I am Clay E. Higgins, CPP, an independant Executive Security Management Consultant that provides management consulting to businesses, industry and Government agencies.

I established this Executive Security Consulting Service as a business sevice by a security professional who has been there, directed the security of a major corporation, and operated security buinesses. His philosophy is that security organizations, as a whole, are inefficient, and improperly managed. Many security organizations have reached unacceptable levels of inefficiency, inequity, and cost because of lack of strong upper management direct. It is imperative that a new security program be developed that can meet the emerging challenges in the last years of this century and the first years of the next.

Our security policies and services must realistically match the threats we face.

In many instances, the security measures currently employed are excessive in terms of threats or not linked to threats at all. In the absence of a defined threat, security policies are based primarily on the availability of resources. Therefore, the missing critical element or link for making smart security decisions is a defined threat. Using threat based risk management, a rational, cost-effective, and enduring framework can be laid as the underlying basis for security decision making.

In the past we always used the worst case scenarios as the basis for the most of our security planning. Many times the probability of an adversary's success was very small and the cost of protection was very high.

Some inherent vulnerabilities can never be eliminated fully, nor would the cost and benefits warrant this risk avoidance approach. In most cases it is possible to balance the risk of loss or damage against the costs of countermeasures and select a mix of security protection measures that provide adequate protection without excessive cost or adverse impact on operations.

Striking that balance is what we are all about. Since 9/11 it's been the fad that money is the answer to security. Money helps, but does not provide the complete answers. Security cost still must be controlled. A comprehensive and realistic security plan is the first step to sensible and cost effective security.
