Our Constitution must be adapted to modern times. It must provide for the future growth and progress of Maryland.
Our judicial sytem must be modernized to provide for the non-partisan selection of well-qualified judges at all levels and end the system of part-time trial magistrates.
There should be greater home-rule for the counties -- elimination of the large number of local bills that tie up the legislative process.
The new Constitution must be prepared to deal effectively with the complex urban and industrial way of life in Maryland while preserving fundamental liberties throughout the State.
No one can foresee all the changes yet to come in the years ahead, therefore, the Constitution must be prepared to preserve all the basic rights and hold fast to the traditional separation of the Executive, Legislative, and Judicial branches of government.
Maryland's new Constitution should permit our government to keep pace with Maryland's population and economic growth.
