Whenever there are diplomatic representatives of foreign nations visiting in this country who may have occasion to be in this state, if you will notify my office, I assure you that every effort and all arrangements possible will be made to see that they receive the proper treatment and courtesy while in this section, either on business or pleasure.
However, if some of these people, prompted by their Communist advisors, deliberately seek to create situations which will bring about incidents then, of course, it will be very difficult to prevent them from doing so.
On the other hand, if they are sincerely interested in representing their country or in learning whatever they can of the people of this section, and they sincerely wish to so conduct themselves and to be so received as to promote friendly relations between this nation and the countries they represent, then I am sure there will be no difficulties whatsoever in this state.
