case is the <050102> EVENT.  This whole sequence illustrates the psychological astuteness with which this harassment is being executed by a single controlling individual.  This degree of control has been observed numerous times previously but its description in "EVENTS" has not been possible due to passage of time from the original records and the time required to search it all out and present it.

<050111> - At the grocery area earlier today an empty cop car was present when I went to the bank and walked past it to the grocery.  Upon leaving the grocery it had disappeared and another was parked closer.  The cop looked at me as he appeared from nowhere and got into it.  Tonight banging on the house and three or four hang up telephone calls around 1730hrs.

<050112> - Went to the eatery for dinner after running a short errand.  A short tough looking Hispanic in baggy pants said something to one of the custodians about 20 feet in front of me and I kind of smiled.  He then pulled out a radio and looking directly at me said something briefly into it, <MO4>.  In a few minutes a bunch of firefighters and emergency rescue paramedics came walking in.
 
After finishing I followed three of the rescue people out and they started up the ambulance whereupon I noticed another fire brigade type vehicle parked in front of the electronics store I sometimes visit with their headlights positioned to pointing across the entrance as shown by the arrow in the image,<MO5> and <MO6>.  I had forgot where I parked and when I turned back, the vehicle started up and turned toward me and drove away.  All this display of visibility at one time -   Hmm.

<050113> - Today I went a bunch of different places to accomplish a variety of chores by very circuitous routes.  After I got home this was waiting in the park across the street.  Just got three hang up phone calls as I sat down to enter this.   It seems interesting that all of the personnel that have been observed throughout this harassment do not meet the image of  typical firefighter and police but are either small oily looking types or resemble the backwoods types from the movie "Deliverance".

<050128>  The alarms were sounded at the mall and everyone told to leave by the nearest exit shortly before closng time.  While waiting in the crowd at the exit a nondescript stranger passed close by and stopped and made conversation for a minute.   Among other things he said, "You know this better than I but this country is not what it used to be".  He shortly then walked off into the parking lot rather quickly.  In retrospect it seems a little interesting that someone this busy stopped to converse the way he did.  Also saying that things are not the way they used to be shows insight into to the relationship with the police since this harassment began.   I give  him about a 50% chance of being a cop executing an <MO2>.  Hmm...

<050202>  Earlier this week, Monday or Tuesday, I went to the mall and the grocery.  At the grocery two people with labels on their shirts that identified them as paramedics appeared loitering around one of the frozen food displays.  Although they were loitering there, they didn't appear to be looking at the merchandize very intently and were not carrying grocery baskets or pushing a cart if I remember.  Has the mind behind this harassment now progressed even to using these angels of mercy in his vendetta?   This progression has been suspected for some time, especially after their very obvious involvement in <050112>.  The  examples from   <EXPLANATIONS, The Whisperings Within>  shows that these paramedics are in the same predicament as the experimental subjects described there.  I wonder how many of the local siren sounds of ambulances going to the local hospital have been intentional <MO3>'s?   Hmm...

<050209>  Last night I went to the electronics store and shortly a large heavy Montgomery County Cop was noticed walking "casually" toward me as I was looking at some items.  He stopped and continued to stare at me after he saw that I noticed him.  He then walked by and "casually" turned around and looked at me. We stared at each other and he finally turned away.  I noticed him walking toward me as I left the store.  When I got home the neighbor's lights were brightly on after being off for several days.  My dear Watson - it again seems the neighbor's knowledge is coordinated with what has happened with the police<010421>, <other occasions>.  Very strange.   Hmm...

<050210> This morning just as I began to get awake the telephone rang with a hang-up call which I heard from my bed.  Undoubtedly a retribution for last night.   There have been numerous of these  previously.  There are just too many of these calls at this and other inoppertune times to be an accident.  Apparently they have another spot from which they can use their DRSD to moniter me in bed.  Hmm...

<050217> Went to mall for dinner.  At door saw rescue squad truck, got camera out, and flashed it just inside entrance.  One of two guards looking like new security arrogently asked me if I had taken a pic of him.  I said no and continued.  I passed a smiling, aimlessley walking fire/rescue type who made eye contact while heading towards McDonalds.  Are the paramedics cooperating with the police on this a' la <EXPLAINAIONS,050105, Barash>.  Are the police impersonating paramedics? Hmm...

<050218> Went to mall for dinner.  Three fire and rescue types later walked by at grocery afterwards. Did not see truck outside afterwards.

<050222> Went to mall for breakfast this morning.  A few minutes after sitting down this guy appeared in front of my table, pulled out a radio and started talking into it and then went over and sat down facing me as shown talking into it.   He saw me putting my camera away if not not taking his picture and left.  Note it is a two way radio and not a phone he is talking into.  Last night in front of the grocery the fire marshal "just happened" to be driving very very slowly by the front of the entrance as I approached making me walk in front of his headlights although it was still light out.  He then appeared inside talking to somebody in front of the checkouts who I did not make out but appeared to be an employee. <MO3>

<050227> Last week sometime I went to the bank and the grocery.  After I left the bank and walked back to the car I noticed this marked (with police association emblem) car parked in the space behind me which had been empty when I went in.  My car is the red on in front of this one.  A car with a similar emblem had been used similarly on a previous occasion <date forgotten>.  This is a straightforward although an oversimplified example of how the police can execute an <MO3> harassment event on a victim in plain public view without it being obvious to the general public.    He didn't get his car centered in the slot very well.  Must have been in a hurry.

I took the pic and walked to grocery store.  As I came out of the grocery some distance away a single young guy looked quickly in my direction as he walked quickly to the car, got in and drove away.  This is an example of an event  which may be significant to a victim due to previous sensitization but which may be insignificant to unaware bystanders. <MO4>?  Fire and emergency vehicles parked with headlights pointing across paths of traverse are similar situations.  Hmm...

<050228>  The author has gotten the feeling on several occasions that his internet activity is being monitored.  Last night after going to bed the kitchen door screen door was heard to slam closed.  It may be that the perpetrator was intending to turn on the porch light switch which is placed just inside the door. This activity had been executed on a previous occasion <date>.  This may have been in response to the upload of significant updates to this website earlier in the day and the threat of snow which means that the author will be less available for harassment the next few days.

<050305>  This  is a review of a situation occurring last week.   On <050221> if memory serves correctly, a fire and rescue vehicle was parked at the entrance to the eatery after a general build up of observations of these vehicles at various places over the previous two weeks.  The camera was pointed randomly and flashed upon entering the entrance upon which a uniformed person rather loudly called out, "Excuse me, exscuse me".   I turned and he somewhat belligerently asked, "Did you just take a picture of me?".  I was taken aback and did not know what if anything had been pictured and so responded, "No" and turned and walked on.    I was intimidated by this surprise and this incident must have been shared with others as described below.  The next morning the incident <050222> occurred.   Then on the evening of about <050303> a firetruck's headlights were oriented along the exits as leaving the grocery although no personnel were noticed earlier in the store.  This may have been for surprise purposes.  As I sat down to type this in this morning around 11:15AM, the telephone rang with a hangup call.  Since one of the security guys gave me a big smirk shortly after the incident I assume he was informed of this unfortunate surprise which seems to be being exploited for all it is worth.  If things proceed as usual an <MO5> will follow.

<050307> Last night at the mall a couple of guys that looked like firefighters sat down and ate at one table diagonally in front me.  They had no markings but had the heavy waterproof boots, etc, and were very busy with their eating and never spoke to each other.  One looked up at me when I left.  Maybe part of an <MO5a>? . There were no official vehicles apparent when I left.  An MO4>?  Hmm...

<050311> Last night I went out and there was a cop car with flashing lights parked behind another as if giving a citation. His headlights were on bright and pointing down the street where I usually take a short walk after dark.  They were on bright and lighted up the whole block.  There appeared to be a person sitting in the passenger side of the stopped car although no driver. and the scene appeared to be innocent enough. The cars were positioned so that the cruiser's lights were in an optimum position to illuminate the sidewalk for a whole block where I usually walk.  In retrospect this scene may  have been a setup part of the continuing  <MO5a> following <050305>.. 

<050313> This may have been on <050314> not sure since it was about a week ago.  After the event <050311> I carried a reflector on my evening walk.   This car was waiting in the park at the usual spot when I went out the next night.

<050321>  Last night I went to the mall and McDonald's was closed so drove to the grocery, parked and walked across the street to the other McDonalds's.  A Montgomery County Fire and Rescue vehicle pulled in front of the grocery entrance as I locked the car.  After eating for awhile I heard a voice behind me say, "I served in....(inaudible)...." and then, "I brought my bike with me".   I  turned around and  two young clean-cut intense looking guys were standing at the trash bin talking to each other.  When I left, they were standing at the doorway across the exit, one with a very nice looking bicycle.  He looked directly at me as I walked between them.  I never saw them sitting or eating.   Probably two cops doing an <MO3> and <MO1> to imply that I can not escape them since I unexpectedly escaped the  headlight ambush at the grocery entrance, SOP. No pictures unfortunately.   Hmm...

<050226> Last night I went out and looked around and a police car was parked in the usual spot in the park with his headlights pointed at my usual evening walk pathway.  Later I went out to take the walk and he was gone.

<050321>  This is your author's 69 Birthday.  It was four years ago that he spent his first day being incarcerated in the Psycho Ward of Washington Adventest Hospital.  Wasn't that a nice event to commerate his entry into official old age at 65? 

<050404>  There has not been much evidence of  <MO3>'s by the Fire Department or Emergency Squads in the last week so they must be in the <MO1> (Implication: Mission Accomplished) mode.  Apparently they are satisfied that their plaincloths backup after I dodged their bullet (figuratively) in the grocery parking lot <050321> was sufficient for this period.  I planted a fir tree in the front yard to replace the one that died there.  I wonder if they will leave it alone?   Hmm...

<050405>  Earlier in the day the old deceitful white shirted security guy appeared in the cafe at breakfast.  He first was in front and then behind me twisted around strangely.  Then I heard him say uncharacteristically loudly, "I got to get out of here".  Later upstairs he saw me eyeball him at the main intersection.   This evening when I parked at the mall for dinner a cop car drove through the parking garage that I could have walked through.  He then came around outside and paused as I walked in front of him going into the eatery.  He was paused there and got the attention of a bunch of loiterers there when I went on in.  Shortly after I sat down this guy came in and sat down facing me in the chair pulled out in the lower left quadrant of the image. He had no food tray and seemed to be talking into something in his hands close to his face the whole time with a small black object laying on the table in front of him.

Finally as I took the camera out he got up and left as I managed this picture.  All the time he was there he seemed to be animated and talking into his hands without actually concentrating on what he was saying.  Strange behavior.  So what else can one think after the events of the day?  Hmm...

<050406> When I drove into the grocery parking lot this evening two cop cars were leaving.  Coming out of the grocery this is what I saw.

My car is pointed this way in the foreground. There was nobody in the fire truck but three of them came out shortly and drove it away.  Maybe they are not doing a <MO1>(Mission Accomplished) as I suspected might happen in  <050404>.   Hmm...

<050411> When I left the grocery store this is what was parked next to my small red station wagon.

The ice-cream was melting and I looked around quickly for observers.  This guy looked suspicious and had a monogram on his shirt just partly visible that looked official.   Instead of parking  K9 cruisers and other cars with barking dogs next to my car they are now doing this.  I wonder what emergency fire or medical service I might expect from these guys.  Is this psychological or what?  Hmm...

<050413>  When I went out this morning this park policeman was parked broadside next to the party house.  As I walked closer for a picture he backed away as I took the first picture and was leaving as I took the second.

(Unfortunately the camera does not seem to auto focus to its full resolution consistently)   I wonder if this <MO3> event is because I took the <050412> pictures yesterday.  Do you suppose this is an attempt at intimidation? - I think so.   It is also an example of their backing up a harassment event of which their first attempt failed.

<050421>-<050424>  This is a weekend trip I took to an exposition in Detroit, MI.  A requested wakeup call for 5:30AM was not made the first morning of <050422>.   Following a correct wakeup call occurred the next day,<050423> The desk clerk told me a wakeup call reservation had already been made that evening, <050423> when I called in to arrange a wakeup call for the next morning, <050424>.  I had not done this.  This was suspicious but the call the next morning of <050424> was ok. It is possible that a cop is using the telephone to "get even" by messing up my wakeup calls.  He is getting even due to my shutting down their telephone harassment by my not having my home phone ringer or answering system operative a few days before leaving on the trip.  This would be typical of their detailed harassment.  Hmm...  A  guy came up with the forced disinterest of an undercover cop as I was taking down my display at the expo.  He seemed curiously ignorant of machinery for someone who was hanging around the show so close to its end and actually did not not even seem particularly interested in any details I offered.  After I had loaded the car and was looking at some books in the final moments of the show, he again appeared in front of me <MO3> style as I was looking at a book. Typical of psychological cop behavior at the beginning or ends of vulnerability periods.   Hmm...   A big ugly cop appeared moving a pick-up truck at the motel at Columbus, OH when I got there around 11:30PM but with no cruiser apparent so I got no license plate.  A few minutes later a big ugly cop was present at the late night sandwich shop when I got there also with no cruiser apparent.  He made a rather "forced casual" comment from his booth to no one in particular about being there before going on duty as if to excuse not having a cruiser apparent.  He seemed rather aggressive, walking behind the counter to refill his soft drink and responding to a portable radio call and got up from his booth and stood idly, partially blocked the cash register about the time I was finishing eating. .  As I left he sat down at the counter seat I had vacated.   (Undercover cops have observed and used completion of a meal to make moves previously, <date>.)  It is very difficult to take a picture directly at a uniformed cop in some situations and their appearance without cruisers left these two cop <MO3> events without photographic documentation.  The next morning, <050425>, in Columbus, OH   I got an unrequested wake up call at 5:30AM which was the time I had scheduled the missing wakeup call for <050422> in Michigan.  Strange, (yes/no?), - a possibly mocking event.  Both the motel and restaurant are my usual stopping places so their appearance there "ahead of time" is not surprising. The out-of-town telephone/wakeup call events and the cop <MO3> events are both detailed "get even" events to make up for telephone and <MO3> harassment failures the police encountered in the time period shortly preceding this road trip to Detroit.  An <MO5>, "Be Silent" type of follow-up is expected after the encountered harassment events of this trip. 

<050501> As expected there has been lack of police "attention" in the week following the trip to Detroit.

<050506>  Pictures are <050506a>, <050506b>, and <050506c>.  I walked out to look at the yard this afternoon and a cop car facing toward me was parked in the position shown by the rectangle in <050506a>.  I went in to get the camera and he was gone when I returned 20 seconds later with the camera.  I took a walk down toward the senior center and was coming back and a similar or the same cop car came fast down the Forest Glen and into the park and pulled into the position as shown in <050506b>.  A van had moved from a far part of the parking lot and stopped in front of where the cop car returned to but is mostly hidden behind the kid's sliding board.   Somebody may well have been watching and called the cop back. 


