PROFESSIONAL EXPERIENCE: Over 30 years experience in increasingly responsible positions with 23 years in program management, intelligence and security. My positions have included the responsible for task initiating, organizing, managing, directing and monitoring the development and implementation of the overall technical aspects of the program in IT and Engineering environments. I have been responsible for business development and marketing, and development of political strategies and sales tactics for those Federal Agencies / Departments / Organizations supporting U. S. National Defense efforts. My experience includes the Federal Communications Market addressing DoD Agencies. I have a BS/MA degree and have superior written and oral communications skills. Top Secret Clearance.

Thirteen (13) years of my experience has been with Federal Agencies with responsibility for:

National Security and Intelligence Policy development.

Implementing and directing National Policy.

Nuclear Weapons Security.

Intelligence, Information and Operations Security.

Twenty-three (23) years experience in Program Management.

My operational experience has been on Government facilities, including Government and commercial nuclear facilities, military bases, hospital complexes, and commercial/ industrial establishments.

Relevant Education I have an undergraduate degree in operations research/management (all MBA courses as an undergraduate) and a graduate degree in criminal justice and have demonstrated success in the application of sound management principles in establishing and achieving program objectives.

I have extensive experience and demonstrated success in operations, intelligence analysts, policy development, staff building, directing, planning and management, finance/budget, engineering, designing, writing specifications, development of criteria, testing, and analyzing the effectiveness ofsystems and programs.

I hold a CPP status with the American Society for Industrial Security.

EMPLOYMENT HISTORY:

Advanced Engineering and Research Associates Inc (AERA). 12/2002 to Present, Regional Manager for the Navy and Marine Corps Internet with responsibilities for the change out of the Navy's intranet to an outsourced seat managed program. Responsible for the Washington Naval district's change out efforts, including server farms and security requirements.

Science Applications International Corporation, 10/88 to December 2000. I was a Senior Program Manager, working for the US Department of Energy. My projects included intelligence and security liaison with National Intelligence Agencies, Nuclear Command and Control System, DoD C3I (Nuclear Threat), FBI, NSA, DIA, NRC, and DOE intelligence and secuirty programs/projects, management of operations, program development and implementation, physical and information security policy development and analysis, systems engineering policy, management of multiple tasks and diverse matrix organizations, including cost and financial data and budgets

Last assignment from June 1994 to December 2000 was as the Senior Program Manager for the DOE, Policy, Standards and Analysis Division, NN-512.1, Protection Program Operations as the primary liaison offficer with other Government agencies for the National Threat, and security policy. In this position, I directed the development of DOE policy and requirements for physical protection systems and issues, the risk/threat programs, provided interpretation of DOE physical protection Orders and requests for deviations and clarifications, and provides original research on new physical protection systems policy such as the DOE Standard Badge Design Guide, the DOE security system functional specification, and the DOE Explosive Detection and Performance Testing Programs. I also provided liaison with DOE's Defense Programs and the U.S. Nuclear Support Staff on Nuclear Weapons protection issues. In addition,I assisted the Physical Security Branch Chief in research and development of physical protection systems, advance concepts to meet the future needs of the DOE complex, and the development of physical protection training programs and courses to implement physical protection systems requirements.

Prior to his present assignment, I was the senior program manager for the Department of Energy, Deputy Assistant Secretary for Military Applications and Stockpile Support (DASMASS), DP-20. I directed the program that provided oversight and review of Safeguards and Security physical systems aspects of the DASMASS programs. His responsibilities included the design of site physical security, review and input into Government wide Master Safeguards and Security Agreements, Site Safeguard and Security Plans with vulnerability assessments, security surveys, DOE orders and other action items as required by the DOE contracts manager. In support of the Deputy Assistant Secretary for Nuclear Materials he has responsible on tasks from conducting a self assessment prior to the OSE annual inspection and evaluation, to preparing Limited Area Security Agreements, to development of Weapons Data (Restricted Data) orders and policy, and to participation as a primary member of the "Blue Ribbon" panel that investigated the tritium reactors at the Savannah River site.

NUS Corporation from 10/1984 to 10/1988. As the Program Manager within the Engineering Department, I provided direct hands-on security systems engineering management. I provided client liaison, directed project engineering and design activities, and was responsible for project schedule, budget, and formal client communications for all projects. As Project Manager, I was responsible for the coordination of nine (9) multi-million dollar security upgrades which included redundant computers, closed circuit television (CCTV), access controls, barriers, and intrusion detection. Project assignments included security system specifications and upgrades, nuclear site security computer replacements, defense robotics, and security consulting.

Stone and Webster Engineering Corporation, Supervisor Security Engineering, 10/1978 to 1/1984. I was the chief of the section responsible for all security engineering and consulting services on all security projects and tasks. The security engineering projects managed included a variety of power and industrial security management projects in addition to engineering tasks at Indianapolis Power & Light, Long Island Lighting Company, Detroit Power & Light, U.S. Steel, National Steel, Central Illinois Power, United Illuminating, Georgia Power, Virginia Power, Gulf States Utilities, Carolina Power and Light, Stone and Webster Headquarters - NY, and numerous others.

U.S. Army My military service includes 11 years active duty in the U.S. Army Intelligence and Security and 11 and 1/2 additional active years in the National Guard. I retired from active service in 1984 as a senior field grade officer.
