Rose Sachs -- President

Sachs photo Prof. Sachs has been with Disability Support Services at Montgomery College for the past twenty years. She is a founding mother of the Learning Center, the College Access Program (a developmental program for students with learning disabilities), and the Assistive Technology Laboratory.  Rose is a counselor and diagnostic/prescriptive learning specialist for students with disabilities, as well as department chair.  She has an MSW from the University of Maryland and is a certified clinical social worker.  Rose is currently pursuing research in Disability Studies, an emerging field of scholarship in which disability is viewed as a minority model and social construct.  She was a member of the negotiating team for the current faculty contract.

     Rose is involved in a variety of area coalitions, disability-related community groups, and professional associations.  She is from and continues to maintain her ties to New York, both in time spent and attitude.  Her interests include the arts and women’s issues.  She is an accidental gardener and occasional gourmet cook. Her most valued assets are her three (plus one) children and six grandchildren.  Rose shares her home with a Saint Bernard. 


Harry Zarin -- Governance Liaison/ PastPresident

Prof. Zarin started at MC in August, 1993 and continues at the Germantown campus as an Associate Professor/Counselor providing personal, career, transfer, and crisis counseling to students and assisting students with their selection of classes.  He teaches student development classes including Study Skills, Career Development, and College Survival.  He coordinates the provision of disability related services and accommodations on the Germantown campus, which also includes providing training and consultation with faculty as needed. He has served on and chaired the College wide Advising Committee, the ADA Compliance Committee, and was the Chapter's Chief Negotiator in 2000.  He then served as President of the MC Chapter of the AAUP for the next 3 years.  As part of Banner Implementation Team for 3 years, he assisted several other counselors in the development of a training program and training materials and trained the faculty and staff at the College in the use of the new student information system. 

Prior to joining MC, Harry worked as a Rehabilitation Counselor for a private company that specialized in helping workers compensation recipients return to work -- both a challenging and rewarding job.  He worked at The American University for several years as the Associate Director of the Financial Aid Office, and for 10 years at Gallaudet University both as Job Placement Counselor and Assistant Director/Vocational Rehabilitation Coordinator.   He has also worked as an interpreter for the deaf on a part time basis for over 20 years.   Harry has a BA in Psychology and MS in Rehabilitation Counseling from West by God Virginia University.  While at the University he was a buff member of the gymnastics team for four years and cheerleader for two years.  Harry, his wife Starr – an interpreter for the deaf at Barnsley Elementary – his daughter Jordan, and Zoe the beagle live in Rockville, Maryland.

Tracey Smith-Bryant - Vice-President/Takoma Park

Dr. Smith-Bryant is a Professor of Psychology at the Takoma Park/Silver Spring Campus Psychology Department.  She earned a Doctorate in Psychology from Howard University and graduated magna cum laude with a Bachelor of Arts degree from Hampton University.  Tracey teaches a variety of courses for the college, which includes General Psychology with honors, Introduction to the Psychology of Personality, Psychology of Women, and Introduction to Women’s Studies with honors.  In addition to her teaching responsibilities, she is faculty advisor to the Psychology Club.  

Dr. Smith-Bryant has membership with Psi Chi National Honor Society, Beta Kappa Chi Scientific Honor Society and the American Psychological Association.  She volunteers with Sisters Network, a breast cancer survivorship group. Tracey enjoys reading, exercising, watching Scooby-Doo cartoons, and spending time with her husband and their four pets.

Bill Talbot -- Treasurer

Professor Talbot began his first year of teaching at Montgomery College as an Associate Professor in the fall of 2002. Prior teaching experience includes Hood College in Frederick, MD at both the graduate (MBA) and undergraduate level. Prior to Hood College Bill taught at Texas Woman University in Denton, TX.

Prior to teaching, Bill owned and operated his own business for eleven years before selling the business in 1996. Bill has been an active CPA since 1991 and is a member of AAA and MACPA. Bill received his MBA in Management from Golden Gate University in 1983. Prior to owning his own business, Bill spent six years in the USAF flying F4Gs. Bill lives in Dayton, MD with his wife, Laura, their son Christopher, and their daughter, Lauren. Their oldest son Mark works for IBM in Austin, TX. Their middle son is active duty US Coast Guard in North Carolina. In his spare time Bill enjoys jogging, bicycling, and camping with the family. The family dog, Buddy, a cocker spaniel, loves staying at home.


Ken Weiner  -- At Large/Rockville

Dr. Weiner is a Professor of Mathematics at Rockville who is in his 34th year as a faculty member at Montgomery College. He holds a Ph.D. in mathematical statistics from the University of Maryland. During his tenure at MC, Dr. Weiner has been involved in numerous College activities outside of the classroom, including a stint as Department Chair from 1980-83 and a 15+ year continuing role as a faculty research associate in the Office of Planning and Institutional Research. In the latter capacity, he has authored studies on the effectiveness of the College’s assessment testing and developmental education programs, and continues to be responsible for developing College enrollment projections. From 1986 through 2001, Dr. Weiner has been actively involved with the College’s AAUP Chapter, serving almost continuously as President or Chief Negotiator, in a time period during which Chapter membership has increased from below 50% to over 70%. In particular he was Chief Negotiator for the full contract negotiations in 1989 and 1995, each of which resulted in six-year agreements on non-salary issues. He served from 1998-2001 as a member of National AAUP’s Committee V on community college matters.