This evening I went out and the headlights shown below were there.  The daylight picture forms a template to show the layout of the various lights in the night shot.
A couple of days ago, maybe <050504> or <050505>, a cop car pulled in front of me from the left lane on my way to Home Depot.  He then pulled back into the left lane and went on ahead.  I then thought I was on the wrong street and made a U turn and an short excursion on a cross street and then found I had been on the correct street and proceeded on to Home Depot.  When I returned from Home Depot a cop car was in the park at the position of <050506b> above. Later today, <050506>, the fire truck was at the Grocery and an overweight female firefighter did an <MO3> before leaving the store.   This and the cop intercept on my way to Home Depot kind of makes me think they were waiting for me at the grocery when I went to Home Depot.  The <MO5> silent treatment following the trip to Detroit is apparently over.

<050510>  After calling information to get the phone number of a restaurant and calling them to get directions - and doing a web search on their name, a police car was at a restaurant when my guest and I got there this evening.  This is the same restaurant of the <030920> event.  I was facing a wall so was insulated from having to face them all through dinner (<MO3>) but two cops were reported to have left the restaurant sometime during dinner.   This and unrecorded previous events over several years have led to the suspicion that my telephone conversations and/or internet activity are being monitored.  This seems apparent even though an attorney has told me that I was not under any official investigation previous to the <010421> event.  Hmm...

<050523>  Some "strange" things happened at Micky D's across from the grocery this morning at breakfast.  I sat down at the corner table with the tray facing out the window shown.  When I returned to the seat after getting a second cup of coffee three young guys in navy blue jerseys like the firefighters sometimes wear had sat down at the table with the arrow just outside the window.  Their observer   had apparently clued them to make the move while I was  away from the table since their usual attempts at casualness would pobably not have worked in this case.  Unfortunately when I arrived I observed that the restaurant was having their spring gardening upgrade done this morning so that there were many guys similarly clothed moving everywhere on the property which confused the situation.   They didn't seem to have much to say to each other but seemed to be waiting for something or someone.  They were not wearing all the other heavy wear that firefighters wear but had heavy shoes.  One had a cigarette lighter in his hand and was smoking and poked something that continued smoking into the umbrella support hole in the middle of the table noted with the arrow.  As I was getting finished all of a sudden they jumped up and disappeared out of view to the left side of the window marked with the tall rectangle.  Then I saw a navy blue jersey covered arm throw a flaming piece of paper in front of the window which blew around on the sidewalk and burned out.  I finally got up and left with the umbrella hole still smoking and the black paper ashes blowing around on the sidewalk.  The flaming paper act backing up the "In your face" event while I was eating looks like a classical <MO4> to me.    This event was typical in that it was executed when one was trying to enjoy having something to eat.  The fact that three employees were involved indicates some of the importance the police put upon having the last word since their <MO3> act essentially failed in the <050510> event.   Hmm...

<050525>  I went out today and had to change lanes into a right hand lane just as a cop pulled out of a driveway behind me into that lane.  The cop hardly visible behind big dark sunglasses pulled into the lane to the left of me and then started to squeeze between me and the car ahead of me and then pulled back since there was not enough space.  There was room in front of the car ahead of me but he didn't want to go there.  He stayed in the position and finally squeezed in as I eased back and made my right hand turn.  As I returned home a cop car which had been hiding out of sight came down the driveway in the park across the street.  Hmm...

<050607>  This weekend the PIR (Passive Infrared ) sensor that I have rigged up to keep harrassers away from my bedroom area was unusually active both Saturday and Sunday mornings as I awoke.  Then the suspect neighbor(s) both seemed unusually intent on staying apparent (<MO3> style) as I cut grass and took a short bicycle ride around the park to cool down.  The PIR disturbances may be attempts to get back to the sleep deprivation activity while they have the momentum of having evaded my attempts to get photographic documentation  in their activity at Micky D's on <050523>.    Hmm...

<050608>  Went to the mall for dinner tonight and shortly after stepping up to the counter at one of the food service vendors a guy came up behind me in very scruffy clothes and ordered also.  As I turned to carry my food to a table I looked back at him and could only see "..FRS" on his dark jersey past his suspenders.   This usually stands for "..Fire and Rescue Service".  This is undoubtedly a follow up on their <050523> attack and is intended to declare and solidify their success in that incident.  It also is undoubtedly intended to increase my sensitivity and lower their workload for further <MO3>'s.  Is this psychological warfare or what?   Hmm...

I will be taking a driving trip of several days to Columbus, Ohio over the Fourth of July weekend if license tags are received. During this trip I expect to be followed by the police through the various localities and made aware of their presence in some unpleasant way at least once.

<050706> Yesterday on my stay-over at a friends house North of Pittsburgh on the way back from Columbus, OH, the police <MO3> method was observed if not intended but probably intended.  At the little breakfast restaurant they came in and sat in the booth behind me and made their presence known by loud conversation as on as previous date.   One of these scruffy ones made eye contact with me as I left.  Then during an extended conversation which delayed my leaving the town area a pair of police cars drove by.  My feeling is that they were waiting somewhere for me but got impatient.  Note that this is classic <MO5>.  It appears that letters to the FBI make no difference.  Hmm...       Later I went out after taking the flag down for the 4th weekend and this was there

<050712>  There has been surprisingly little harassment activity the last week or so. They must be satisfied with the "one-two" <MO4> effect of the <050510>   and <050523> and the fact that I got no pictures of these overt harassments.  This general silence in itself constitutes a <MO1> "silent treatment" activity although their have been smaller incidents as related above.

<050715>  These are two views of a PIR sensor that was moved from a previous location in order to cover the area where a police operative is suspected to have hid to do DRSD survaillance of the author's bedroom and then tap on the house upon his awakening.
 
This is the location mentioned previously where installation of a remotely triggered lawn sprinkler ended the "tapping on the house" activity.  After being moved into this new location the detector head was found twisted loose from the base and hanging by its wires on two occasions.  Fortunately reinserting the head into its socket fixed the damage and made the sensor operational.  They apparently are able to still DRSD survaille the bedroom and have a method to trigger these devices from a distance since the device has triggered quite often upon the authors awakening since its repositioning.   This has happened too regularly and on particularly suspicious time line occasions and when false alarms are not happening to be completely random occurrences.  This illustrates one example of the detail to which the victim is observed and responses made to his activity for control and harassment purposes.  Triggering of the sensor in its previous location upon awakening was also practiced. Hmm...

<050717>  When I got out of my car at the grocery two fire trucks started moving around in the parking lot making alot of noise.  One left honking at the other which honked back with some funny noise as it parked in the pickup lane in front of the door.  About six or eight people got out and got through the door just ahead of me whereupon they all stopped partially blocking the entrance and indicating they had no plans on where to go except to enter the store apparently.  They then went off somewhere and I never saw them again.  This was after a quiet weekend and no successful pre-weekend harassment events.

<050721>  A cop looking angry walked across my path when I emerged from a store at MidPike Plaza this afternoon and then the little ladder fire truck that has appeared so often drove noisily through the parking lot on its way to leaving a few seconds later.  This is their usual "harassment for the weekend" event again I suppose.  I wonder what a review of records of fire runs for this event (and all the others) would reveal?  Hmm... As an afterthought it is noted that the others could be entered as trips to the grocery for their firehouse kitchen needs even though there is a large grocery store kitty corner across the street from their firehouse.

<050727>  Made a quick decision to stop at the movies and see "War Of The Worlds" instead of coming directly home from the mall as I usually do.  When I was leaving the theater a young guy (fire department type) was pacing in the hallway just outside.  He saw me, stopped pacing and stared back.  I continued down the halway about 20 feet and turned around and looked back and he was gone.  This could be a version of  "You Cannot Hide From Us" of <MO3>.  They really push this particular harassment item.  Hmm...

<050730>  Opening my door to pounding at the door at 10:00AM revealed two Montgomery County cops.  They said that there were two women who would like to talk to me about (this) website I had up.  I put on my shoes and went outside and talked with the two cops standing behind the two women.  This seemed  identical to the situation where previously I was hauled off to the psychiatric ward.  In the process, I inquired where they had heard about the website and got a typical no information response from anyone.  Some moments later I thought of a possible answer to my own question and half out loud said, "Oh, maybe I know how you heard about it", without mentioning how, and the two smart ass cops nodded to each other.  The lead questioner asked me whether I had intentions to harm anyone to which I replied "Of course not".  There were several other short exchanges and they left.  I went to the mall and a cop brushed past me there which has not happened in a long time.   .Upon leaving and almost to my car I turned and went back in to use the restrooms and again saw two cops one of which made some kind of loud remark as I passed within 20 feet.  Luckily these particular psychologists were more "professional" and could not find it appropriate to haul me off the the psychiatric ward.  Hmm...

<050814>  Went to an exposition in York, PA the last three days.  Was expecting some police harassment as was present previously.  Nothing seemed to happen at the expo itself but on the way home Sat and Sun some things happened.  On Saturday a firetruck that may have been trying to get ahead of me but was a little late pulled up beside me and gunned his engine and sounded his horn (klaxon) before the light turned green and I entered the relative safety of the shopping center where their creativity seems to have run out.  I came home by different paths upon entering Montgomery County each time.  Then Sunday as I turned on a different route from the previous two days a siren was heard approaching from probably over a half mile away while waiting to turn onto that route.  The noisy police car appeared heading East on 198 turned turned Southwest onto 29 and sped ahead.  I then saw him making a "U" turn in the median and he then came back onto 29 and passed me.  As I passed a plausible exit off of 29 to come on home another police car passed me.  He was perfectly positioned to follow me onto this other route.  Since it is one of the standard MO's, <MO2>, and there had been no successful harassment on this out of state trip, it seems very likely that this flurry of activity was probably their harassment event for this trip.  Ask yourself why a police car would come down a crowded street with its siren going and then turn onto the street I was about to turn onto and shut off his siren, and then do a "U" turn on the median to drive by(pass) me.   I admittedly am not absolutely sure this was the same police car in all three cases but even if it was not it still seems like a lot of police car activity and fits directly into their interception MO, <MO2>.  Hmm...

<050815> I went to the eatery for a hamburger and had just finished when a Montgomery Co. cop walked by my view.  Had never seen one in the eatery before and being just a day after the above incident makes me think this might be a case of  <MO3> via <MO1B>.  Hmm...

<050818>  This morning there again was some unknown tapping after I was awake for a little while.  The noisy truck/motorcycle pulled up to the stop sign  outside and didn't make sounds of pulling away.  The sound stopped after I got up and sat for awhile.  It was slightly rainy but outside inspection revealed  no water drip making such a sound.  It seems this tapping occurred another time since the <050730> visit by the cops.  They may be getting even again for the official recognition that this website exists..   Hmm...

<050822>  Saturday night, <050820>, a police car pulled into the pickup lane facing toward me just as I entered the grocery store.  This intercept is a notification by means of  implication , <MO1>, that I was under observation.  Last evening very late a pair of headlights was shining toward me at the point where I sometimes turn around in my evening walk. Again a notification of police observation.  This uptick in police activity is part of their arousal following the official recognition, <050730>, of this website and is also probably partly a result of my activity within my own house of moving some newly acquired CCTV cameras among various locations. All this following the tapping at the approach to the weekend noted above in <050818>.  Just as I am about  to finish typing in this entry the phone rang with two rings only.  All this made possible by their use of the DRSD.   Hmm...

<050823>  Went out today and this cop car was parked next to the party house while alot of people were milling around for some occasion.  He pulled back into this corner and pointed his headlights in my direction after I was out for a minute or so.   Hmm....

<050829>  After dark when I went out for my evening walk a pair of headlights was shining from the above position or near it in the park.  I had uploaded a update to this website earlier this evening.  Since they have only used this after-dark headlight routine for special occasions recently I assume that this event was executed because of this website upload or because no other harrassment event seemed to be successfully executed this weekend.  Hmm...

<050831>  I was in one section of the used bookstore for awhile and then went to the mathematics/engineering section which I usually examine and was surprised by a man dressed in the khaki colors of the Montgomery police.  This guy had an official looking badge on that said something like "Montgmery County Communications" - a badge never seen before or even known to exist.  Was this guy there to notify me that they were aware of my purchase of several  nursery room monitering cameras which can be conveniently moved around due to their radio link to a receiving monitor.  Was this an <MO1> hint that they have the expertise to receive the images generated by my closed circuit TV  system?    Based on past experence it would not be surprising.  Hmm...

<050905>  Last night around 11:00PM when I went out the door for my usual evening walk, a firetruck siren started up on the opposite side of the house. It seemed to start there and not be continuing from further down the street.  It then appeared around the side of the house going rather slowly East on Forest Glen and continued for a mile making noise.  As I came around the block and on the way home it or another one like it quietly came back West on Forest Glen.  As I entered my house I heard a "Whoup" sound that a police loudspeaker can make.  This has many aspects of the typical police/fire harassment activity. Waiting on the blind side of the house has been a common activity although in most cases it cannot be proven without witnesses or photographs.  Vehicles waiting at these locations were observed when apparently their observation of my exit was missed on an earlier date which unfortunately cannot be found at this moment *(see note below regarding this).  Also the use of the "One-Two" technique to back up rather weak individual incidents is typical of the <MO4>, <MO5> type.  And getting the last incident, the "Whoop", in just before the victim leaving the vulnerable area is usually practiced when leaving a state on interstate road trips. It is not known whether hurricane Katrina,  the Labor Day weekend, or the New Orleans Police walking off their jobs precipitated this attack on this particular weekend.  Hmm...

*Note:  This is hard to believe but, after a considerable search, it is realized that no entry was made in any notes, handwritten or on computer, of this incident that is vivedly remembered.  It will be entered here for the record.  About two years ago the author went outside and walked around the front of the house to the side facing Forest Glen Rd.  He was very surprised to see two cars stopped in very unusual positions with drivers sitting in them apparently ready to move.  One, in the park and facing toward this house, was to the side and half way down the drive leading up to the party house.  The other, also facing toward this house, was sitting in the East bound lane of Forest Glen with his emergency lights blinking.  The author was surprised and stopped and stared at them.  They were apparently equally surprised to see the author because there was a pause where nobody moved for some few seconds.  The car in the park then briskly pulled on down the driveway and left.   After a slight further pause the car which was stopped on Forest Glen backed and used the space offered by the intersection with Godwin Drive  to make a "U" turn and proceeded back West down Forest Glen.  He apparently reversed path because he didn't like being stuck with the decision they made before the attack went awry, a seemingly self centered and petty state of mind.    Several times in the early stages of this harassment the author had been surprised by cop cars seeming to move from positions; the same as where these two cars were positioned.  These earlier incidents involved cars that  seemed to be passing slowly but immediately by his house upon the author proceeding outside his house.  It appears that the unmarked cars in this latest incident were positioned to do something upon his appearance but they missed their cue.   This area is not visible to the author upon leaving his house unless he walks around into that area.  Other events originating from this area which the author thought were suspicious had also occurred previously.  The ambush by the firetruck mentioned above, <050905>, was the first that had occurred since the situation of the suspiciously parked cars however. The launching of attacks from this particular area is advantageous to the attackers since it allows them some few seconds after the author has left his doorway for them to make their move.  It requires a cue from an observer watching the door however but there are many positions from which this is possible.  Possibly including a forewarnig from anyone using a DRSD that the victim is even just preparing to leave his house.   Hmm...

