Dear Mr. President:
I want to assure you that I was deeply distressed to learn of the unfortunate incident involving the Ambassador to the United States from Chad. I have today issued to the press the enclosed statement.
I also want to assure you that I consider this matter to be of the utmost seriousness, and I pledge to make every effort to prevent a recurrence. I believe that a series of steps which I plan to take in the next several weeks should do much to insure (sic) that in the future representatives from foreign governments will be able to travel through Maryland without fear of humiliation.