More recently, Dr. Weiner has become a published expert in the field of Outcomes Measurement, and has provided training and individual consultation in this area to over 200 non-profit organizations in Montgomery County. In appreciation of that effort, he was a finalist for the Montgomery’s Best 2001 Honor Award. Currently, Dr. Weiner has the primary responsibility for developing and implementing an outcomes assessment plan for the entire academic program at Montgomery College. He is also co-Director of the College’s Biomedical Scholars Program, and in 2003 was presented with a National Role Model Mentor Award by Minority Access, Inc. Over the years, Ken has also had the distinction (?) of performing as the emcee and/or humorist(?) at major College functions. His ascension to this position is undoubtedly a result more of courage than of talent. His personal interests include golf, basketball, and the stock market, with equally mediocre results in each.

Trudy Cohen -- At Large/Takoma Park

Professor Cohen joined the MC faculty initially in 1983, as a part-time clinical instructor in Medical-Surgical Nursing in the Nursing Dep't. at the Takoma Park Campus.  She has been a full time faculty member since 1989.  Professor Cohen teaches in a variety of courses including Medical Surgical Nursing, Foundations of Nursing, Nursing Leadership and Pathophysiology.  She coordinated the Medical Surgical Nursing component of the curriculum for 10 years. She holds two advanced practice certifications as a Medical-Surgical Clinical Nurse Specialist, and as an Adult Nurse Practitioner.  As part of her role as Nursing Faculty, she also works as an Adult Nurse Practitioner in a community clinic for the underserved.

   Professor Cohen earned her BSN at Hunter College. her MSN at Catholic University and her Post- Master's Adult nurse practitioner Certificate from George Washington University. She is a member of sigma theta tau National Nursing Honor Society and Alpha Eta Honor Society of allied Health.

   She has served a two-year term as AAUP Takoma Park Vice President, and is presently the Takoma Park At-Large member. She has also been a member of the Takoma Park Faculty Council, Speaker's Bureau, the Nursing Curriculum Committee and the Cultural Diversity Committee. Trudy is the mother of three grown children and enjoys ballroom dancing, outdoor recreation and pets.


Tim Kirkner - Grievance Officer

Professor Tim Kirkner joined the college in 1993 and has since been involved in many campus and college wide committees. He has been the chair of the calendar committee as well as a member of the Rockville faculty council. Tim was also a member of the implementation team for the Banner system. He currently coordinates advising for the counseling faculty and liaisons with the instructional faculty cadre coordinators. Professor Kirkner has presented at conferences in San Francisco CA., Lancaster PA. and Frederick MD, on topics ranging from advising using the banner system to teaching online. He has taught both the DS102 and DS103 classes online and became a certified distance counselor in November 2004. Professor Kirkner holds B.A. and M.S. degrees from McDaniel College (formerly Western Maryland College).

He has been a member of AAUP since his first day on campus. His passion outside of work is spending time with his wife, Becky, their three children and various animals that live with them in Damascus. Tim is also an accomplished runner who has completed over a dozen marathons including two in Boston.

Dr. O'Brien joined the College in 1971, and he has subsequently taught a wide selection of physics and engineering courses.  He holds the B.S. degree from Siena College, and the M.S. and Ph.D. from Catholic University.  He is a member of the American Physical Society, its Division of Nuclear Physics, and the American Association of Physics Teachers.  He has a long history of involvement in governance affairs -- currently as Chapter Liaison to the Academic Assembly.  He served as Department Chairman from 1980-86, as Chair of the College-wide Advisory Committee on Academic Computing from 1980-86, and as Chair of the Rockville Dept. Chairs from '83-85.  He is currently Chair of the College Web Maintenance Team.  He has been active in AAUP affairs since the birth of the bargaining relationship, and has twice served as Chapter President.  In Spring '05 he completed an extended term of 5 years services as the only community college member of the National AAUP Committee C on University Teaching, Research and Publication. During his tenure with that group, they prepared new position papers and /or extended commentary on prior "Redbook" documents on Workload (with particular attention to CC issues), Big-time Athletics, Performance Rating/Evaluation, "Vanity press" vs. "Real" publications -- among other topics, all subsequently endorsed for promulgation by the full membership voting at National meetings.

Outside of the College he holds the rank of Research Professor at Catholic University.  Over the years his research connection has provided the opportunity to participate with scientists and professors from all over the world in work at laboratories throughout the US, Canada, and Europe -- including a semester of residence at the MIT/Bates Laboratory, and a full year at NIKHEF in The Netherlands.  He remains a participant in the program of the Thomas Jefferson National Accelerator Facility in Newport News, Va. where he served for many years as Archivist of the CLAS collaboration.  Jim and his wife Sylvia live in Rockville and enjoy reading, concerts, travel, and country walks.