<050908>-Morning.  There were alot of noises around the house this morning upon early awakening.  An impact against the roof or side was heard quite early upon awakening and then the fast running motorcycle pulled away as is typical for Thursday mornings.  They have been watching me very carefully since the firetruck event of <050905> and a number of players have made <MO3> appearances that that would otherwise remain in the background since they view my recent positioning of recently acquired security cams with some frustration.  The neighbor woman came out when I went out yesterday, the decietful black security guard at the mall made a gladhanding appearance to nobody in particular in front of me yesterday, and the security chief (if I am not mistaken) was in view at my arrival at the mall and was sitting in the eatery when I left.  They are very observent in trying to get on ones nerves.  All of these activities are unobservable by the noninvolved bystander and this is their method, <MO1B >.  The character of these recent happenings presents the opportunity to describe two observations here that have been revealed by previous occurrances.  First is the degree of subtleness in the communication which is passed between these seemingly seperate agencies regarding the degree of success in their various insults.  The second is the degree of pettiness involved in both these original insult events and the followup methods used to enforce this total effect upon the victim.   Hmm... In addition, this attention to pettiness and detail in this harassment of the author by all agencies reveals a lack of concern with more important matters and significantly discredits the idea that  law enforcement agencies are overloaded with work and can not handle present demands with numbers of personnel presently employed.    And all this occurs in an overall  bureaucracy that would not do anything about; let alone respond to or recognize the situation revealed to them in this website and the letters written to them.   The denial exhibited by bureaucracies(their management) certainly serves as a significant counterpoise to the efficiency of scale promised by these agencies.   -Evening -   It is Thursday again and there was a noise made in my house just as I was getting ready to go to bed.  It was the noise coming through the pipes which I haven't heard for awhile, <MO11>.  Since there are only the garden hose faucets exposed outside I assume they used these pipes to rattle or couple the sound into.   Apparently they are trying to go the sleep deprivation route again. Hmm...   The light in the window should take care of that.

<050912>  The collection of events since the visit by the county psychiatrists on <050730>  represents an overall-super-event due to the  upswell in activity that has occurred during this time.  This represents a situation that has been observed on several occasions in the past.  The event of the visit of the psychiatrists of <050730> which did not result in a comittment to the psychiatric ward was felt to be a defeat by the mastermind in that it left me feeling good about the last  involvement with the police.. They were not happy with this state of affairs and decided that they needed to reestablish a higher level of discomfort. Several weak attempts involving the incidents of <050815> through <050831> were executed but these seemed not to be sufficient so the more spectacular firetruck event of <050905> was executed. This was thought to be sufficient if accompanied by the reinforcement and followups which have been executed since<050908> through the present.   Generally this frequency of attacks has not been observed since the initial days in 1997 or so when this harassment was first recognized.  This bump up in harassment began with the episode with the firetruck <050905> even though there were some events recorded between that date and the visit on <050730>.  It was  following the <050905> firetruck event that the mall security personnel <> and the plumbing noises which had not been used for awhile were observed.  Especially apparent were the noise making introduced into the plumbing of the house which has not used for the last several years and the sleep deprivation-tapping-on-the-house.  This stepup in activity falls into the <MO5> category since it is used to enhance or rub-in the effect of the initial attack which may have not satisfied the perpetrators' psychological needs.  Hmm...

<050912>-Evening A cop walking towards me as I entered the eatery tonight.   Probably an <MO3>.  Hmm...

<050913> Three cops came in and ate dinner at the mall shortly after I was there for awhile. 

It was definately past dinnertime for most people - 7:00 to 8:00PM if I remember correctly. Never seen so many cops at the mall before and certainly none sitting down and eating.  With so many recent appearances there and so much escalated activity following <050730> this probably was not just coincidental but an <MO3>.  Probably partly to make up for their misqueue at the grocery a few weeks ago about which there was no mention here.  They always try to show they are getting the last word.  Hmm...

<050914> Shortly after I started cutting the grass a police cruiser came down Forest Glen from the direction of the firetruck event of <050905>.  Ordinarily this would be meaningless but "considering the situation" this may perhaps be considered to be more <MO1B or <MO4> followup following the presensitization of <050905>.   Hmm...

<050917>  About the time the block party was to begin a firetruck's single grinding type honk was heard followed by a police car siren about 15 seconds later.  This "involvement" and the recent police talk at the SFCCA meeting indicate these individuals  have become more sensitive to presenting a   "positive" public image which they took for granted in the past.  It is too bad these aspects of their behavior are not more widely appreciated.

<050918>  Tonight I went out and stood on the stoop for a moment.  In less than ten seconds the neighbor's porch light flashed on and he charged out and started spraying a tree after dark.  I have lost count of the times they have used their DRSD to monitor my exiting my house.  This action undoubtedly partly in response to my successful spray feeding of some shrubs in the past and the recent unsuccessful resuscitation of another connifer.  Hmm...

<050920>  Crossing the street from the grocery at the mall this afternoon a cheery female voice was heard to say a sort of surprised sounding "Hi' as she and two 30'ish men briskly walked by in front of me.  I automatically responded with a "Hi" before I saw them as I was watching for traffic.   She had a big grin on her face as she passed by but did not look at me.  As they receded I noticed all three had identical washed out reddish-pink "Tee" shirts on with no identifying markings.  There were no buildings close to where they had come from and none close to where they were headed.  They in fact seemed to be walking around the traffic circle.   Parking in this spot and walking to the mall from this spot had never been interfered with previously and this represented a situation in which the perpetrators may have thought the victim may have imagined that  he had engineered a situation in which he could not be harrassed.  This seems to be a situation which is uacceptable to the perpetrators and was dealt with by the intercept just described.   Those interested in the psychology being used here may be surprised at the detail to which these "ordinary people" are willing to go to in order to cause distress in the mind of the victim.. This was an obvious <MO2>.     Hmm...

<050923>  The cops made their weekend preparedness <MO3> appearance on my late evening walk last night.  Hmm...

<050928>  Over the last two days a number of events have occured which are tied together and which resulted in an additional invasion of my privacy in addition to the use of the DRSD which was also inbvolved.  This started with my late evening walk on the night of <050925>/<050926>.  As I was returning down Forest Glen a car was sitting in the driveway of the park across the street with its headlights shining across the street in my direction so that I had to walk through their beam to continue my walk down the sidewalk.  Instead I crossed the street and walked behind the car and on home.  It was dark but there appeared to be several people in the car. 

The car was parked in one of the two driveways shown above but which location is not remembered.  Headlights were on and pointed onto sidewalk on this side of the street.

The next night, of <050926>-<050927>, there were  noises around the house and more of the the plumbing  noise in the basement.  Later I got up to go to the bathroom and as I was returning to the bedroom a camera flash occured between two vanes of the venitian blind which are slightly bent apart at the end of the living room.  The camera or its flash appeared to be up close to the window rather than far away as indicated by the appearance of the light distribution on the vanes of the venetian blind.  There appeared to be no continuation of this sleep deprivation activity or invasion of privacy the night of <050927>-<050928>.  The several aspects off this incident are that, first;  it indicates use of the DRSD to locate my movement and position within my house.   Secondly it indicates the back-up, compensation-for,  and  getting-even, <MO5> behaviour of the defeated harassment attempt of the previous evening.   Thirdly, it indicates a gross invasion of privacy.  And, fourthly, it indicates the importance the perpetrators place upon maintaing their effective use of spot-llights and having the last word.  Hmm...

<051001>  Last night upon leaving the mall after dinner two cop cars were parked in unavoidable view at the bottom of he stairs leading from the eatery.    One of the cars managed to be leaving in position just in front of the author upon driving out of the parking area.   An obvious <MO3>?  Hmm...

<051004>  The telephone rang just as I was getting up from a nap.  Is this the DRSD in action and a return to the 90's?  Hmm...

<051006>  I wasn't going to make a remark about yesterday but the cop car in front of the thrift store when I got there today made me change my mind.  There were three cop cars parked in my path to my car as I left the mall eatery yesterday.   Didn't look for the cop in the thrift store and didn't see him.  <MO3>?   Hmm...

<051015>  No overt harrassment by either the police or fire departments has been observed for some time.  They may think this harassment is not so much fun now since the backfire of their harassment attempt of <050928>.  This and the perpetration of this harassment activity in general pretty well illustrate the degree of their self centered stupidity in this situation.  My evening walks now include a slight deviation to the park side of the street.  There has been a triggering of the PIR (Passive Infrared) sensor (see <050715>) which is placed close to my bedroom to indicate anyone lurking there.  This is a return to their covert MO of creating sleep problems for lack of success in other methods.  Hmm...

<051020>  Tonight when I went to the mall for dinner there was an empty police car at the entrance to the eatery as I arrived.  Then as I left there was a county rescue squad ambulace in that spot.  I suppose this was supposed to be an <MO3>.  So they  tapered off their previous police placements there, <051006> to this according to an <MO1B> procedure.    Hmm...

<051024>  This morning on the way to the periodontist a car came around and pulled swiftly and suddenly in front of the author as he started slowing for an intersection.  This car didn't seem to go anywhere but remained in front of the author for a block or so.  It had a bumper sticker on it which read, "I support Montgomery Law Enforcement" .  This, like the tactic of using a police brotherhood emblem instead of a cruiser,  was probably intended to have the effect of having a police cruiser pull in front of the author.  This may have been and probably was an <MO3> action.  Hmm...

<051104>  Well, it looks like the events of the last several days were intended to add up to an <MO4>/<MO5> event using <MO9> with the DRSD as a wedge to get it started. This is another of their attempts to recover from the fumbled headlight spotting event of <050928>.  As typical with some <MO4> events, it was not immediately obvious if the initial event was a purposeful action or weather it was just a natural coincidence.   As usual the author takes many disagreeable happenings as random coincidences until they fit into the repeated patterns that have been used for harassment here.  The following three, four, or five events happened over the last several days however and it would seem that their combined probability is too low to be accidental and they fit the mold of harassment by the Fire Department personnel. These events were: Suspicious noises were heard outside the house upon awakening and a fire truck was parked outside the grocery as the author entered on the evening of   <051002>.  On <051003> more suspicious noises upon the house were heard as the author awoke and a motor cycle noisly drove away.  In the evening a fire truck drove nosily up as the author entered the grocery store again.  Later that night, as the author was returning from his evening walk, a car came somewhat slowly, repeat somewhat slowly, down Forest Glenn, pulled slightly past the park driveway, backed up and drove up into the park as shown. It was apparently trying to catch me in its headlights as it slowly crept past the park entrance.   It paused at the top of the hill, backed up again, and then turned around and came part way back down the driveway and stopped at the side with its lights pointing down towards Forest Glen as shown.

  At this point I entered my house.  About five minutes later I went out to get something out of my car and the car in the park was gone.   It is strongly suspected that the combination of the frustrating noises upon awakening, the double appearance of the firetrucks, and the car in the park are intended to be taken by implication, <MO1>, as a "declaration of victory" and to even the score after their blunder of <050928>.  This seems especially true since the car stopped on Forest Glen would have been in a position to shine his headlights upon me had I not crossed the street slightly earlier than I sometimes do and that this was a Thursday night when the police seem to feel the need to effect an harassment event.   Hmm...

<051105> On this night of <051105>/<051106> a dog jumped out in the middle of the street from nowhere and started barking at me about 20 feet away as I took my evening walk.  He ran away about 50 feet and stood looking at me and didn't follow me when I pointed the laser pen at him a couple of times as I left.  This last use of the pointer was done to discourage it from following from behind which dogs like to do.

<051106>  A cop came walking down the mall as I got there, two cop cars showed up at the McDonalds, and a cop was standing at the exit as I left the K-Mart tonight.  Very Unusual.   They must be getting even for me shining the laser pointer at their dog when I took my walk last night.    These local cops are a sick bunch.  The author can't help comparing the self serving lack of communication of the police with the that of the local authorities on Aruba in the Natalie Holloway case and the distorted attitudes of the rebels in Iraq with the attitudes exhibited by the police in these personal attacks.   Hmm...

<051108>  This morning around 9:00AM as I awoke, some amount of activity on the PIR sensor outside my bedroom began to occur along with a hangup phone call.  At about the last time I could get up and go to the mall for breakfast a flurry of activity occured on the PIR sensor and then it stopped. As usual it seems like the sensor strangely quieted down as the sun rose on this overcast day.  It just seems too far from coincidence that the PIR sensor seems to become most active at times when the police have some score to settle.  An infrared laser would probably be able to trigger it from a distance, a scenario which has been suspected on the numerous previous occasions.    This morning's activity fits in with a number of the police's MO's.  The one in particular that should be realized besides the continued sleep interference is the "getting there ahead of you", <MO6>.  In this case the implication is,  "Before you can even get up to do anything; in particular get out for breakfast, we can even harass you then".  The PIR false alarms reached a cresendo of activity just about the time it bacame too late to get up to go out for breakfast.  It seems a likely possibility that this slight uptick in sleep interference and the police presence of <051106> are related to "getting the last word" for the defeated dog activity of <051105>.

<051109>  More use of dogs.  This morning upon awakening a single dog's bark was heard typical of previous use.   There are many implications of this in light of previous events over the last several weeks.  First implication is that the DRSD is in constant use to determine when the author is awake and thus hears the signal.  Second is that the dog bark is to even the score of the failed dog incident of <051105>.  Note the order of the waking harassments of yesterday, (<051108>), and today.  They needed the harassment of yesterday so that today's barking would be preceeded by a successful harassment and not the failed event of  <051105>.    Hmm... 

<051110>  Yesterday a reflector was added to the two already hanging on the house and this morning the house reverberated to four heavy blows very regularly spaced about one second apart.  Hmm...

<051112>  Had to make a quick trip on the Metro yesterday and on the way back noticed a strange guy looking at me who practicedly looked away as I noticed his stare.  He sure looked like he was trying to give the impression of being a spook.  Probably an <MO2> .   Hmm...

<051116>  Yesterday the brotherhood was active again.  After a couple of errands I headed out to the thrift store and a siren started behind me a few blocks away and seemed to be headed in my way.  This has now become a suspicious sound. The ambulence finally passed as traffic pulled over.  I proceeded to the store and then realized it was later than I thought and turned around to go to a doctor's appointment.   After returning home I went out to do some work around the house and a police car was parked outside the party house.  I went in to get something I had forgotten and the police car was gone when I returned; they probably thought I had gone in to get my camera.  After taking down a reflector, working on the car and blowing some leaves to the curb it was after dark and as I was packing up to go inside a loud firetruck siren started just a block or so away on Forest Glen.  Seems suspicious that this sound started just a block away when I was getting ready to go inside - this is a typical MO; to perpetrate an event just as one is about to leave a situation unscathed.  Anyway three related events in quick sequence like this but nothing incriminating ??  This is another Hmm... They are quite behind the Eight-Ball at this point for a change

<051117>  An interesting thing happened at the grocery yesterday evening.  I was carefully explaining something to an acquaintance there and a middle aged man came up and made a short remark to the person to whom I was talking and then went on his way.  It occurred to me that this guy looked a lot like the cop that I had seen getting out of his cruiser which he had parked directly in front of the store immediately after I had gotten there. I had only seen this setup in progress by accident by having gone back outside the store immediately after I had entered it to talk to this acquaintance; event <050820> mentioned in event <050822>.   This I suspect was not in his plans at the time and caused a shortfall in his feelings of control in that bullying situation which has been consistently used by the fire truck people since <030705/6>.   If this was the cop that I had seen previously then I can only conclude that this second little incident was his getting even for that previous event gone a'kilter.  It probably would have been admitting a bungle on what was supposed to have been a subtle move if he/they had attempted a more overt attempt of payback at the time so he/they had to let it ride.  Not only that but he can now imagine that he was not being unprofessional by doing this second  little scene which  "I would not have done in uniform".    The Games People Play ... . .

<051126>  Went to visit a relative in Western PA for a day.  Didn't see any undercover cops in the restaurants there this time but stopped in a hardware store as I was leaving town and upon exiting a copish looking person was standing prominently in front of the exit <MO2> style talking into a phone or radio.  Upon entering Montgomery county a siren started up some fraction of a mile behnd me again and proceeded to pass me as I came down I70 toward the spur.  It looks like the letters to the FBI complaining about the interstate harassment didn't do much good..  Hmm...

<051127>  This morning just as I awakened at 9:30AM the beeper on the PIR device went off and by the time I got up around 11:00AM it had gone off two more times.   This after not having gone off at all for the last several days and today was cloudy as I assume this morning was eliminating triggering on sunlight reflections.   This evening I raked leaves out from obstructions so the leaf blower could get at them.  As I came around the front of the house I spotted a cop car in the park across the street.  As soon as he saw me detect him he drove away.  I suspect that this was an <MO6> event since it was fairly probable that I would work with the leaves today to beat the rain forecast.  The the PIR triggering and the <MO3> in the park undoubtedly were the two parts of an <MO5>. They  feel they've got their horns back since the <051125> events.  Hmm...

<051128>  As I was exiting the door at the shopping center a cop said something hurriedly to a person that he had been talking to and turned and quickly got into his cruiser at roughly the position shown.  This picture was taken several days later at the same location for illustrative purposes. (It and the Fire Marshall's truck were placed there later for <MO3> purposes - see later text.)

I walked down the length of the parking lot and as I was coming to the end of an isle the cop car made a turn and pulled up so close to me that I had to stop for fear of being bumped. Driving like that he should have had his siren going.   He then paused and allowed me to pass.  This ambush or intercept with the cruiser pulling up abruptly to the victim was pulled on at least one other earlier occasion but the author was willing to let that pass as a random occurence.  Apparently these were not random and are an MO that the police keep in their bag of tricks.  This technique seems to combine aspects of <MO3> and <MO6> but where the victim is forced to react immediately.  This incident was obviously needed to make up for the lately failed attempts at interfering with the author's evening walks described immediately above.   One needs to record a license/cruiser number and date/time in thise situations.  Now I'm supposed to get angry everyime I see a cop car parked there according to <MO4>.  Hmm...

<051202>  Morning - Last night when I went to the mall for dinner a police cruiser and a fire marshall's vehicle were parked outside the door where I entered and where the incident of <051128> was executed.  This looks like an <MO3> reminder of that unpleasant event and also "getting the last word" assertion as  is typical.  Hmm... Letters dated <051129> were sent to nine city council members on <051129> ....   Around Noon - When  I went out to go to the mall for breakfast this morning a car was moving around in the park across the street just like cruisers and some other, lightly marked and unmarked cars have done on previous occasions when they wanted to "be there ahead of you", <MO6> style.  Unfortunately, under this situation,  it is impossible to know whether this is a random occurrance or an<MO3>/MO6> event and this is as planned.  My bet is that this was not random.  Hmm... again...  

<051204>  This Saturday/Sunday night I got an unusually long and restful sleep after the staged event of a the neighbor's kid looking out the window at me as I returned down Forest Glen late last night after my walk. This I suppose was not supposed to happen so this morning as I was just getting up and around, the telephone rang just once with a hangup call,  This is the DRSD in action as I was not visible from outside.  Hmm...

<051205> When I went to the mall for lunch a cop "just happened" to be walking toward the entrance just at the point where they have been on two previous occasions when I entered, <050912> and <051106>.  Could these be considered <MO3>'s or moving intercepts do you suppose?  Returning down the mall after eating, a private security person said something as I passed him.  Then when I left the mall a cruiser "just happened" to pull into the position where the guy got suspiciously into his cruiser when he drove and threatened to run over me on  <051128>.  This appears to be an obvious attempt to make up for the botched moving intercept of <051104> to catch me in their headlights.    Could they be trying to make me sensitive to cruisers parked at this spot do you suppose?    Hmm...

<051206>  Again the county police with their two psychologists showed up at my door.  Two cops and two psychologists.  One cannot help but notice the parallelism in behavior of these four people with the behaviour of the subjects in the experiments quoted from the book by David A. Barash in the EXPLAINATIONS page (search on "Barash").  The influence of "authority" in encouraging the actions of these people must have some influence here although at some level of consciousness there must be some level of understanding  that they are further persecuting their already beleaguered victim. . They wanted to get in out of the cold and "didn't want to embarass me in front of the neighbors"  so I reluctantly let them in to the kitchen area. There were now four people standing in my house observing my seemingly cluttered lifestyle and threatening to haul me off involuntarily to the psychiatric hospital. Only one of them had read part of this website.since she didn't have time to read the whole thing.  They started asking unanswerable questions like "Why do you feel somebody would want to do this?" and other questiions which psychologists try to deal wih in book length volumes.  The general trend seemed to be to put the author on the defensive and use this control to make the point that the harassment might be in my imagination and indicative of some deep seated psychological problem.  The lead cop said he had not seen this website, that I had been talking to the wrong people, and I should file a complaint with the department of internal affairs.  I told him I had phoned the department of internal affairs on a previous occasion and had not been told this.  I will follow up on this.  It appears this visit was precipitated  by letters sent about a week ago to each of the nine Montgomery County Council members complaining about this problem and mentioning this website.  A response was received from the council president saying that this had been referred to the Montgomery County Chief of Police and that   "I would hear from him 'directly'".  I hope this is not their "direct" response. We will have to wait and see if  a constructive contact is made or if management weaseled away from a "direct" response and passed it on down to their crises management personnel rather than dealing with it as the deeply rooted and embarassing behaioral problem that it is.  In this vein it has been seen that the police have a very effective method within their organization of passing-off and evading  responsibility for many of their actions by lack of intra-communication or, in other words, by keeping their seamier side compartmented.   By this means many working cops have no idea of the true extent of their departments activities.  Most that I have talked to have never hear of the DRSD.   Can you imagine talking to a fuzzy minded and predisposed psychologist about a device that tracks one's movements within one's own home?  How do you deal with a situation like this?    This website seems to be the only answer. More may be said about this later .

<051211>  Tonight as I was returning from my evening walk and was just about to cross the street I heard a car coming fast from about a block away so I stopped to let it pass.  As it disappeared down the street I noticed it was a cop car.  Do you suppose this is tied to any of the cop car activity reported the last month or so?  Hmm...

<051212>  This morning as I was getting up a fire truck drove by a block or so away and made a grinding/honking sound for some extra noise.  I waved a radar reflector behind a shuttered window and a few minutes later a hangup phone call was received.  This evening as I entered the mall to get dinner one of the cops the had been here on <051206> was standing just inside the door talking to some people but looking around quite a bit, aparently to see who walked by.  He saw me as I looked straight at him but gave no sign of recognition.  This seems surprising since he was the one who was standing in the distance and shaking his head as I told the questioner that I found it very frustrating to try and explain all the myrid of detail of this ongoing harassment while we were standing there but said they ought to look at this website for a description.  This cop was probaby doing a pure and simple <MO3>.   Hmm...

<051213>  Tonight when I went out to take my evening walk I started around the block in the opposite direction.  Just as I got to crossing the street two cop cars came down heading the direction of <051211>.  My change of direction probably threw them off a little but their intention was probably to cut me off as the incident of <051211> did and this is supposed to produce some of the outrage of the intercept of  <051128>.  The whole effort here is to use these well timed intercepts to  reinforce the <051128> event.  This is <MO5> in operation.   Hmm...

<060105>  New Year.  There has been surprisingly little harassment activity observed these last few weeks.  This may be partly because of a radar countermeasure that the author has been in the process of  setting up during this period.  More may be said about this countermeasure later if events permit.   Last night following a non-related but serious altercation between two individuals in the far end of the eatery this guy came up and very purposely sat down facing me with no food tray doing an <MO3>.

This was a lucky photograph since his hat was pulled down so far and his collar pulled up so high that his features were generally not visible as they are in the original of this photograph. This appearance and his almost agressive action following the altercation excitement indicated a cop.  In less than ten seconds after this photograph was taken he got up and left.  An aggressive and oppressive <MO1> implication was being executed here which has been done on two previous occasions, <non-documented>and <050128>  and this is;  "If you think that distractions to security or law enforcement personnel might throw us off your trail, you are wrong - you can't get away from us" and/or "If you think law-enforcement/security looked bad in this situation, I am here making up for it". The security manager was seen walking around the area shortly after the two altercants finally quit flailing at each other despite the inept attempts of the security personnel to get them to stop.  This incident and picture would not have been included here if it had not been for the fact that this morning a person resembling a previous undercover cop, following close behind me,  slid (past tense of slide) conveniently ahead of me into the line at the restaurent counter I usually go to. This spook had also executed a "sit down in front of you and not eat anything in a restaurent,<MO3>" event  previously and also tried to inconvenience me at a hardware store on a previous occasion.  His act this morning was the unfailing  police behavior of "getting the last word" in any previously botched harassment event.   Unfortunately the earlier two events involving this second player were before the camera and website were available and in the rush of other happenings at the time were not documented.

<060116>  Status report here consisting of several items.  First, it seems the police, fire, and rescue harassment has been unusually absent for the last several weeks and the rescue department several weeks even before that.  It may be that this website has had some effect and in particular that the use of the rescue personnel was used just long enough to plant the idea these fist responders might not be on my side when needed. Secondly, the author will be making three round trip drives to the yearly out-of-state hobby machinist's convention in York this weekend.  Previously a letter had been written to the FBI informing them of interstate harassment which had occured on previous such trips.  A visit from the county crisis center may have been the result of one of these letters but "in any event" no letter was or will be sent to the FBI in preparation for this trip but awareness will be maintained for probable harassment events this weekend.  Thirdly, a report was filed with security at the mall about the security guard (same as on <050908>) appearing from behind and frowning in my face just as I was about to bite into a sandwich at the eatery.  Last week he and the security manager appeared standing at the edge of the eatery when I entered.  A moment after I sat down, with my tray, facing away from their position he came around and stood squarely in front of me about 20 feet away looking slightly away from me.  While eating he appeared from behind me three more times in a more animated mode than his usual passive demeanor.  The last of these events was the third "appearance from behind" as I was beginning to finish eating and preparing to leave, this being an obvious <MO 2>.  The next morning as I entered the eatery, typically just in time to order a breakfast meal before that menu is discontinued for the day, he was standing at the caterer's counter.  This appeares to be an <MO3> since he appeared to be loitering quite casually there since he was there before I arrived and my order was filled and I left while he was still standing there.  Finally,

<060202>  Morning - There has not been much harassment lately except for the guard at the mall getting in my face which is to make up for my previous report of him.   Monday <060130> I put up a new camera on the outside of the house.  That evening a cop car was parked in front of the party house with his lights out as I returned from my walk to the mailbox.  I pointed my laser pointer at a street sign to light it up.  The next day <<060131> a pair of headlights was shining at me from the rear of the field house across the street as I went out early in the evening to the car.  Again they have to have the last word.   Hmm ..   I spoke too soon - this is a later entry.  After breakfast at the eatery I headed to a store which is not the grocery that I usually stop at after I have eaten at the eatery. A cop car came up beside me on the right, loitered there for a few stops and then pulled in front of me and exited on the left.  Two possibilities -    First, he may have been bating me to make me try and get further ahead of him so that he could not pull in front of me.  That way he would get a road incident started which would obviously have an unfortunate outcome for me.  Since this didn't work/happen the second option was taken.   He pulled around in front of me and eventually off to the left." which amounts to a complete encirclement.  This seems to be one of their MO's which I have not listed so far.  This "wrap around" or "lasso"  has happened on several occasions so far - in fact I would say on almost all if not all occasions where a cop has pulled up beside me since this harassment started.  This encirclement may be the origin of the term "collaring" which the author has heard on one occasion used to describe this form of police harassment.  The most egregious example of this behavior was the fire truck event, <030705>.  It may be that the perpetrator of this scenario considers that he has "lassoed" the victim and the victim is supposed to think that he has been lassoed".   Hmm...

<060209>  As I walked out of the grocery and was about to step off the sidewalk into the parking lot a large noisy Kensington firetruck was in the middle of the pick-up zone in front and started to roll forward as I was about to step off the curb.  I  instinctively stopped just like when the police car did the same thing on <051128>.  This was undoubtedly an <MO4><MO3> using the event of <051128> as the presensitization event.    The weather was bitter cold and people were hurrying back-and-forth to their cars which made my surprised and abrupt stop particularly irksome.  This was undoubtedly a "payback event" for their botched events around and including the time period of <050928>  No Hmm... needed here, this is for sure.

<060210>  Today as I was about to leave the thrift store an employee there asked me to help him with a traffic ticket.  We were looking at the ticket and another crew cut  hispanic came up and stood prominently by and then made one short remark about a detail and said no more.  I looked at him and smiled and he gave me a hard look back.  Then the employee kept talking in Spanish/English and the stern guy said something in Spanish and they both started talking in Spanish so I left.  This stern looking guy sure looked like a spook.  Hmm...

<060218>  About a week ago I was getting ready to take a picture in the grocery store and the manager popped around the corner and told me that I shouldn't take pictures in the store.  This of course came as an unfortunate event for me due to the incidents that have been perpetrated in the store which I now am officially not allowed to photograph.  I also wondered what the further bad consequences of this new state of affairs might be.  This evening I got a partial answer.  As I was walking past a long counter at the rear of the store two young Latinos in crew cuts came around in front of me and one of them stepped quickly over to the meat display and quickly picked up a wrapped meat item and held it up smiling at his partner who quickly lifted up a very small camera and took a flash picture of him in front of the display.  The guy then quickly put the meat item back on the display and they both walked quickly away chorteling to themselves with smiles on their faces.  I suspect that the act of my being informed not to take pictures in the store has been passed along to the brotherhood.  Hmm...

<060219>  A series of occurrences has happened over the last few weekend and pre-weekend days that adds up to an event seperate from that immediately above.  The morning of <060217> was quite windy causing quite a bit of activity with the PIR sensor placed outside my bedroom. I suspect that much of the activity was caused by purposeful triggering. This ability seems to be available to the brotherhood and was   used quite extensively to cause sleep interference before .   Later that day I was in and out a number of times repairing the damage caused by the wind.  A neighbor who had previously lived in a house next door was driving by and stopped and said hello. We spoke for some time.  My having social contacts seems to anger those who are perpetrating this harassment and the next morning, <060218>, as I awoke there was a  bumping, scrapeing, and voice like sound made against the house.  This went on for 5 to 10 seconds.  It was light out at the time and the noise appeared to come from the side of the house opposite the bedroom where no cameras were currently active. From previous experience this behaviour is consistent with previous examples <MO's> of getting even with a situation where I might have gotten some comfort from having interacted with a friendly person after an aggravating event was perpetrated against me.  This is an example of the <MO5>  "Backup" activity.   Also this ongoing harassment at wakeup time with use of the DRSD is more use of the sleep interference approach.  There are two technical aspects that seem to be in use here and in previous activity.  Firstly it appears that the brotherhood has a way to trigger PIR sensors from a distance.  This does not seem too unlikely a possibility with the use of a low power infrared laser or an infrared spotlight focused on the sensor.   Secondly if the noises against the house may be made by actual  contact against mechanically compliant parts of the house but also might be made by an infrared laser.  Sounds that have been so unusual as those heard during these harassment situations seem to indicate that there might be some technology being used to generate these special effects.  Hmm...

<060222>  I went out to the car to run an errand and saw a "county" car parked in the park across the street where cruisers sometimes park to make their presence known (<MO3>'ing).  In the manner of <MO1B> they have tapered off their use of  cruisers and use county marked cars which are much less noticed by the public.  I went over and took this picture before I went on.
When I came home from the errend another and larger county car was parked there and as I got out of my car a police cruiser pulled up and talked to the county car and pulled back into the rear parking lot not visible from the street.  In a minute he came back out and pulled down the driveway.  Again a demonstration of their harassment having been counteracted and then having backup to get the last word.  And again consider the psychological implications of using more subtletly marked cars instead of obvious cruisers to create uncertainty in the victims mind.  Hmm...

<060301>  Action is picked up today with the mall security mini-brotherhood.   This is probably because of the fact that I have not been there for breakfast for a few weeks and the security manager realizes how unquestionably bad he/they looked handeling the altercation event of <060105>.  Also since the (undercover) police themselves were involved, the security manager may have felt some long term effect from that event.  Today I went to the mall for breakfast and the security chief showed up and started loitering in the area.  After about a half hour the black officer who had stuck his face in mine, <060116>, showed up with him and they stood off in the distance as I was finishing up.  As I was sitting there the manager came sauntering by and I opened my coat to put an unused napkin in my pocket alongside my camera.  The chief intently looked at my pocket area and they stopped just out of my field of view and stood and talked in low tones for a minute or so.  I got up an took my tray to the trash can and the black officer was walking in that direction with another person and they happened to stop in front of the trash that I was heading towards.  The other person moved aside so I could dump my trash.  As I was leaving the area the chief appeared in front of me and I followed him down the length of the mall.  Seems like the chief stood around there the whole hour that I was there in order to get in my face, <MO3>, as I was finishing breakfast and going to leave.  As noted this execution of an <MO3> when one might think he is about to leave a scene unmolested was mentioned in regard to <MO2>.  Seems like the picture I took of these two together on <date> must have upset the chief.

<060303>  Tonight upon leaving the grocery store I noticed there were three police cruisers parked in plain view in the pick-up lane.  Of several cops standing around, one got in his cruiser and left as I was leaving.  The other two cruisers appeared empty when I drove by.  I wonder if there is any connection between this show and the events of  <060218>, <040527>, and other similar ones?  If so then three events have have been perpetrated  making use of the setback of <060218>.  The second one which has not been mentioned was the use of a cell phone by a bystander to say quite audibly, "I think it came from Russia".   This following the author's supposedly private telephone conversations and internet searches regarding a Russian opera singer.  Hmm...

<060318>  Yesterday and the day before the author went to the online Montgomery County Bar Association list of attorneys and picked out another to contact regarding this problem.  I phoned their office and then sent an email introducing himself and this website to the attorney.  Last night when I went to the grocery there were two police cruisers parked back to back in the pickup lane when he arrived.   This behavior has many similarities to the <MO3> that was done regarding going out to eat on <050510> where the cops also parked their cruiser at the entrance to the establishment when the author was going to be there.  Also the police supposedly think an event at the grocery is more effective since I am supposed to be "on tenderhooks" following the <060218> notification not to use the camera in the store.  The reader is encouraged to look back at <050510> and consider the fact that in that case also telephone conversations and internet activity were involved and therefore able to be intercepted.  Hmm...

<060413>  A lot has been happening in attempts to counteract the sleep deprivation problem but I haven't been writing about it since it seems too-much-in-flux and also too-hard-to-write-about thus far.  This may be remedied later.  Another problem came up that last few days which seems to have started with the devious cop of <060202> or the picture I took of a suspicious action in the park across the street.  Yesterday when I was leaving the eatery the security officer( of<060202>) was standing at the exit and he said "OK Doc" as I was leaving apparently referring in their typical smart alex way letting me know that he knew something about my advanced college degree.  I made the remark back, "We'll have to write you up again" going by him.  I happened to eat dinner at the eatery that evening and upon going out the same exit there was a security truck parked prominently right outside the door not in a regular parking spot., an obvious <MO3>.  This morning after taking the picture in the park across the street I went to the mall and parked close to the security office and upon going into the eatery saw the security guard of <060202> and said, "Hi Doc".  After eating two cops walked by me on my way back to the car.  I put the empty coffee cup in the car and came back into the mall, went to Target and on over to the grocery.  As I was leaving the grocery two coppish looking types but in plain clothes passed by me and then turned around and passed again in the opposite direction and the one person said audibly to the other (and obviously to me) , "He had his car parked behind there and I expected him to move it".  It sounded like he was doing a "get even" <MO3> since I had not done exactly as he had expected or maybe even had some plans made for, perhaps a more irksome <MO3>, close to my car. When I got back to the car there was a mall security truck parked right in front of it with the officer standing outside doing nothing.  I turned around and went through the mall to the grocery again and when I came back out the security truck and officer were gone.  I moved my car and went into the Radio Shack and back to the car and left.  I may have the last grocery and Radio Shack stops reversed.  So in this event the cops intercepted me, an <MO3>, the undercover cops in the grocery talking to each other intercepted me and the security officer by his truck intercepted me.  A bunch of Hmm...'s here.

<060419>  This morning I contacted an expert witness by email and then went to the mall for breakfast.  I mentioned that retribution for this harassment would be in order in the email.  After about half way through eating two familiar looking cops marched prominently through the eatery in a fairly obvious <MO3>. This is about the fourth time it appears there is reason to believe that they are monitoring my emails.  The short sessions I have had with several other correspondents using encrypted emails was probably the only privacy I have had for a number of years now;  both in  moving about within my own home and in any internet activity.  Hmm...

<060422>  Got back from traveling part way to an exposition in Toledo yesterday.  Had sent a registered letter to the FBI dated <060407> informing them that I would probably be harassed on this trip and two others I might take this summer.  At the little restaurant at the half way point in Pennsylvania where I decided not to continue,  a paramedic came in and started talking loudly on his radio at the back of the eating area.  After awhile I observed a couple of them leaving - I had not recognized the others coming in.  Apparently the FBI is not effective in keeping local police from extending their harassment across state boundries.  My guess is that the FBI may or may not have contacted the police about this activity however the police go ahead and pursue their harassment activity while the FBI considers that they did their job if they had contacted them.  Hmm...

<060508>  Last night very late when I went to bed the PIR sensor surprisingly triggered shortly after I activated it.  This morning they did not trigger the device at all which is very unusual and apparently intended to mean that they were satisfied with their surprise very late last night making these two actions into a <MO1> type "silent" incident.  In order to increase the impact further, the Montgomery County Cop (out of uniform again) of <051117> originally noticed on <050820> (mentioned in Event<050822> came walking out of the door (<MO2>interception) of the eatery this morning and smiled at me as I went to get breakfast making this larger scenario into an <MO3>backup type.  Then immediately inside the door, staring straight at me as I entered, was the private security guard of <060202> and before. The M.C. cop and the private security guard could have been standing inside the door waiting for me to show up.  I moreover expect that is very likely they were standing inside the door talking and waiting to intercept me when I arrived and the cop's friendly looking smile was more likely intended to convey a self satisfied smirk (again innuendo a. la. <MO1>.  Hmm...  It is realized that actions regarding this PIR sensor recently referred to at the beginning of event <060413> but having been in and out of operation for years, have not been  fully explained.  It is too much of a job to do so yet but only to say that alarms from it were used all these years for sleep harassment along with subtle noises made around and on the house.

<060515>  I called the American Bar Association today and mentioned police abuse and then went to a website that they recommended.  Then went out to get something to eat and instead of coming home went a little out of the way to a Staple's store.  As I was closing the door to my car a police cruiser moved very slowly so that I could not avoid seeing it.  An obvious <MO2> and also probably an <MO1> implication that my telephone and internet activity are being monitored  This combination has happened on the two previous occasions involving the dinners at the restaurant on <030920> and <050510>.  Also it appeared that there was knowledge of the gains made on internet stock market trading since the two times it happened loud horn honking outside the house occurred the only two times these gains occurred.  Hmm...

<060516>  This morning at about 6:00Am when I first woke up a lot of noise was made against the house.  At first it was the strange hollow sounds that sound like it comes from the plumbing as mentioned in<> and then what sounded like a very loud and fast tapping against the molding below the gutters.  It sounded like a woodpecker but much faster almost a buzzing..  Then the sound seemed to move off to some distant object.  The  The hollow plumbing sound was also evident after the buzzing stopped.  This was probably in response to my having changed some of the times on the rotation of the reflector in the basement.  Hmm...

<060523>  This morning I went to the mall for breakfast again and the black security guard was standing directly inside the door staring directly at me as I entered again as he did on <060508>.  He walked around the eatery as I was eating and at one point stood about 20 feet away facing me.  As he turned away I took a picture over my shoulder.  About 5-10 minutes later a short overweight female M.C. cop came striding directly toward me in the eatery and then turned around and went back out in the general direction she had entered when she got within about 20-30 feet of me.  This was apparently in response for my taking the picture.  Hmm...

<060603>  This morning just as I was getting out of bed the telephone rang twice with another hang-up call.  This has happened before on Saturday mornings and is likely the neighbor on his day off using the DRSD  to execute this <MO5> "combined event" but may also be the police taking advantage of this specific timing to create uncertainty.  The two (or more) aspects are: (1- you have no privacy and we can get a step ahead of you because of our DRSD, and (2- you might have to ignore this possibly important telephone call just as you are getting out of bed and beginning your day.  Hopefully the inclusion of this detailed explanation of the subtle problems created by the DRSD in the wrong hands may make some other examples of its use which were not explained in detail more meaningful.  Hmm...

<060604>  Today around 4:00PM to 5:00PM I was out cleaning up painting errors around the front door and something very unusual  happened.  I was facing the door and heard a voice coming from a direction which could not be discerned which said in a very spooky voice, "We are watching you".  I turned my head slightly to try and get a better bearing on its direction but by this time the utterance was over and I could not determine its source.  The words were uttered in a very song-like style and the sound quality was very synthesized or filtered.  I finally turned completely around and a car was driving somewhat slowly up the hill and its driver appeared to glance away as I noticed it.  Both neighbors were out but they were far away and there was probably some noise coming from the park.  It is possible that the sound came from the car using a public address system such as used by the police however the author has not ruled out the fact that the sound may have been produced from further away by other means.  This was quite baffling but may be related to the other unexplained sounds that have been generated around this house but is now felt came from the slowly moving car's public address system.  The author has not ruled out the possibility that such sounds could be transmitted from a remote location by a laser but has not obtained any verification of this.  This was very likely a stepped up <MO3> as a result of the recent success of this victim in dealing with early morning noises and a cop car presence in the park when putting out a flag for Memorial Day.   Hmm...

<060613>  The following is a long story which will probably not be completely entered here at one sitting.  It began around <date> when the Montgomery County police started talking to the Shopping Center security about me and about which time that I began to realize the the police were starting their "attention" or harassment.  This was done as stated in <date> front of me to have me suspect that it was happening but very likely, much more was done of which I was not ever aware.  What I would give for documentation of some of those conversations (and many since).  This story (or long term event) has come to a benchmark which is the reason for this entry which might possibly be important later on.  Before continuing, an event which was not recorded due to its seeming insignificance needs to be related. About a week or so ago, very approximately <060602>, the black security officer of  <060523> and previous walked towards my table at the eatery without noticing me and as he passed out of sight behind me he stopped and said something I did not catch and then said something about the weather which I ignored when I saw that it when I saw that he had turned toward me. With normal people my action would indicate that I did not like this manner of surprised and controlling approach but in the case of the bullying guard, it was probably considered acceptable in light of the disrespect that it generated .  This action may have been an intentional milestone since there has been a gradual increasing of his unwanted approaches and quite obviously controlling actions during my eating there since the "write up" of <date>.  It is conceivable that this passing comment was done to imply (<MO1> style) a reminder to the cold <MO3> stare of <date> since it was done while I was eating and now implies that his actions can be considered as uninhibited as  they were before <write-up date>and any moderating effect of that write up on his actions no longer exists.

To further this story; in the last several weeks several armed guards were noticed wandering around the eatery.  On perhaps around <060606> one moved rapidly into my line of sight and then stood very unhurriedly looking at the small news paper he had picked up from the stand as I was about to leave the eatery (an <MO3> do you suppose?).  Another time last week these guards were standing near the exit where my car was parked as I left, not particularly talking to each other and the woman staring generally in my direction.  The benchmark appears to have been reached today when the black guard appeared to make none of the obvious moves to get into my line of sight that he usually does and the armed guards were augmented by a third in a slightly different uniform. For the first time there was some relationship revealed between these spooky guards and the black  mall guard when they stopped and talked to him after about an hour with the overweight female staring in my direction quite a bit.  The plaza security manager was present at various times this morning also.  Maybe related is that last night when I went out to my car two headlights were shining in my direction from the party house area and Saturday night I went out to a spot where no suspicious characters appeared to be able to make an interfering <MO3> although they may have been present.

<060617>  A week ago I went to a bar that had a band.  Two days later when I pulled into my driveway the neighbor's kid was out in the park across the street sitting under a tree facing my direction strumming a guitar.  It was a first time using their guitars but could it be the same MO of using their kids (as in the  <010421> event) to broadcast that they had surprising information on me.   And where do you suppose they got this information? Answer:  Their contact in the police department.   Hmm....

<060623>  This one is almost a stretch but in retrospect is probably a valid harassment event.  Sitting in my car for a moment before going into the grocery today, Friday, A tough looking guy backed a big car into a parking slot two and a half slots away and sat there for about twenty seconds before I went into the grocery.  My reaction was anger for somebody so brazenly taking up two parking places and it didn't occur to me until later to have taken a picture of this probable police action.  It is a Friday which is the standard day for their uptick.   Hmm...

<06068>  The following "series of occurrences" may constitute an <MO5> event - it is hard to tell.  However in order to deal with the fact that this continuing harassment occurs by sensitization and then a tapering off by the perpetrators, <MO4> wise, this must be included or this website will not be effective in dealing with this harassment.  This suspected "event" makes sense in light of the recent uptick mentioned above.  Towards the end of last week I went to the eatery and there were fire-rescue people everywhere and at the restaurant line I went to, the squakbox of a rescue person came on to which  I made a remark that the operator could undoubtedly hear if he was aware of what was going on around him.  A minute later another rescue person came over and said something to him (possible the person who had made the squakbox come alive at just the appropriate moment) and left.  I didn't see any more of them that evening.  The next day when I went to the grocery there was a firetruck parked directly in front.  I went into another building close by to take care of some business and when I came out to go to the grocery the firetruck was gone.  This was probably an <MO6><MO5> makeup for my appropriate handling of the squakbox <MO6><MO3> event the night before at the eatery.  This is especially true in light of the fact that the use of my camera in the grocery has been effectively disallowed by the event of <060218> which constitutes an increase in effectiveness of appearance of the firetruck at the grocery now.  Hmm...

<060702> Yesterday when I was making the 2+3/4 mile hike back along Sligo creek parkway to get my cat back from the shop I spotted a police cruiser parked in prominence in one of the parking areas.  I took my camera out as I walked by within about 40 feet and noticed there was no one visible in the cruiser.  About 20 seconds after I was beyond the spot I heard a race car sound of a car accelerating at high speed behind be coming in my direction saw the police car speed by down the parkway.  About another 20 seconds later I heard someone behind me say "legal" and a guy on a bicycle with a yellow-orange pull over shirt went by be from behind.  I assume he was a bicycle cop although I could see no markings.  This is a perfect example of a <MO5>, one-two-punch.   Hmm...

<060705>  Just got back from a two day trip to Columbus.  Just before I got out of MC a police car came up from behind and passed me on the lane on my left, paused their for about 5 seconds and then pulled in front of me and then off to the right and then exited at the next exit.  Hmm...   At the half way point where I always make a stop about four scraggly teenagers walked up to the McDonalds and and paused but did not come in and then disappeared.  When I left and started walking down the street I saw them spread out across the sidewalk walking towards me so I took the more direct path across a parking lot to the drugstore where I was headed.  One of them yelled something to me from about 30 feet away whereupon I looked over and then looked away and then looked back again.  One of them was pointing a cheap brownie type camera at me.  Hmm...  As I was getting out of my car at the grocery after returning today, two MC police cruisers pulled briskly into the cruiser area of Event <051128> and then one and then the other turned on there flashers and made hasty departures using their klaxons at the exit of the lot to exit.  They probably used their klaxons to fake an emergency exit of the parking lot to allow their awkward and obvious drive through of the lot appear reasonable to any curious observer.  This is what the firemen probably did on<040206> and <date> and must be a standard operating procedure to them in this type of operation.   This was undoubtedly their <MO3> for my return from this trip. Hmm...

<060713>  This afternoon this was parked between the exit of the grocery and my car so I had to walk by it in a probable <MO3>.  I didn't see the guys in the grocery.  A guy sitting in one of the rear seats saw me take this pic and this evening there were (as a result?) two hang-up phone calls while I was home.  Hmm...

<060729>  There has been some <MO3> "get even" or "get the last word" events in the last few days by the fire department and the private security at the mall.  About <060724/25> after I said "Hi Doc" to the security guard of <date> as he (purposefully and unexpectedly) walked by me at the mall then the phone rang once after I got home and then the armed guards not mentioned so far showed up at the mall when I went there for breakfast the next morning.  A firetruck with its siren going drove by the house as I got home on <060727> probably in "payback" mode for their compromised <MO3> on <060713>. Two Hmm...'s here.

<060731>  On the way to the mall a Franklin County Sheriff's cruiser showed up beside me at a stoplight.  In light of the fact that no security appearances were made at the eatery I will give this about a 50% probability of being the required <MO3> for the day. Hmm...

<060808>  The brotherhood was at it again with another pounding on the house this morning just before I was awake.  Three heavy rather quick (about three in one second) hits on a rather solid part but not my windows which are covered by the camera.  This makes perfect sense since they were probably expecting me at the mall eatery this morning after some unsuccessful <MO3> activity by the deceitful security man the last few weeks.  This undoubtedly put them into hissy-fit mode this morning and resulted in the get-even pounding.  Hmm...

<060811>  This evening when I went to the mall a cop car was parked in the <051128> spot undoubtedly to do an <MO3> reminder of this event for their pre-weekend harassment. He was gone when I left and earlier in the week he (or another) was parked about fifty feet further along the curb to make this a more effective <MO5> than if he had done this alone.  Hmm...

<060812>  Perhaps this website along with my anti-DRSD efforts may have had an effect on the police.  Today while I was standing looking at something at the new thrift store a disturbing two-way radio went off behind me.  I turned around and looked and a MC cop was walking briskly by towards the front of the store (to exit).  He saw me as I intercepted him near the front of the store and he continued briskly on his way out while glancing over his shoulder in my direction. This type of <MO3> has not been used in quite awhile although female cops (usually short and overweight) have appeared wandering the aisles on two previous occasions.  This and the previous knocking-on-the-house of <060808>-<060811> seem like a slight up-tick in their activity recently.  Maybe my countermeasures make a difference. Hmm...

<060831>  Yesterday  after changing the oil and cleaning the headlights on the car a loud firetruck sounding siren came down the street after I had gone inside for about five minutes.  This was heard approaching for a block and went on for about a block past the local intersection.  I don't remember ever having heard such a prominent sound display before although it probably has happened.  This was undoubtedly in response to my being out and talking briefly with the neighbors and/or to get a jump start on the  harassment for the trip which they probably know wqill begin in a few days.  The timing and prominence of this display indicate it was very likely a purposeful <MO3> rather than a valid safety measure since they don't deal with this intersection this way in valid circumstances.  Hmm...

<060913>  Got back from a week's long trip to Branson, MO yesterday.  Since I was on the phone and internet planning for this trip I figured the harassers knew about it - and they did apparently.  The morning before I left the cop car (park police?) was parked in the park across the street where they usually make a display as shown.  It seems suspicious that this usually happens just before my trips as well as other significant times.  Hmm...
    
In Columbus/Bexley, OH where I usually stop the cops showed up just as I exited a drug store at my usual resting point and drove very slowly and closely past me in the parking lot as I went to my car.  A picture was not obtained here but one will be obtained at a later date to illustrate the ease that this operation could have been executed due to the geometrical layout.  Perhaps there was even an unapparent observer coordinating their approach.  It seems that it is no accident that they usually manage to be just pulling towards one as they spring these types of ambushes.  This makes one feel that it was just a matter of unfortunate coincidence and that one was very unlucky.  It also covers up the fact that they are actually waiting there to do an <MO3> on a person which would be very apparent if they were just waiting in the parking lot. When they want you to know they do park in the parking lot however (see<050102>).   Very psychological.  Hmm...   Then in the auditorium at the beginning of the first show I was attending in Branson, a guy of typical cop appearance and age came down the row that I was sitting in past five people on my right and sat down in the empty seat to the left of  me saying hi as he skooted past me.  When I turned towards him  less than 30 seconds later I was surprised to find that he was gone.  I didn't even notice him leaving even though he had sat down in the seat on my immediate left.  He had to exit past a few more people sitting in the same row to the left to complete this maneuver. Hmm...  Then reentering Montgomery county on my return, a two sheriff's cars sped by in formation at high speed coming down the I270 corridor.  Hmm...  The incidents at the beginning of the trip were perfectly timed to cause a feeling of frustration for the remainder of the trip and the incident at the end perfectly made to create a feeling of complete harassment for the whole trip.  This should not be a surprising interpretation based on previous behavior.  Hmm...   These incidents go on and on.

<060920>  A review of some past business is now in order.  On <060822> and <060827> registered letters were sent to Chief Manger, Chief of the Montgomery County Police department at the suggestion of a candidate for Montgomery County Council in thse <060912> primary elections.  The letter will not be reproduced here since it contains this candidates name but it simply informed the chief of this ongoing problem with his department and referred him to this website for details.  On <060829> his representative called me and we discussed this problem very generally and she asked me if I wanted her email address which I took.  No further action was promised and this appears to be the end of any action taken by the police on this problem.  It appears that the police are behaving as usual judging from the events taking place on the trip described above and further suspicious recent appearances of uniformed police at the thrift store.  These last were not described previously but are in keeping with the behavior of keeping <MO3>'s at such an accidental level as to not be provable.  However the incident of  <060812> indicates that appearances at this store are probably not just coincidental and will probably continue.  Hmm...

<060929>  Yesterday I had to run out late to pay a delinquent phone bill at a  public pay phone and made a long distance phone call for an upcoming trip while I was at it.  Very late when I poked my head outside this was parked outside.  It is hard to know whether it was the unusual quick trip, the use of a public pay phone to avoid a wire tap, or the usual late in the week harassment which triggered the <MO3> appearance across the street but for whatever reason it was another example of more bulleying.  Hmm...

<061005> This guy was at the mall awkwardly juggling three balls the old "breakfast bunch" which was surprisingly large this morning.  He is the coat stealing cop that had tried to interfere with my entrance into this group on <031013>.  He has not been there since the events of<031013>.  This is in response for my accidentally moving a motorized radar reflector inside my own house which had been successfully connected to the telephone ring tone and used earlier.

<061016>  Saturday, <061014> as I was getting ready to leave the second hand store a guy behind me said in a rather gruff and threatening voice, "This guy isn't going anywhere" and I turned around to see what this was all about and he was a big unshaven and unkempt person who didn't appear to be talking to anyone in particular.  He noticed that I had turned to look at him but looked over at someone else similar in appearance and they both left the store.  I thought that they were behaving like the police had at the hardware store, <date>, but went ahead and checked out.  When I got to the car I have been renting and started the engine the radio unexpectedly started playing.  I could accidently have bumped the radio button since it is turned on by pressing a push button and it is fairly close to the shift lever however I have not done that before.  My suspicion is that the cops got into the car and turned the radio on as an <MO5> harassment followup on the questionable incident inside just before.  Hmm...

<061025>  Yesterday I didn't go out all day and sometime later into the afternoon a police siren was heard outside my house.  It was not loud like the sirens of the ambulances that *sometimes* sound a warning as they go through the intersection next to my corner lot.  No, it was considerably different than usual and quite subdued - just loud enough for me to notice.  Probably the neighbors would not have noticed it even if they paid attention to such things.  This was possibly/probably done in response to my not leaving the house and moving into a more vulnerable position where the police had expected me and where they could smite me with an <MO3>.  This is your police department at work.  Hmm...

<061108>  On Monday, 061106, I went to a psychiatrist to see about getting a remark of paranoia made by a personal physician reversed.  This is in a distant and untraveled area of town and I got there early.  I went into a hardware store to kill som time and a guy came up and started openly questioning me about a project he was trying to build.  I told him I was not an employee of the store and he apologized and left.  After the appointment with the psychiatrist was over a M.C. police car went down the adjoining street with its siren wailing loudly.  Was this an <MO5> combination event?  Probably.  Hmm...

<061113>  When I was exiting the parking lot at the first discount store this evening a jeep-like vehicle similar to the vehicle of <date> pulled slowly into the parking lot partially blocking the entrance as I was leaving.   The entrance is shown in the pic.

Not recognizing that this was a county car  and thinking it was just a customer entering the lot I paused waiting for him to pull further into the lot and get out of the way but he just kept creeping so I pulled around him.  This manner of interference using a county car  has been seen before and allows a lack of commitment on their part and is also hard to deal with.  Not too awkward a situation but just awkward enough to be noticed.  As I pulled around him I thought I noticed something like the county logo printed on the side of the vehicle.  As I left I  looked in the rear view mirror ands saw him pulling , again slowly, into a parking space near the entrance.  When I went to the second discount store, I was at the store for awhile and cop very prominently walked up and turned around and turned and walked the other way just as I turned around and saw him turn.  He gave a turn of his head in my direction as he turned away but did not look directly at me - stern/angry look on his face.  As I was leaving we noticed each other near the exit where he had positioned himself..   OK so in retrospect there are many things about these occurrences.  First they were impossible to photograph for various reasons that one has to think about to realize.  Secondly the first incident probably involved a covert observer who alerted the driver of the jeep -like vehicle that I was leaving the lot.  This incdent was probably also calculated to be an event where I was to feel that I almost got away from the scene without a harassment event being perpetrated.  I was then probably followed to the other store and they had to perpetrate the uniformed officer event to back up the first questionable event.  This occurred after I had been flying the flag at the house over Veteran's day weekend and had not been out all weekend.    This illustrates the thorough psychological nature of this harassment.  This overt event was the <MO9> "get even" event for my sending announcements of this website to  the candidates in the Montgomery County elections of 2006.  Three different announcements were sent to the County executive, County Council and County Sheriff candidates; two by emails and one by U.S. Postal Service.  It is obvious that this was the case since the neighbors second floor window light went on for the several weeks shortly after the announcements were sent and went out immediately after this event .  Hmm..., Hmm..., and Hmm...

<061118> Last night when I was at the thrift store a MC female cop walked by talking on her cellphone to friends.  She breezed by and went into the adjoining store I went over to the store and then came back and she came by again still talking on her phone.  This is a very interesting situation.  With immediate communication established she was obviously well looked after and also this was very likely a scaled down <MO3> which is the <MO1B> which the police engineer purposely. In this case they (she) was to be reminder to the <061113> event above.  The fact that cops were observed previously to <061113> constitutes random appearing events for cover.  This behavior was of course expected and of course nothing could be done about its perpetration.  Also earlier at the mall a cop car was parked in the spot of the <051128> event in a  perpetration of a similar but completely separate <MO1B> event.  Hmm... twice here.

<061123>  This website is TWO YEARS OLD today.  Happy Birthday !!  The rotating reflector in the basement has been turned off for several weeks now and a firetruck honk was made by some vehicle going by for the first time since it was shut down.  They used to make various firetruck noises from various distances when I was trying to sleep but they have quit doing this when the reflector was made responsive to a pushbutton almost a year ago.  It is too much trouble for them to make a trip to this location and do an audible <MO3> when I can simply press a button and get even with them immediately.  And this all depends upon the neighbor being unwilling to remove the DRSD. which he showed was responsive to the rotating reflector.

<061128>  The police really looked bad today.  After the deceitful one at the eatery trying to make a harassment and failing at breakfast, a MC cop passed me in the thrift store and then drove out of the parking lot very visibly when I finally left.  I went back to the mall for lunch to level the playing field.  Later at home I got about a half dozen telephone rings over a period of several hours probably to get even with my success for the days exchanges.  This and the criticism of the NY police on the news for the 50 shot shooting of the guy at the bachelor party in NY probably created the need in their mind for retaliation. They ran out of tricks today as indicated by their last ditch efforts of using the hang up calls which are ineffective due to my countermeasures mentioned in <061005>.  Hmm...

<061206>  Yesterday a firetruck appeared in the high speed lane to my left while I was driving up I95 to New York City.  I kept up with it for about a mile at which point it slowed down and disappeared behind me at about the last exit before I95  goes through a tunnel at Baltimore.  The firetruck plainly displayed a Tacoma Park emblem.  Why would a local firetruck be traveling up an interstate so far away from its home base at high speed without its siren sounding?  When I got back from the trip a one word  message was left on the telephone answering machine.  A female voice clearly pronounced one letter of the alphabet - the letter "F" and hung up.  This was the first time a motorized radar reflector connected to the telephone successfully worked on an out of state trip. This motorized reflector is the one mentioned in <061005>.  Maybe their harassment on my Out-of-State trips has been successfully dealt with   Hmm...

<061214>  Sunday night I popped my head outside before I went to bed as I usually do and saw my car in a very unusual position.  It seemed so strange that I didn't think I parked it there and began to think that it had been moved into a different position.  Monday morning<061211> I called the police and they showed up and I told them what I thought.  The told the lead cop that I had had some bad feelings about some new neighbors.  He dismissed my statements by saying he didn't think the neighbors were bothering me.  Tuesday<061212> morning on my way to the grocery store a police car got in front of me and made about three turns staying in from all the way into the grocery parking lot.  Wednesday<061213> morning on my way to the mall to get some breakfast a police cruiser appeared behind me a short way from my house and followed me down a long street which I took very slowly.  The cruiser was on my bumper for some distance and then backed away.  When I turned onto a multi lane street he went around me and sped away.  This morning<061214> shortly after getting out of my car at a more distant grocery store a guy that seemed to have just gotten out of a car behind me announced "Its a beautiful day".  I did not turn but figured he was broadcasting to me and I said "Yes, it certainly is a nice day".  I did not turn to look.  Just inside the doors of the grocery I heard a similar or the same voice say "Lock the doors".  I did not turn to look again. After letting this soak in for the rest of the day it appears to me that this guy was probably a cop and was continuing the police tailing from the previous two days.  This probably is all in response to my calling them on Monday.  Well see what happens next.  Hmm...

<061215>  This morning shortly after I awoke there was a large bump on the house.  Why am I not surprised this happened?  Hmm,,,

<070121>  This is after returning from the hospital after major surgery.  This morning when I went to the bathroom at around 4:00AM I took a quick look in the living room and a loud crunch was heard outside the South most East facing window where the outside retro-reflector has been found destroyed and upended onto the roof numerous times in the past.  This is also where a pounding was done <date> very early on in this harassment saga.  Since other bumps around the house have been ignored since returning from surgery this may have been an attempt to use the threat of property destruction to make this noise harder to ignore.  The outside reflector was later seen to be not harmed but the question was raised and sleep interfered with by this event.  Hmm...

<070201> Yesterday I drove myself to an appointment with the surgeon for a last checkup.  The previous appointment I was driven there by my sister.  As I pulled out of the parking garage a police car was parked prominently blocking traffic at the exit so that I could not miss it and had to drive around it.  This fits precisely in with their <MO3>,<MO?> "you can't get away from us" harassment methods that they have used on every new destination that I have gone to in the last five years.  At first I figured this was just a coincidence but now kind of figure that they are still up to their old obsessive tricks.  This is especially true since they have lately not had much success with their other long term harassment methods.  Hmm...

<070206>  Last night when I left a friends house in downtown DC a cop car pulled in from a side street onto the main thoroughfare very shortly after I left my parking area.  This smacks so much of all the methods used previously,  e.g.<001222>, that I have to give this incident a significant chance of not being just a random event.  It seems like these "Intercept" events are executed with a cop pulling in front of their target from a side street at "just the right time" rather than just by passing in an adjacent lane of traffic.  It apparently takes a covert observer to let the marked car when to make their moves.   Just like other bullies with inferiority complexes, these individuals just keep on "having to have the last word".  Hmm...

<070310>  Yesterday arriving at the grocery it was noticed that the firetruck was parked in the pickup lane as it had been in the incident of <060209>.  I sat in the car for a minute or so thinking about what groceries were needed and just happened to have parked with a clear view of the firetruck.  I sat there for a minute or so and nobody got into the firetruck.  The driver's side was clearly visible.  Immediately upon my opening my door the firetruck pulled away.  Was this intended to be an unpleasant reminder, MO5,  of the payback incident of <060209>?  Hmm...

<070319>  Today I changed my usual routine and went to the thrift store instead of going to the food court at the mall for breakfast.  When I was pulling into the grocery at the mall a cop car pulled around the corner at the other end of the pickup zone just after I entered the zone.  He came rather quickly but had to stop abruptly as a pedestrian stepped off the curb in front of him so our paths didn't cross as he perhaps intended.  I then saw him as he left the lot.  Kind of a coincidence for him to be making a pass in front of the grocery as I was entering and just before he was leaving but perhaps not totally suspect.  It could have been construed as an <MO3> reminder of the distasteful firetruck incident of <060209>  however. I had forgotten something at the thrift store so I briefly returned there before coming home.   There were two hangup phone calls during the day and this evening the neighbor's signal window had a light on in it when I happened to go out so it appears that I dodged another bullet in front of the grocery earlier and even repeated the unexpected trip to the thrift store that had apparently set them off in the first place.  Don't usually get that lucky but there may be a "get even" event tomorrow - we'll see.  Hmm...

<070323>  There didn't seem to be an immediate followup on the misque above but I went out this afternoon and this was across the street.  Probably just a general attempt at a Friday put down since I have not had a harassment action in a few days.

<070409>  Yesterday a firetruck was parked prominently in the pickup lane of the grodery when I arrived.  When I went in a fireman was talking  with a big smile on his face on the telephone at the prominently placed help desk.  This seems suspicious for the following reasons.  1) I have very nearly eliminated the use of the telephone as a harassment device (that I can supposedly can do nothing about). 2) I have done something to nearly eliminate the inability to respond to harassment on out of town trips. 3) I have made a number of telephone calls revealing that I will be taking a one day out-of-town trip today that have possibly or likely been monitered. ) 4) Why did the fireman choose to use this non public telephone on this particular occasion instead of their numerous cell phones and loud radios.  Possible Conclusion: this was probably staged to try and regain the psychological advantage of the use of the telephone as a harassment tool.  Hmm...

<070504>  I was out at the thrift store this evening and a cop wondered "so casually" by me.  A minute later he walked down the next isle past the direction I was facing.  He must be interested in the same things I am or more likely was doing the necessary Friday <MO3>.  Hmm...

<070507>  Emailed an update (of this website) notice to the Montgomery County election board list.  This was repeated <070512> because it was feared that the list had not been included correctly in the mailing form.

<070512>  Yesterday I went to the two big thrift stores looking for something I need.  After leaving the first and walking up to the second I noticed (was confronted with actually) a police cruiser parked directly in front of the door.  As I approached a woman police officer got out and I had to make way for her walking through the entrance together. This MO has been used several times before - maybe not recorded since it was in the early days.   This is the same store where the second event recorded in <061113> happened.  Last week on around <070503> or <070504> a similar <MO3> event was placed at the first thrift store as shown in the picture.  This is just to the left of the parking lot entrance where the event of <061113> was reported.

  Both these events seem like reminders to me of unpleasant surprises from Montgomery law enforcement on Fridays at both these places.  Could the two "coincidences" I am reporting here be the use of their "tapering down" <MO1B> to stay below the radar of consistent harassment proof?  As the news show says - "We report, you decide".    Hmm...

<070606>  The following is one of those cases where the possible significance of the events was realized after the fact so that the dates are not remembered for sure and may be a day off.  However it is thought that this is worth revealing since it shows the pettiness of the police or at least the the thoroughness with which they pursue their pathological objectives.  Last week on Thursday after a day trip to New York city in which no affronts were encountered I drove from the parking lot close to the food court to the parking lot at the grocery.  Usually I walk this trip but today I drove.  I  unintentionally parked facing the location (not visible) where the <051128> event occurred and just stayed in the car for a few minutes.  A MC cop car pulled into that lot and then exited it shortly with lights going.  A minute later another MC cop car that had not been seen earlier slowly left.  He probably or likely was sitting in the <051128> location.  It seemed possible that I had "dodged a bullet" by driving to the grocery parking lot and not walking past the unavoidable point where the <051128> reminder situation was to be replayed.  Next day, Friday,  at the thrift store a cop walked by talking loudly into his radio/phone in a replay of the <061113> situation, perhaps to make up for the failure for the previous day.  This all is more likely in light of the fact that no response had been made for my mailing of the update notification of <070507>.  Possibly these two events were coincidences but probably not.  This is the situation that the police have set up (positioned themselves for) to allow convenience and lack of trackability in their harassment activity.  Hmm...

<070609>  Yesterday the same cop showed up in the thrift store again in the area I am usually interested in.  This time he stayed for a considerable time in the very next section examining baby clothes.  Again it was a Friday and he must have thought that he had left something undone the previous Friday. Maybe my muttering was inappropriate.  Hmm...

<070617>  This one is a little bit complicated and doubters should skip this EVENT.  Only those wanting to learn something of police psychological methods and behavior need read this EVENT and it will take some reflection to understand.  Over the past several weeks the author succeeded in insulating himself from the overbearing   "attention" of the security officer at a mall.  He cannot say how this was done at present however it was felt and undoubtedly understood by all that this situation had been achieved.  The establishment undoubtedly felt that something had to be done about this situation and the following pre-weekend put-down occurred.  The author had sat down in an area different from his typical location and near a recent acquaintance who had had to leave shortly before.  A young panhandler came up facing the author and said rather straight forwardly, "Can I have a dollar for a drink".   Your author felt somewhat annoyed but gave him a dollar.  It then occurred that a panhandler event had been encountered several years earlier under similar circumstances, i.e., when the authour had successfully fended off a flurry of previous activity of personal affronts.  It is not remembered when this occurred however the strategic psychological situation is remembered from that time several years ago.  To continue this story however the author then turned to see where this panhandler had gone and he was walking very overly non-chalently around the area making a show of possible approaching others for money but never actually making the request.  He then disappeared and had been in the area for less than two minutes.  Perhaps 10 minutes later upon getting up to leave the author noticed the guard walking by at a distance across the exit where the author needed to leave to get to his car. This should be recognized as a perfect set up for future <MO3>'s.  Could this whole thing possible have been executed as a planned affront to the author considering the approaching weekend and the psychologically strong position the autor had established?  Could the panhandler have been an undercover private security person?  Could the unavoidable view of the decietful security guard have been a restablishment of control by being a typical "departure or closing shot <MO3>"?  Hmm...

<070619>  When eating at the food court tonight a security truck pulled up outside the door with its lights flashing. A security guard that had been standing inside the door walked out and they stood there for over 15 minutes.  Te truck left as I left.  Hmm...

<070622>  Yesterday when I left the eatery after breakfast a cop car that had been parked in one of their reserved spaces noisly started up their car and pulled out as I walked by.  There appeared to be two in the car although I did not get a good look.  Later at the mall a uniformed MC cop waked down the middle of the eatery until je just passed in fron of me and then turned and sauntered back the way he came.  An <MO3>for this Friday?  Hmm...

<070702>  Today after almost finishing breakfast at the eatery the "Coat Stealer" showed up at the table with some of the people that he used to sit down with.  The group has gotten smaller since he was very active and stole my coats.  After he rollled the balloon with the candidates name on it around on his sholders for awhile he quickly turned and left.  He did not do his "campaigning" at any other table before as I saw and definately not afterwards.   I followed him out to the parking lot and took this sequence.  Strange that a "campaigner" would only be interested in "campaigning" at one table and leave in such a hurry.  Notice the mocking "thumbs up" in the last pic.    Hmm...
   

<070711>  Yesterday I took the Metro to the car repair garage.  I was sittng in a seat next to the window by myself and a guy came up from behind and put two $10.00 bills on the seat beside me and mumbled something rapidly like, "Do you have change? - I'm a cab driver."  I picked up the billslooked at them and put them back down and said,"What do you want, a $20.00?" He said," Yes".   I got my wallet out and gave him a $20.00 and picked up the bills again.  Next thing I knew he was holding out his hand with a $1.00 in it and looking at me questioningly.  I asked him what he wanted and he said I had given him a $1.00 and owed him another $19.00.  I told him I had given him a $20.00 and was not going to give him any more money.  I knew I had no $1.00's in my wallet because I had used every one of my bills smaller than $20.00's at the Metro ticket machine.  Her was obstinate as was I.  I told him I was getting off at the next stop and we could discuss this with Metro personnel at the ticket kiosk.  He said he was going further on the metro.  I repeated that I was getting off and was going to tell the Metro personnel about this.  He had to step aside slightly in order for me to exit the seat and then as I was going towards the door he moved forward toward the door with me and flashed the original $20.00 that I had given him at me.  I called him a crook and warned the other passengers to "watch him". He got off the train behind me and got ahead of me going down the escallator exchanging words the whole way.  He kept saying, "I'm a working man".  He walked rapidly off while I was trying to get a Metro employee to come out of the kiosk and talk to me.  He was gone by the time the employee came out. I told the metro employee this story and reached into my right hand pocket where I had stuffed the two $10.00's  from the scam artist.  I was surprised to find that they were not there and must have been "picked" from my pocket by the scam artist  as I was getting out of my seat and just before he flashed the $20.00 at me.  The Metro employee said he said he was going to report it to the Metro Police.  I stopped in at the Silver Spring police station and reported it there and the officer(Sgt.) said I ought to report it to the Metro Police.  I got the phone number to call back at the Siver Spring Metro Station after picking up my car and called them that evening.  Two Metro police came over and got this story shortly thereafter.  This event has not happened in isolation and it seems with the increased harassment-like activity recently; as mentioned above and also with activity of the "deceitful one" at the eatery (details not included here),  it seems that this might have been contrived by the brotherhood to keep the pressure on me.  I give it about a 40% chance at this point. Another observation :  The scam artist was wearing a heavy long sleeved pullover athletic type warm-up sweat shirt even though the weather was very hot and uncomfortable even for the lightly dressed. Weather reports indicated over 100 degrees and high humidity at this time.  It seems hard to doubt that the long sleeves were part of his ability to make the paper currency items appear and disappear so miracuously and also may indicate that he was sleeping outside overnight.    Hmm...

<070712>  The "coat-stealer" followed me into the mall today in his car.  I took this pic and he followed me into the eatery with his "candidate" balloon shown in <070702>.  None of his audience was there and he did not stop in the eatery. I forgot to check to see if his car was there when I left. 
This followup from <070702> was done in order "to get the last word" since my getting his pics on the previous event as he left was my success and his failure. They definately are the ones who value the "parting shots". Also one should consider here:  How did this guy know to come back at this time?  Who told him that I had made an acquaintance at the eatery which he was interfering with in his early activity?   There is obviously feedback from the eatery to this guy's organization.   Hmm...

<070718>  This afternoon when I approached home this is what I saw across the street.
I drove up past them and into my parking area and took this pic.  This is probably not just coincidence although the implication is not obvious.  The "coat stealer" activity and my flash pictures are probably related.  Hmm...

<070804-8>  They have been busy lately it appears.  A big overweight guy showed up and just happened to walk out just ahead of me as I left.  THen several days later this femle one walked by close t where I was.  She didn't go anywhere else in the store but just left and got in her cruiser and went next door.       Hmm...

<070817>  Several examples of collusion between the police and a   security agency and the tie in to identical cultural behavior personalities was illustrated in the last several days.  Wednesday<070815> the decietful security person disappeared from the eatery and another one along with a very outspoken and aggressively moving young man in a very white shirt intercepted me as I was walking out of the food court.  I had started another sentence here but coming back to the editor later for the entry below I had forgotten what it was.  So I eliminated it and went to the event below.  Hmm...

<070912>  Just got back from a trip to Branson and there are definately harassment events to report on this trip.  And a very psychological surprise was waiting for me upon returning too.  Got to Branson very late in the nite/morning of <070905/6> and saw the show on <070906> with no incident.  After going to bed on <070906> the phone rang once.  Hmm...  Slept in very late next day and got to the 8:00PM evening show very late just before the finale'.  As I approached the auditorium from the parking lot I saw a bright red jeep type vehicle parked right outside the external doors and it had "Fire marshall" and all kinds of official fire department markings all over it (just like at the grocery).  Hmm...   As I was walking through the theater lobby a young fat guy slowly intercepted me via the snack counter as I approached the auditorium entry.  I nodded slightly as I passed him to a completely impassive stare.  As I was about to open the door I heard a loud and demanding,  "Sir, excuse me sir!".  I stopped and turned around looking at him questioningly and he took his time and said, "Do I know you from somewhare?".  I said, "I don't know, do you know me from somewhere?".  He said, "I thought you looked a little familiar" - all his statements very loud and not very friendly.  I said, "Well,  I have been here many times before".  He lurched forward and held his hand out and we shook hands and I turned and went into the auditorium and saw the finale' of the show.   I, of course did not like the implications of this encounter since it had all the aspects of an in your face <MO3> with the fire department vehicle parked where it would not be missed and even the letting me get by so that he approached me from behind as I was about to leave the area of his influence.  His lound and not very friendly manner was part of this aalthough I had no reason to tie him to the red fire vehicle at this time.  After the show he was wondering around in the lobby with the audience in the audience-cast interaction area always following this show.  Finally after things thinned down I headed toward the door and the fat guy standing outside talking with someone bolted towards the fire vehicle in front of me and loudly and abruptly drove off before I couod cross the street in front of him.  He also came back along another street as I was headed toward my car.  Hmm...  Next day, <070908>, as I was approached the auditorium for the eveniing show there was no fire vehicle obvious this time but the fat guy was standing prominantly out in front of the doors to the lobby.   I did not try to avoid him and walked in front of him and he said something like "Good evening" in his unfriendly and irritating voice and I said, "Go jump in the lake".  He said, "Keep on walking", in a not very surprised tone to my  remark as if he was not surprised at all by the unfriendly nature of it in this ordinarily amiable environment.  I said, " Keep on walking yourself.".  After the show he seemed to be "walking by" (in my face) at various opportune times and as I was leaving the auditorium he again just happened to be crssing my path as I was about to exit to the outside.  I turned and went back generally to the inside where there were still numerous people intermingling.  At the next day's, < 070909>, final show he was nowhere to be seen which somewhat surprised me but was undoubted meant to indicate that he had sufficiently interfered with my enjoyment of the shows to declare victory with no further effort needed on his part. As an insight into this guy's demeanor one can recall the overweight computer expert in the movie "Jurassic Park" who was trying to sell dinosaur DNA and was eventually killed by one.  The resembelance is striking. Hmm...  As a final chapter to this trip experience it was noticed that the newspapers that are daily thrown into the front yard had been picked up and deposited beside the paper recycling bin to destroy the appearance that no one was home for the period and thus help protect the home from vandals using this as a key.  Well, not so fast here.   This was not at all a friendly and considerate gesture.  It was again a method of insinuatng that my methods of effectively dealing with harassment on trips has not caused any grief for the perpetrators.  I do have a method of effectively dealing with harassment on trips and this has undoubtedly caused the police the need to try to indicate to me that my methods do not bother or hinder tehm.  My method obviously does work very well for them to adopt this "acting nice routine" which they never did before.  This method might possibly be useful to others however I do not feel that I can make it public at this time - maybe some time in the future.  I am not completely out of reach for someone needing help.  So Hmm... to this last chapter too.  All-in-all a nice trip and to find that police psychological harassment can effectively be psychologically counteracted makes it even better.   However still alot of Hmm...'s these days.

<070917>  This is another datapoint on cooperation of the devious private security and uniformed police on harassment.  Lately I have parked where the devious one cannot determine where to be in order to do an <MO3> when I leave the food court.  Previously they didn't know if this was because the parking lot was being relined or in order to park my car out of the sun but today it was obvious that my parking spot was not dictated by the sun or lot maintainance.  The devious one was not at the door when I left the eatery but two cop cars were parked across the street just as on <070718> above in another obvious <MO3> when I returned home later.   Hmm...

<070929>  Very early this morning, 1:50AM, I stepped outside for a breath of fresh air before going to bed and a car crept slowly down Forest Glen from behind the house from the West to the East and turned slowly coming towards me onto Reddick.  He stopped about 30 feet from me and the intersection and turned around by stopping and backing up and turning in the direction that pointed his headlights at me.  He did this so slowly that I thought he was going to stop and ask directions .  However he kept on turning and turned back onto Forest Glen heading slowly East again.  This sure looks like a repeat of the headlight shining of the neighbor and the spotlighting by the firetruck<date>.  It also fits in with the fact that no pre-weekend insult was performed earlier in the day.  Hmm...Later that day -
Later around 11:45 on <070929> I went up to the second floor and there was a little red car parked part way down the driveway as they have done in the past.  This red car has the license number TKF 2518 (MD I assume). I took this picture and the flash unfortunately went off and then shortly thereafter the car drove away. Two guys were in it. Hmm...

<071003>  Cop cars were parked in the park across the street a la <MO3>  when I got home today at about 4:00PM.  Hmm... usually they are there at noon.  Getting pushy makes sense since the suspicious (undercover ?) character came up beside me at the library on <071001> (or <071002>, not sure) and was pretty ineffective. My schedule for the last couple of days has been more irregular so their usual interception points have not worked.  Without the deceitful one at the food court doing his <MO3> activity the cops themselves seem to be getting more active.  Hmm...

<071009>  Yesterday I went down to the Smithsonian to photograph some details on a display that I had seen earlier.  A security guard shortly appeared beside me writing something on aclipboard and looking in another direction.  Hmm...

<071011>  Today at the food court a panhandler came up to me to ask for a handout which I declined. Panhandling is not permitted at the mall and I looked around briefly for the "decietful one" (the security guardof <date>) and didn't see him.  The panhandler stopped by about five other people and disappeared and the guard then appeared at the position as close to me as he can get while still staying in the major pathways where he usually stands and stares in my direction.   He looked off in the direction where the panhandler had disappeared and then stood there and stared in my direction (to get the last word in this situation) for about 10-15 minutes before disappearing from my view again.   He, without exception, disappears from my direct view when I am close to finished eating and then "just happens to, <MO3> wise", appear as I leave the food court.  I would have taken his picture but this is apparently against the shopping center rules and is the reason the police always make an appearance <MO3> wise when I have taken pictures in the past.  This does however show the harassing attention the security guard pays to me whenever I go there.  On his days off nobody else seems to bother me.  Hmm...

<071031>  Today I left the food court having successfully counteracted the attempts the deceitful security guard to "get the last word" as I left the premesis.  Immediatly following at the thrift store a guy rather unusually faced directly at me and said "I want to look at something" as I was looking at a dis[lay of items hanging in plastic bags on a wall.  He seemed more interested in moving me out of the way than going directly for some item on the wall it later seemed to me.  I gove this a better-than-average chance of having been a "back up <MO5> and <MO2> in order to eliminate my success at having had a good esperience involving the food court that morning (and therefore by implication, perhaps any and every morning in the future).  This rather intensive and frantic follow up using the technique of suspicious and somewhat abusive behavior by an unknown stranger to counter act an unsuccessful harassment setup is a well documented behavior as the careful reader by now well knows.  This was a perfect opportunity to obtain another piccture of an under cover cop in action which unfortunately did not occurr to me at the moment.    Too bad.  Hmm...

<071105>  The story related to the above incident is not over apparently.   Today as I was leaving the food court the "deceitful one" was standing at the exit I had come in and as I approahed he slowly started shuffeling away so that he did not have to look at me as shuffled by him leaving.  He shuffled to a payphone as did I and then I exited.  Later, upon my exiting a parking lot in downtown Silver Spring two cop cars (with cops) were lined up parked and facing the entrance that I had gone in so that I could not avoid seeing them.  And they need to hire more cops?  Is this a "getting the last word <MO5> or not?  Hmm...

<071122>  This is the second anniversary of this website which was started on Thanksgiving of 2005.  The harassment has gotten more subtle but it still goes on.   This website has been very useful in dealing with this sad state of affairs - the exposure offered has certainly made a difference in how the brotherhood operates.

<071205>  Yesterday I was sitting and talking with a friend at the food court and about two or three young hispanics with crew cuts came and sat down at the next table in the direction we were both facing.  Almost immediately the one facing away from us turned around and gave an unpleasent glance in our direction.  I mentioned to my friend that I was talking loud so that the could hear me since I couldn't hear my friend very well and had to have him repeat several time.  My automatic response to talk louder so that he could hear me was triggered by the fact that I could not hear him and alsoo the genreal quite high noise level in the court.  I mentioned this to my friend and the hispanic across the aisle turned around with the same glance. When leaving the food court the "devious one" was standing at the exit "declaring victore a' la. <MO1B>.   Then later in the early evening I was at the court getting a hamburger and a county cop in uniform came up and sat down facing away from me at a table across from me and one table down the aisle. This is a further followup technique a' la <MO5>.   Were all these seemingly innocous events all related?   Probably.  Hmm...

<071209>  The goons seemed to have changed some strategy.  For the last week the devious uniformed security person at the food court has not been present but the young short stocky crewcut hispanic cleanup person mentioned above seems to have taken his place.  He and his friend sat at breakfast at a nearby table a few days ago and his friend sat there smiling at me after he left.  Then Saturday <071208> morning he "just happened" to come into the food court <MO3> style as I entered and disappeared and then came back and was liesurely eating.  As I left I walked by and hesitated nearby and then walked through the food court before I made up my mind to walk to the grocery. This and someone saying a friendly "hello" to me as I entered the court must have been too much of a setback for the goons to accept since on my long walk to downtown Silver Spring a buch of dark suited men were standing on my path to the area.  As I approached them another one arrived and as I passed he or another one followed me for about fifty feet or so back in the direction that he had approached.  I could not discern if these were cops or not for sure but they were standing around the parking lots for an upscale restuarent so I assumed at the time they were working the parking lots but in retrospect I suspect they may have cops executing an <MO2>" intercept".  Why so many high priced looking individuals all wearing black clothes standing around talking to each other?   Was this a get even or warning thing?  If my suspicions are true this is a prime example of the brother ganging up on an unfortunate individual who outsmarted them as individuals    It is ceratinly not ethical police work. Hmm...

<0712012> On my walk to downtown Siver Spring on Monday<071210> evening, a cop car was parked in a driveway in an unoccupied house next to the restaurent mentioned above.  It blocked the walkway and traffic was so bad that I had to walk in fornt of the car (headlights) to pass.  This after again dealing with the service person at the food court earlier.  There was not much business at the restaurent and cop car was empty.  Was this an <MO5> "tapering down" to back up the event above.  Hmm...

<071215>  It appears that the failures of the harassment events above required them to bring in the heavy artillery. 
 

The "coat stealer" returned yesterday, Friday, in all his entertaining deceit and his political balloon(see<070702>.  He did some carol singing and hopped from one group to this one and then sat down and ate something then left. I suspect he may be back before the season is over as a backup to this.  Hmm...

Can't predict whether he will be back abain or not.  Probably will but it is naot as sure a bet as above.  Hmm...

<071220> Yesterday the "coat stealer" walked by just as my friend and I were seperating at the food court.  Hmm... - probably watching from a distance like the "deceitful one" does to make an <MO3> just as one is leaving, an <MO2> really.  This and the dismal failure of their two previous events above required a uniformed overweight woman cop to follow me to the thrift store again where she turned up her radio as she walked behind me so that she knew I could not ignore her.  This is the Christmas Season too.  Hmm... Explaination: The two failures referred to are the failure of the "coat stealer" to get the "last word" at the food court as a result of my friend showing up later.  Significant is the question, "How do they stay so coordinated?"  The answer obviously is that they are the brotherhood.   Hmm... again.
